How to pay for the Central Ring Road using a transponder

A transponder is a special radio transponder for driving through toll booths.

This is what the transponder looks like

You can pay for travel on the Central Ring Road from any transponder that is included in the agreement on inter-operator interaction - T-Pass, ZDS, Main Road, etc.

Before the trip, the driver must top up the transponder account. The money will be automatically debited when passing through a toll section; there is no need to stop. When paying, the transponder will emit a beep. If there was a signal, it means the payment went through.

If there was no money in the transponder account, within 5 days after the trip the account must be replenished by the amount owed - otherwise a fine will be issued. Travel money will be debited automatically.

If there are several transponders in the car, you need to select only one for payment, and put the rest in a foil ZIP bag so that the payment is not accidentally deducted from them.

How can I see if there are any outstanding payments?

One of the portals that allows you to find out information on paying utility bills is the website https://www.gosuslugi.ru. The algorithm of actions looks like this:

  1. You must go through an identification procedure.
  2. Click on the “Payments” and “Payment for Housing and Utilities” tabs.
  3. Select a service provider from the list.
  4. Specify the service you are interested in.
  5. Enter your personal account number or payer code.
  6. Get information about the amount of debt.

It must be remembered that municipal authorities have established certain liability for non-payment of utility bills. A penalty is charged as a penalty for debts.

In extreme cases, housing office workers have the right to file a lawsuit and stop providing services by disconnecting them , therefore, each consumer should have timely and reliable information about payment for housing and communal services, choosing the most convenient of the described methods.

Central Ring Road fare in 2021

The cost depends on which section of the toll road the driver is driving through. The price ranges from 20 to 1065 rubles per section; detailed tariffs are listed on the Avtodor website.

When paying for travel with a T-Pass transponder, a discount of 15%, 25% or 40% is provided, its size depends on the length of the route and the number of sections covered in one trip.

To receive the maximum discount, the driver must pass through consecutive toll booths within 2 hours.

If the driver uses a transponder not from T-Pass, but from a third-party issuer, there is a fixed discount of 10% on the tariff.

If there is no money on the T-Pass transponder at the time of passing the toll section, the driver can pay the debt within 5 days without losing the discount. For other transponders, money must be deposited in advance. If you drive without paying, the discount will be lost.

There are no discounts when traveling through the Central Ring Road using a ticket.

How can I find out if my rent is calculated correctly?

The procedure for calculating the amount to be paid for housing and communal services is regulated by the Housing Code of the Russian Federation .

The amount of utility bills depends on the number of services used. This indicator is determined:

  • the amount is calculated using an individual meter installed in the premises;
  • according to established general standards for the consumption of services. This indicator is always overestimated, therefore, in order to save money, it is beneficial to install devices that take into account the amount of resources consumed.
  • tariffs established at the legislative level. They can be established by federal and local governments. Their actions are strictly regulated by the legislation of the Russian Federation. Citizens must be notified two months in advance of changes in rent and service rates. Their increase must be economically justified.

The relationship between citizens and housing and communal services is a two-way relationship. Housing and communal services or HOAs do not have the right to: arbitrarily increase tariffs; hide the procedure for calculating amounts to be paid; issue invoices for services not provided.

We advise you to read:

  • ✅ Notification of debt on utility bills: sample
  • ✅ Sample application for recalculation of utilities

Citizens have the right:

  • know the procedure for the amount accrued for payment;
  • not to pay for services rendered improperly or provided with an interruption, in excess of the norm established by law;
  • refuse to pay bills until the nature of the amount due is clarified. At the same time, if an error is detected in the calculation, the housing and communal services or HOA will delay the response and will not pay the penalty for late payment.

Correct calculation of fees for housing and communal services

To check the correctness of the utility amount accrued to you for the use of one of the utility services, you should apply for a transcript of the invoice to the office that issued it.

You are required to provide a written response within the period established by law - 30 days from the date of registration, which describes the invoice received. In exceptional cases this period may be extended.

Who can check?

You can check the accrual of utility bills with the relevant management company. If the invoice is incorrectly issued, there are gross errors in it, or there are questions about the amount of rent, you should submit a statement to the housing and communal services office that issued it.

According to the law, they are required to provide a response to the request, indicating the calculation procedure and articles of the laws of the Russian Federation. If there is no response within the deadlines established by law and its extension, you must contact the State Supervision Inspectorate.

Where can I check?

The correctness of the calculation of utility bills or other services must be confirmed to you by the office that issued the invoice . The request should be made in writing, officially with registration: when delivered in person; by registered mail with notification.

This is necessary so that if in the future there is a need to go to court, there is evidence of pre-trial communication with the housing and communal services office.

Fines for traveling on the Central Ring Road without payment

If the driver does not pay for the trip immediately or within 5 days, he will be fined under Art. 12.21.4 Code of Administrative Offenses of the Russian Federation:

  • for 1,500 rubles - for travel by car
  • 5,000 rubles for travel by truck or bus.

However, paying a fine does not eliminate the need to pay for travel.

The driver is held accountable only once a day. If the driver pays the toll debt within 20 days, the administrative proceedings will be automatically terminated. There is also a standard 50% discount on the fine for payment within 20 days.

