When implementing its functions, the state exercises control over various spheres of life of its citizens, takes into account the condition and ownership of their real estate. This function is performed by Rosreestr and its territorial bodies, the Cadastral Chamber.
Currently, there is a new procedure for registering real estate, as well as another register containing the specified documented information. Changes in legislation in this part have radically reformed the existing system of accounting and registration of rights, however, today it is too early to draw conclusions about the effectiveness of these changes.

All properties are unique. In order for the state to successfully keep records of them, there is a register. In it, land plots, apartments, residential and non-residential buildings, buildings and other structures are assigned a specific number. The digital code in the register confirms the official existence of the property.
The cadastral number carries a specific digital code that each property receives. It looks like a set of numbers that is unique and never changes. The numbers in the number are not randomly located; each carries specific information:
- Using the first two numbers, you can check the county in which the property is located.
- Using the next two you can see the area.
- Next, two numbers decipher the quarter.
- Based on the latest numbers, the cadastral address of the apartment will become known.
The number of digits varies and depends on the location. In large cities, the digital code can be formed from longer combinations of numbers.
The registration number carries specific data about the location of the property: block, district, district. It is presented as a set of numeric blocks separated by a colon.
A registration number is assigned at the time of registration with the state cadastre, drawing up a construction plan, issuing a passport in a new building. The new owner has no opportunity to change it. The number changes only when the property is divided into shares, combined with another premises, or the area of the property changes through redevelopment.
What does the cadastral number of an apartment or cadastral division of the territory consist of?
The territory of our country is divided into cadastral districts, which are assigned unique registration numbers and names. In turn, districts are divided into districts, which are also divided into blocks, within the boundaries of which real estate objects are located (with the exception of objects located on the territory of several cadastral division units). So, a cadastral number is a set of registration numbers of cadastral division units and the serial number of an object, separated by colons. The apartment is located at the address: Moscow region, g.o.g. Podolsk, st. Kirova, 4, apt. 358 (in fact, such an apartment does not exist, it is an administrative building, but this does not affect the visualization of the construction of cadastral numbers). When is it assigned?
