How to find out the cadastral number of an apartment in a new building

A cadastral number is a unique code that each registered property has. Both a country house and a room in a communal apartment receive it. Today you cannot buy or sell a single property without a number; even new buildings have one. In this article we will tell you where to find out the cadastral number of an apartment by address and what it is.

What is a cadastral passport?

This is an official document issued by the relevant authorities for a residential building. But not all buildings have the right to apply for such certificates: passports are issued only for those properties that have undergone appropriate registration with the cadastre authorities and have the appropriate registration number.

This official paper consists of 3 parts:

  1. Technical. It contains information of a technical nature: area of the property, layout, number of floors, building materials used in construction, etc.
  2. Graphic. It shows the plan of a residential building in schematic form.
  3. The third part is not present in all certificates, but only in those that are issued for real estate with existing encumbrances that are legally registered. From this section you can find out whether the property was purchased with a mortgage, whether any judicial restrictions have been imposed on it, etc.

By reading this information, you can learn a lot about a residential building.

Why do you need a cadastral passport?

Without this official certificate, the owner of the property cannot carry out any transaction with this property, including purchase and sale or donation. Official paper is required when registering an inheritance, going to court regarding a property, taking out property insurance, or applying to a bank for a loan if a residential building acts as collateral.

If the owner of the building is a legal entity, then the passport allows you to register this property as part of the authorized capital. With the help of an official identification, you can initiate bankruptcy proceedings or revaluate the company's assets.

Where can I get a cadastral passport for a house?

Among the questions about how to obtain a cadastral passport for housing, there is also where to get it. Until recently, the issuance of this certificate was carried out by the BTI (Bureau of Technical Inventory). But since 2013, these functions have been transferred to the cadastral chamber under Rosreestr, so you should contact this body.

MFCs (multifunctional centers) are also dealing with this issue. Such institutions are opening in many localities of the Russian Federation.

It is possible to order the cadastre on the official website of Rosreestr.

What parts does a cadastral plan consist of - 5 main parts

The cadastral scheme itself is not a simple plan of a land plot with a designated number. This is a document consisting of five different parts that complement each other.

Why such complexity? Thanks to it, you will receive a detailed description, thanks to which you will answer any question regarding your property.

Example

How Ivan Ivanovich and Ivan Nikiforovich made peace

Ivan Ivanovich built a gazebo on his plot, and then decided to sell part of the land to Ivan Nikiforovich.

Both Ivans called the cadastral engineer to include this summer gazebo in the cadastral plan, and draw up a cadastral passport, so that one Ivan would be allowed to give money for half of the plot to another Ivan, and register the property.

And now - the details.

Part 1. General information about the site

And the first part contains a text description of the territory indicating information about the location and characteristics of the site.

The introduction of the cadastral plan has the following data:

  • land plot number;
  • cadastral plan number;
  • boundaries and area;
  • copyright holder;
  • date and purpose of registration.

The cadastral register assigns a unique number to a plot of land, which will subsequently allow you to register ownership of the land.

Part 2. Site plan

Here we see a drawing of a plot of land.

We see the shape and boundaries of the territory. We present the covered area of land on the plan and the dimensions of the territory.

An important feature of the cartographic scheme of the site is the display of engineering objects located within the boundaries of the territory. Their characteristics, location within the site and the outlines of structures are a necessary detail of the cadastral plan of the territory.

Part 3. Text information about the features of the location of the object

This section contains a text description of the nuances of the location of the land plot. For what reasons are the boundaries of the territory drawn this way? How do the boundaries of the site depend on the terrain, and what other factors influenced their outlines?

If there are adjacent territories, neighboring areas with which there are common borders are separately identified in the description. This is important because boundaries may be contested when a cadastral plan is obtained.

- Look, Ivan Nikiforovich, this fence is mine on one side, but on the other side it’s yours! And there is a nuance to this!

- And if I come to visit you, what will it be like?

Part 4. Description of the division of the site

When carrying out cadastral work, the territory is often subdivided into zones. The site is divided into shares that differ in purpose or type of structural objects located on them.

Functional division zones:

  • residential development;
  • garden part;
  • rest zone;
  • water;
  • economic part.

In addition, leased parts of the territory and sectors without fencing, but belonging to the land plot, are distinguished, such as parking lots and garden plantings that turn into forest.

Part 5. A diagram that allows you to get a visual representation of the location of the object

One more plan. This diagram is on a smaller scale. It displays the location of the land plot in relation to neighboring territories.

From this diagram, conclusions are drawn about access roads to the site, location on the landscape and relationship with surrounding areas.

- What if we tear down this fence? How will the neighbors look at us, and Ivan Ivanovich?

- Like friends, Ivan Nikiforovich, who do not build walls among themselves, but break them down.

Methods for obtaining a cadastral passport

You can obtain a cadastral passport for a house in different ways:

  1. Submit documents in person. A citizen who contacts an institution dealing with this issue receives a receipt and notification of the date of readiness of the cadastre.
  2. Send the application and a package of official certificates by mail. It is necessary to issue a registered letter with acknowledgment of delivery. In the application, you can make a note that a receipt indicating receipt of the letter and the date of readiness of the passport should be sent in response.
  3. Fill out an application on the Rosreestr website. You must fill out the fields and pay for the service using any of the proposed methods.
  4. On-site service at home or in the office. While this service is not provided in every region, it is becoming increasingly popular. Field service means that a specialist comes to the specified location, accepts the application, issues a receipt and informs the date and place where you can obtain a passport for the building. You will have to pay extra for this service. But some categories of citizens are exempt from paying, for example, war veterans.