We find out about the receipt of payment through the bailiff

If the information in the database does not change and you are still on the list of debtors, it means that the debt repayment order has still been issued by the bailiff. The law does not establish how long the bailiff must issue it. In this case, you can clarify the receipt of payment directly from the bailiff responsible for conducting enforcement proceedings in the territorial office.

To find out about the receipt of payment from the bailiff you need to:

  1. Make an appointment through State Services, the FSSP website or by phone;
  2. Present your passport and provide the necessary information.

Note: Please be aware that if you are more than five minutes late for an appointment at your organization, your appointment will be cancelled.

How to check and pay the debt for the Central Ring Road

There are two ways to check and pay off your debt:

On the official Avtodor website or in the mobile application

To check, you need to indicate the license plate number of the car and confirm your contact phone number. The site will show whether there is a debt on the car.

You can pay the debt using a bank card, a receipt will be sent by email

This method is suitable for individuals with one car, but is inconvenient for organizations. When checking several cars, the license plates of each will have to be entered manually

Through the Online traffic police service

This method is suitable for organizations that need to regularly check debt on several machines. It is enough to add all the cars in your fleet to your personal account once. The service will check:

  • the presence and amount of debt for travel on the Central Ring Road;
  • fines and enforcement proceedings for any violations, including violations of toll road rules.

Every day at 9 am, a report on travel arrears and fines will be sent to your email.

The organization will find out the number of violations and the total amount of debt and will be able to pay for travel from their personal account.

If you pay your fare on time, the organization:

  • will not lose the discount if using a T-Pass transponder;
  • eliminate the need to pay fines

Step-by-step instructions for checking tariffs online

All current tariffs and standards for electricity, gas, heating and water in all cities of the Russian Federation can be found on the official website of the Federal Antimonopoly Service of the Russian Federation - https://fas.gov.ru.

To do this you need:

  2. Select the locality of interest.
  3. Select the number of registered residents in the apartment.

Having received data from the site, it can be compared with the indicators of the received receipt. If the amounts do not match, you should file a claim with the management company. At the same time, you need to remember about additional fees for general house expenses.

For Muscovites, a similar calculator is available on the official website of the Moscow Mayor https://www.mos.ru.

How to check whether utility bills are calculated correctly?

The calculation of the accrual of the amount for utilities and rent must be provided by the organization that issued the invoice.

Misunderstandings may arise:

  • in case of unauthorized overestimation of the calculation tariff;
  • incorrect initial data: number of registered citizens, housing area;
  • a corresponding error to hide financial overexpenditures in the office;
  • careless or mechanical error by an accountant;
  • a citizen has the right to receive a scheme for calculating his account for personal information.

All communications with housing and communal services or HOAs should be conducted in writing and with registration of correspondence. Failure to respond within the established time frame regarding the correct calculation of utility bills is an administrative violation and entails fines that are imposed on the responsible persons and the head of the office.

You can read about the incorrect calculation of housing and communal services here.

Nuances for calculating various utilities

Depending on the type of service, the types of checks differ:

  • when calculating the payment for light, the meter data is taken as a basis and multiplied by the cost of one kilowatt
  • for hot water and heating if there is a meter - according to the meter data multiplied by the approved tariff;
  • in the absence of a meter - according to federal standards multiplied by the approved tariff;
  • for cold water supply and sanitation - in a similar manner;
  • for the consumption of liquefied or natural gas - according to metering devices, multiplied by the tariff.

Important! If you do not have metering devices installed, the fee will vary, since it is calculated based on the number of residents and the total area of the apartment .

Legislative regulation

The formation of tariffs and the rules for calculating payments for housing and communal services are established by federal legislation .

The fundamental legislative act is the Housing Code of the Russian Federation , or more precisely section VII “Payment for residential premises and services” and, in particular, articles 156, 157 and 158 .

The specific interpretation of the provisions of the Housing Code of the Russian Federation is clarified by Federal Government Resolution No. 354 , briefly referred to as “Rules for the provision of public utility services ,” which establishes the procedure for calculating, recalculating and changing tariffs.

Legal acts of constituent entities of the Russian Federation regarding payment of utility services by residents must be based on federal legislation .

What to do if you find an error on your receipt?

Where to contact?

In most cases, the provider of housing and communal services is a management company , which carries out calculations and charges.

However, in some situations the contractor is the resource supplying organization .

This happens when:

  1. are directly managed by apartment owners;
  2. control method selected
  3. in the period between the cessation of the previous control method and the choice of a new one.

You can find out the exact service provider from the payment receipt , which indicates the name of the organization and its legal address .

Payment for housing and communal services via the Internet

Payments for housing and communal services must be made without delay, since otherwise serious penalties will be charged, and as a result, costs will become even higher.
In addition, recently those who regularly and for a long time “forget” to pay their rent have been punished more seriously. At first, such people simply become “not allowed to travel abroad”: when they try to go abroad on vacation, on an excursion or on a business trip, they are simply not allowed to go abroad. If the debt is really very large, then you can lose your apartment altogether and move to a very modest room in a communal apartment. As you know, queues at housing and communal services payment collection points are quite common, so paying receipts often takes a lot of time. However, payment for utility services via the Internet is now available, which allows you to avoid this and make all payments from home or any other place where you have access to the World Wide Web.
