Other ways to find out about water debt
Checking water debt through the terminal.

Then enter the personal account number of the city water utility. Debt data is displayed on the screen.
In addition, you can send a letter to the management company, HOA or RSO. The method is relevant if claims work is underway or is being prepared. For example, the user plans to recalculate and change the accounting system. He needs to record violations by utility workers. In this case, the personal account number is indicated in the correspondence.
In response, the management company, HOA or RSO send a letter with information about the debt. A detailed calculation of the occurrence of debt can be provided here. The data will be current at the time of writing and sending the letter. When received, they may be out of date. This is the disadvantage of this method.
How to find out if there is a debt in housing and communal services
Going to a place that actually provides utilities is the most obvious solution. Here, in a moment, they will tell you how much and to whom a person owes or does not owe. Of course, it would be easier to find out this from the bills, but you yourself understand that they are not always delivered on time, if at all. Therefore, many problems arise related to debts that have arisen from nowhere, although the owners of the apartment are absolutely sure that there should be no debt.
- Call and check housing and communal services office hours. Often visitors and clients are received within a strictly allotted time, and in order not to waste it, it is advisable to seek help at the very moment when it can be provided;
- Take a passport to confirm your personal status and the right to find out information about this property, as well as the debt that hangs on the apartment. So it is advisable that the passport contains a registration, which indicates the address of the exact apartment for which the debt is registered;
- In a special department, in a minimum period of time they will indicate to you whether the payment was erroneous, and will also describe how much the person owes, and when this amount should be paid.
In general, housing and communal services employees will conduct a short consultation on where and how to give the money, and how it happened that the size of the debt grew so much. Personal presence will help to better understand the situation, even if going to the housing and communal services office is not the most pleasant and quick procedure. One has only to remember these eternal queues, and any desire to go somewhere disappears.

In addition, the user of utility services may be imposed various fees for payment, but this is more likely related to the services of utility organizations that provide services outside the competence of housing and communal services, and not to the prices of utility companies. So it’s better to go on your own, wasting your time, than to pay triple fines later.
Consequences for non-payment of housing and communal services debts
If there are debts for housing and communal services, which arise due to late payment of housing and communal services or a long-term failure to deposit money into the accounts of the service organization, defaulters are charged penalties for the amount of the debt.
The amount depends on the duration of non-payment for housing and communal services:
- The period of debt formation from the 2nd to the 3rd month leads to a fine in the amount of 1/300 of the Central Bank rate. In such a situation, the owner, in order to avoid increased payments for consumed services, tries to pay off the debt at an early stage of its formation.
- Delay from the 3rd month (from the 91st day) leads to a significant increase in the amount of penalties - up to 1/130 of the Central Bank rate. And in this case, a motivated homeowner will strive to quickly return the penalty debt along with payment of the utility bill.
- Failure to pay utility bills for more than 3 months may lead to temporary shutdown of utility services. The debtor's apartment is deprived of gas supply, electricity, hot water, and the use of an intercom until the debt obligation is compensated. But first, a written notice is sent to the defaulter by mail informing about the suspension of the payment system. If the debtor does not take any action to eliminate the debt, the executor comes to such person and informs him about coercive measures. Services will be supplied again no more than 2 days after full payment of the debt.
- If there is a delay of more than 3 months and failure to fulfill obligations to repay the debt, utility companies have the right to resolve the issue in court, but only after the relevant structures have verified the fact that the homeowner has not paid for utilities. Actions are performed in this order:
- the debtor is notified of the existence of a debt;
- he is recommended to liquidate the debt of his own free will within 30 days;
- in case of refusal, documentation is prepared for submission to the judicial authority, which resolves the problem in favor of the utilities.
- If non-payment occurred more than 6 months ago, utility services may resort to eviction of the debtor from the premises. First of all, this measure applies to those living in municipal housing and not paying fees for utilities. They are moved by court order to an apartment with fewer amenities.
Important! Punishment will not follow if the delay arose due to the difficult financial situation of the debtor.
Consequences of non-repayment
If you are found to have a debt to pay for utility bills, you will have to bear responsibility under the law. The consequences of late payment include:
- Accrual of penalties for each day of delay.
- Disconnection of services until the debt is fully repaid (in this case, the debt must be repaid within a period of 3 to 6 months).
- An extreme case is seizure of property (after 6 months, the court has the right to seize the debtor’s personal property equivalent to the debt).
- In court, deprivation of ownership of real estate (provided that the declared amount of debt is equal to 80% of the cost).

What is a personal account
An individual or single personal account is a unique number that the management organization associates with each owner of the living space. A personal account is created by the payment collection organization in order to optimize the internal database of residents and increase the security of such data.
The personal account contains the following information:
- Full name of the responsible payer;
- number of square meters occupied;
- list of registered persons;
- name of housing and communal services service;
- data on metering devices;
- data on previously made payments and accruals.
The amount of debt is the difference between the accrual and the amount deposited in the cash register of the management company.
You can find out your account number (usually 8-10 digits) in one of the following ways:
- by calling the management organization;
- by looking in the upper left corner of the receipt;
- by looking at the website of the management company or HOA.
A receipt for payment of utility bills can be obtained from the management company’s office or printed from the company’s website.
It is important to note that each component of the rent (for water supply, electricity, house maintenance, etc.) is assigned its own account number. For one payer, invoice numbers for different services usually differ by 1-2 digits.
Why check utility bills with online payments?
Not long ago my wife and I moved to a new apartment. And for housing and communal services, as before, they paid at the post office using a personal account.
At the old address where we used to live, rent and garbage collection are paid on separate accounts. However, on the new one - one at a time. And it so happened that by mistake the money for the apartment was transferred for the solid waste removal service.
We did not find any errors in the receipt, because it only indicated the personal account and the payment amount. When the debt began to grow, we found out about it late, and an impressive amount had already accumulated.
The epiphany came only after we received a notification about the amount of payment for the vein service for reconciliation. It already contained a breakdown of what we paid for and what we didn’t. This is how we found out that in the end, after several months, we paid for garbage many months in advance. But for the apartment - not a penny.
Actually, the situation is fixable. You could simply write a statement and get your money back for the garbage. And then pay them for the apartment. But the procedure is not quick. Recalculations could take up to a month. And since we were about to travel to another country, we were afraid that we might have difficulties at the border with our debt. Therefore, we decided to pay the debt immediately.
Since then, I prefer to play it safe and additionally independently review and reconcile the payment of all receipts online. At the same time, I found several ways to check payment of housing and communal services on a personal account via the Internet. And I will share this experience with you.