The cadastre for a house can be obtained in electronic or paper form.

Required documents

To obtain a cadastral passport for an individual house, you must prepare a package of official papers:

  • a statement of the established form, the form of which can be obtained from the institution dealing with this issue;
  • technical plan of the building;
  • the applicant's identity card and a photocopy of the document;
  • if the registration is not carried out by the owner himself, but by his representative, then a power of attorney issued by a notary is required;
  • official documents of title to the property;
  • a payment certificate confirming payment of the state fee for the requested passport.

Rosreestr employees do not have the right to demand more documents than required by law.

Reasons for receiving

The basis for obtaining a cadastral passport for a residential building is the availability of information about this property in the state register. If such information is not available, the authorized institution will not be able to issue a certificate. It is necessary to contact the appropriate service to register this building.

Why is it necessary to have information about the cadastral number?

Knowing this information, you can obtain an extract from the register, which is publicly available. You can order it in electronic format by following these steps:

  • Fill out a simple application form.
  • Indicate your email address; it is to this address that the statement will subsequently be sent.
  • Payment for the service.
  • Actually receiving the document.

This whole procedure will only take a few minutes of time. The document will definitely be valid at the time of its receipt. The extract provides a lot of information about the owner, technical parameters, presence/absence of encumbrances, cadastral value. As a rule, such information is needed in the process of transactions with real estate.

Restore cadastral passport

The question of how to restore a cadastral passport arises if the document is lost. To receive it again, you must follow the same steps as the first time: prepare a package of certificates, submit an application to the appropriate authority, wait 5 business days and receive a completed certificate for the property.

If other documents are lost along with the passport, for example, a technical plan, then you will first have to restore them, and only then contact the cadastre.

Documentation

How to get a cadastral plan for a house? This requires preparation:

  • technical plan;
  • statements;
  • notarized power of attorney, if the transaction is carried out through a representative;
  • certificates of ownership or extracts from the Unified State Register;
  • title document;
  • receipts for payment of state fees.

If there is no cadastral technical plan, you should obtain one. Since 2014 this has been carried out by accredited engineers. The list of companies and individual entrepreneurs that are capable of performing cadastral activities is listed on the Rosreestr website.

The contract with an engineer or company specifies the terms of technical work and collection of information about a residential building. A specialist arrives at the address of the building, performs a geodetic survey and takes the necessary measurements. The actual and documentary boundaries of the site on which the object is located are also verified. The cadastral engineer draws up a floor plan, where he indicates all dimensions and building materials.

Validity period of the cadastral passport

The law does not limit the validity of this passport for a residential building. But if any alterations have been made to the building, then care must be taken to make changes to the technical plan, and then to the cadastre document.

If a house passport is involved in some kind of financial transaction, for example, a housing loan is issued on its basis, then for the bank the validity of the certificate is limited to 1 year. In this case, the client of the financial institution will have to re-issue the document if it was issued more than a year ago.

An updated passport will have to be obtained again even if the previous one was issued before 2001, since before this period the cadastre provision had not yet been legalized.

Reasons for refusal of registration

In accordance with the law, a cadastre registration can only be refused for 2 reasons:

  • the property is not listed in the state register;
  • The information requested for this object is prohibited from being passed on to anyone, according to the law.

No other reason can be a basis for refusing to issue a cadastre.

If the applicant does not agree with the refusal, he has the right to submit an application to a higher organization. This application must be reviewed within 15 days, after which the applicant is sent a response containing justified reasons for the refusal.

What to do if you couldn’t find the object of interest by its address?

All real estate objects for which the registration procedure has been carried out are entered into the Unified State Register of Real Estate and are subsequently displayed on the so-called Public Map. If the object was not found, it is likely not registered, and transactions carried out with it will be illegal.

In practice, there are several situations in which real estate may not be registered:

  • Incorrect address entry (to resolve this issue, you need to pay attention to objects located nearby in order to focus on them during the search process; only with this approach it will not be difficult to obtain detailed information about the object’s parameters).
  • The plot is located on the territory belonging to the garden partnership, and was not allocated as a share; the allocation of land was carried out immediately as an array, and after that - their division into separate parts, which are not the property of the owners according to the documents).
  • OKS is a self-built building, so it was impossible to register it; transactions with such real estate are illegal.
  • The OKS is a construction site that was not completed, so it did not receive an assigned address.
  • Registration occurred relatively recently, and the information has not been updated; in this situation, you will need to try again in a day.

To register a plot in the second case, it needs to be demarcated, and then work must be done to allocate it into a share.

In the process of collecting information about the object of interest, it is necessary to carefully check all data. If it is not possible to search for an object by address, or incorrect information is provided on the Public Map, it is worth applying for an extract, which contains technical details that allow you to compare the necessary data.

In a number of situations, clarification of information may be relevant for the copyright holder. Often such a need arises in the process of resolving inheritance cases. For example, in the case of inheriting land, it may seem that it was registered relatively recently, and the land surveying procedure was not carried out. Since setting boundaries is a mandatory event, without its organization it is impossible to become an heir and register ownership.
