If the housing has a special device that keeps track of these waters, then the amount of payment is determined precisely according to it. And if there is no device, then when calculating the cost, the volume of water supply allocated by the IPU is added up.
  7. “Maintenance and current repairs of housing.” This column includes several services that are related to the maintenance of the house and territory. The amount of the fee depends on the total area of ​​the housing.
  8. "Water supply". The cost of services is determined according to the data taken from the device or calculated according to the standard. One company supplies water to the house, and a completely different company heats it. Therefore, the amounts for water are different.
  9. "Removal and disposal of solid waste." This section concerns the maintenance of the house. The service fee depends on the total area of ​​the property.

Remember: the payment document may also include other additional services that were not recorded above, but for which you also need to pay.

What organizations are listed in the message?

To understand the meaning of the message, you need to understand what the organizations indicated there mean. After all, they are the ones who issue the invoice, which supposedly needs to be paid. The state unitary enterprise “Regional Settlement Center of the Stavropol Territory” has been operating in the Stavropol Territory for more than seven years, the scope of which includes the development of a unified system for calculating, issuing and collecting payments for housing and utility services in the region.
Currently, RRC offices operate in several cities and rural settlements, where citizens can make payments using a receipt, which summarizes all types of payments for housing and communal services, including the monthly contribution for major repairs. Such pilot projects operating in the region provide complete and timely information to their clients on all issues related to settlements in the housing and communal services sector, changes to legislation that have entered into force, as well as changes to existing tariffs.

In the cities: Ipatovo, Svetlograd Neftekumsk and village. Grachevka Regional Settlement Center monthly delivers unified payment documents directly to residents' mailboxes. Residents of the cities of Blagodarny, Mineralnye Vody, Novopavlovsk, Zelenokumsk, Georgievsk, p. So, what is a single payment document (SPD)? This is a receipt, paying for which the one-stop principle works. The ENP saves recipients of utility services from going through endless authorities (of which, by the way, there can be 7 or 8), which significantly saves time, nerves and public health.

The most important and main goal of settlement centers operating in the Stavropol region is to improve the quality of service to the population in the housing and communal services sector, guarantee transparency and honesty of payments for utility resources and, most importantly, increase payment discipline in the region.

Let us remind you that a single payment document can include both housing and communal services and additional ones that come to owners in separate receipts.

To generate a single payment document, readings from individual metering devices are required. The settlement center provides recipients of services with the opportunity to submit them in any four ways: by telephone to the territorial department of the Regional settlement center (the telephone number is indicated in the receipt), through a mailbox (special RRC mailboxes are installed in each apartment building accepted for service), in person at the settlement office center or through the GIS Housing and Communal Services website.

Please note that the final receipts themselves are generated in the settlement system, precisely the one into which all the accruals and information necessary for its formation are collected. The receipt will be delivered to you by the Regional Settlement Center directly to your mailbox. In addition, you will be able to see it in your personal account of the GIS housing and communal services system, and check the correctness of charges for services. This system also provides the opportunity to pay utility bills, send complaints and appeals electronically, and receive information about work and services around the house.

Payment methods are also simple and save citizens from unnecessary time costs. Firstly, online payment is available in GIS, and secondly, EPD can be paid through the bank’s mobile application, including via a QR code. Payments are accepted through terminals and at bank branches. And of course, payment is accepted directly at the offices of regional settlement centers.

— In the Stavropol region, several territories have the opportunity to test the advantages of a single payment document. According to citizens living in apartment buildings who have switched to paying according to the “one window” concept, they now have a lot of time, which until recently they spent uselessly waiting in queues. Only in Mineralnye Vody have two modern and convenient offices of the Regional Settlement Center (RSC) opened, where local residents can pay with one single payment to suppliers of heat, electricity, water, gas, pay for the removal of solid municipal waste, make a contribution for major repairs, pay other housing services,” said the director of the enterprise, Georgy Kaloev.

Let us recall that the Russian Ministry of Construction proposed expanding the rights of Russian citizens at the legislative level. The bill on the introduction of a single payment document, which was submitted by the federal ministry for consideration, will allow citizens to choose the method and form of payment for their utility expenses. It is planned to finally approve it this spring.

In turn, the Governor of the Stavropol Territory Vladimir Vladimirov held a working meeting in January of this year, at which he discussed the development of the housing and economic complex of the region and demanded to reduce the payment burden on Stavropol residents, while targeting executive authorities and municipalities to create the most comfortable communal services for the population conditions.

— I would like to note that thanks to the implementation of the ENP, there has already been a positive trend in payment collection. For us, for our part, combining all utility costs into one “payment” provides an additional opportunity to control suppliers in matters of the validity of tariffs, and this is also another lever to minimize the leakage of funds into the pockets of third parties who act as intermediaries in accepting payments - added the head of the organization.

It can be assumed that your state unitary enterprise (MUP), which provides utility services to the population, is a partner of Rossiya AB and issues invoices to the population through their cash settlement center. The generated accounts are forwarded to the bank, which notifies the client about them.

Many consider such mailings to be a sign of fraud, but there is no deception or trick here. Another point is the incomprehensible amounts that do not correspond to actual utility bills. This situation can happen if you did not submit information on the meters on time and the system automatically calculated the average monthly consumption.

Payment period

The legislation strictly limits the date by which citizens must pay rent. On the territory of all subjects of the Federation - the tenth day of every month. This time limit may vary slightly depending on the provider and type of service.

Regarding the payment processing time, the funds are credited to the supplier’s balance within 24 hours, starting from the moment the transfer is confirmed. It is extremely rare, but delays are possible, so it is better not to delay until the last day with payment, but to compensate for the cost of services earlier. Ready-made EPDs appear in your personal accounts as early as the first days of next month.

Payment of housing and communal services by personal account

What the ENP is is fixed in the legislation, namely in Articles 153, 155 of the Housing Code of the Russian Federation. And there are several ways to deposit funds into service provider accounts. Payment options differ in fees and deadlines. One of the ways you can pay for housing and communal services is by transferring funds to a personal account.

A personal account is assigned in relation to a property through the local branch of the passport office. This is a procedure for assigning a personal code, carried out only with the consent of all persons living on the territory of the facility.

This form of calculation allows citizens to compensate for the cost of utility services only by entering a personal number. This eliminates the need to carry unpaid receipts with you and enter payment and a lot of unnecessary information into the form.
