Everyone has repeatedly heard about such a concept as a cadastral number. Let's try to figure out in this article what this number is and why it is assigned.

Cadastral number

is a unique identifier that is assigned to any land plot after the Cadastre Law comes into force.

Based on the concept of “real estate”, this object is in any case located on the ground, it is immovable, and therefore must be subject to registration, which is called cadastral.

Maintaining cadastral records is very important; it helps solve a number of problems, since various controversial situations may arise between land owners, for example, one of the owners may illegally occupy a neighbor’s land. In order to avoid such situations and in order to clearly delimit the boundaries of land plots, land cadastral registration was created.

Thus, each site has its own individual number, thanks to which it can be distinguished without problems. All data is entered into a single cadastral database indicating the total area, method of use, location, etc. Even if the owner of the plot changes the type of use or the owner of the plot changes, then in these cases the number will remain the same.

Such numbers are assigned to all buildings on the site - both residential and non-residential. Before the cadastre law came into force, all structures were identified by conventional numbers, but even in this case they could be identified. According to the law, you can designate an immovable object with both the old and new numbers. In other words, if any piece of real estate has a cadastral number, this means that it is included in the unified real estate register of Russia, and any transactions can be carried out with it.

Cadastral number

The cadastral number of the house must be assigned during the process of privatization of the property, which is due to legislative changes that took place in 2013. Previously, a conditional code was used, which was also a unique identifier of the real estate object.

After the reform of the real estate accounting system took place in 2013, a cadastral number began to be assigned to all buildings and land plots. The procedure is carried out according to the following principles:

  • a cadastral code is assigned to a building upon completion of construction and transfer of the structure into operation (in relation to new real estate);
  • owners of old properties independently submit applications to the state register to obtain a number;
  • the code is assigned automatically when legal transactions with property are carried out, requiring mandatory registration with the cadastral chamber.

Appearance, formation and decoding

The cadastral number is a combination of at least 12 digits. The first two digits in this combination indicate the cadastral district number

The cadastral number is generated and assigned after the plot itself is formed. That is, land surveying has been carried out, a description has been carried out, title documents have been drawn up and cadastral registration has been carried out.

To designate in the cadastre plots that are located simultaneously in two or more blocks, districts, districts, a special concept has been introduced - zero block. It is designated by zeros

What is the cadastral number of a property

According to the law, obtaining a cadastral number is a mandatory procedure for the following categories of objects:

  • residential premises (houses, apartments, rooms in communal apartments and dormitories);
  • non-residential property;
  • Earth.

The meaning of the single code will only change under the following circumstances:

  • shared division of premises (each share receives its own address and is recognized as separate housing);
  • combining several properties into one property.

Decoding the cadastral number allows you to get acquainted with a detailed description of the property, as well as its characteristics, these include:

  • legal affiliation (private person, state, municipality);
  • information about the current owner and former owners;
  • the serial number assigned upon registration of the object;
  • current property boundaries and structure;
  • existing encumbrances (legal and financial).

The decoding of the cadastral number must correspond to the property passport, and you can get acquainted with a detailed description of the property by obtaining an extract from the Unified State Register of Real Estate.

A uniform format for cadastral numbers is in effect throughout the Russian Federation. This is an order of numbers located on one line, the values ​​of which are separated by two dots. For example:

The first three indicators are universal and indicate the address of the property - region, district and quarter. Street names and house numbers are data that is not publicly accessible. The last digit is a serial number, which will be individual for each individual object.

There is no validity period for this document. Over time, the data is periodically updated as a result of actions taken with the property. In this connection, information about the object can be requested by both citizens and legal entities.

Cadastral number structure

On the territory of all subjects of the Federation, the cadastral number will look the same, since the procedure for decoding, generating and assigning numbers is determined by Article 8 of Law No. 218-FZ of the Russian Federation, as well as Article 29.2 of Law No. 221-FZ of the Russian Federation, and Article 70 of the Land Code of the Russian Federation.

Real estate accounting is carried out throughout the Russian Federation by one organization, Rosreestr, so the codes must be universal so that they can be deciphered equally throughout the country.

The presence of uniform coding guarantees the correct display of information in the system and the elimination of mechanical and automatic errors. If, during legal transactions with property, it is discovered that the code was previously entered incorrectly, the Rosreestr inspector must correct the code to the correct value.

The composition of the number may be subject to correction in the following circumstances:

  • division of a subject of the Federation into several constituent units;
  • unification of several territories into one administrative area;
  • changing street names.

As noted above, the number consists only of digits, which are separated by the “:” sign. The division is made between the codes of different indicators. Required designations include:

  • region;
  • district/locality;
  • block/street;
  • a serial number assigned during the process of privatization or registration of a real estate property.

What does it consist of?

The structure of the cadastral number of a land plot consists of twelve or more digits , connected in pairs and groups, separated by colons. Spaces are allowed in the third sector. Twelve digits is the standard into which real estate in small regions located in central Russia fits.

The same can be said about such major centers of federal significance as Moscow and St. Petersburg . The city of Sochi, which has been upset in recent years, belongs to the same category of centers whose cadastral numbers allow for going beyond the regulations established in 2007.

In the capital and other centers there are also standard twelve-digit numbers that characterize the initial registration of real estate, starting in 2007. Subsequently, with the filling of the original structure of the codes, the need arose to expand it.

It is noteworthy that the structure of the cadastral number of a real estate property always assumes the first digits in the amount of 2 pieces. They completely coincide with the number of the region where the land plot or building is located. These signs are completely identical to those indicated on vehicles registered in a particular county.

How to find out the cadastral number of a property

The need to familiarize yourself with the cadastral number arises when you need to clarify the subjective characteristics of an object. In particular, this will be required under the following circumstances:

  • registration of legal transactions for the alienation/appropriation of property rights;
  • privatization;
  • lending (transfer of housing as collateral, registration of mortgage lending).

This is the only way to find out the detailed characteristics of the property before making a transaction, and also to protect yourself from fraud on the part of sellers. You can clarify the desired information in one of the following ways:

  • personal application to the local branch of Rosreestr located at the location of the property (the inspector of the registration chamber accepts the application indicating the cadastral number of the property and can expect a response within five working days);
  • online on the Rosreestr website (data is sent to the user’s personal account, and the period for the certificate to be ready may vary within three days);
  • the use of third-party resources that operate only on a commercial basis (you should not use resources that provide information for free, since in this way scammers extract personal information from citizens, and you will have to pay state fees for familiarizing yourself with the description of the object).

Assignment to a garden or dacha plot

Garden and summer cottage plots are one of the most common types of land, so the procedure for assigning cadastral numbers to these plots is no different from the standard one .

First, you should prepare a number of necessary documents for the cadastral authorities:

  • A document (certificate) confirming ownership of a garden plot. These may be: a purchase and sale agreement, a lease agreement, a gift agreement, a certificate of inheritance, etc.
  • If we are talking about the purchase of municipal property into private property, then there must be a corresponding purchase and sale agreement drawn up with the participation of administrative bodies;
  • Extract from Rosreestr (USRE/EGRN);
  • Boundary plan;
  • Technical plan;

Having paid the state fee and filled out the application form, within a month your garden plot will be assigned a cadastral number and all your rights to it will acquire real legal force.

This can only be done in court. The judge is authorized to order a re-evaluation with the involvement of independent specialists. An understatement of the cadastral price entails a reduction in the amount of tax deductions.
