What is meter verification? General points for all types of meters

The meters undergo the first verification at the factory after production. The documents indicate that the meter is suitable for use. The verification period is counted from the date of manufacture of the meter. For example, a cold water meter was in the warehouse for 2 years before installation, and the verification period was 6 years. To submit a request for verification of the meter, call the resource supply company or company that has the right to verification - state accreditation (according to Resolution No. 354). Data about accredited organizations is stored in a register on the website of the Federal Accreditation Service.

Meters can be checked on site or the meter can be dismantled for testing in the laboratory.

Verification of meters determines the compliance of the device with metrological requirements. These are requirements for meter parameters that affect the accuracy of measurements. Verification evaluates the suitability of the meter for further operation and the accuracy of the readings.

The device is turned on and its actual performance is compared with the characteristics stated in the documentation. A special device is used to diagnose the operation of the device. They mainly check the sensitivity and accuracy of the count. Failure of meters leads to incorrect readings, resulting in overpayments or underpayments for the resources used.

After verification, a conclusion is issued: whether the device is suitable for further use or needs to be replaced.

Do I need to check the new meter?

The mandatory initial verification of cold and hot water meters is established by clause 1 of Art. 13 Federal Law No. 102. It is supposed to be produced:

  • before the device is put into operation;
  • after repairs have been completed.

The technical passport of the device or other accompanying document contains instructions regarding the duration of the MPI. It is customary to count down from the moment of installation, sealing and connection to the system. It is carried out from the date specified by the manufacturer when manufacturing the control and measuring device. A somewhat unusual procedure for consumers is associated with the mandatory testing for manufactured devices of this kind.

Consumers have to pay attention to this feature when purchasing devices for metering water supply. Inattention shown during the purchase and subsequently, in the absence of timely warning from the employees of the HOA or the management company providing services to the owners and users of the premises, can be expensive.

If there is no need to verify the water measuring device, then it is necessary to check its serviceability. Already with an external inspection and study of the technical passport, the situation can be clarified to a certain extent. A long production date, especially one that extends beyond the one and a half year warranty period, should clearly raise red flags.

Who verifies the meters, how can the management company be connected with this?

Residents should not prevent employees of the management organization from checking meters. The verification of meters can be carried out by private and public organizations that are accredited in the field of ensuring the uniformity of company measurements. The accreditation certificate is issued by the Federal Accreditation Service. The owner himself chooses which one to contact. Management companies can recommend trusted companies to avoid scammers. The “results” of verification carried out by fraudsters will not be accepted by the management company, the Unified Settlement Center, the water utility, energy sales and other responsible organizations. We'll have to do it again.

The following programs will help management organizations when checking meters:

  • 1C: Accounting in management companies of housing and communal services, homeowners' associations and housing cooperatives: storage of the date of the first verification of the meter by the manufacturer has been implemented.   • Lack of water meters

    In recent years, there has been a frequent need to check apartments that do not have devices responsible for metering water consumption in order to check and register the number of citizens actually living in them. Why was there such a need? In 2013, the Department of Housing and Communal Services of the city of Moscow approved the “Methodological Recommendations” , according to which housing and communal services received the authority to identify individuals actually living in residential premises in which the inspection is carried out.

    Thanks to this power, management companies have the opportunity to identify citizens who do not have registration in residential premises that are not equipped with special mandatory water meters. If, before the adoption of such a document, payments were accrued only to persons with registration, then after the adoption of the document the owner will have to pay for the used water, taking into account the current number of citizens living in the apartment. Residents will be constantly checked every two weeks; a commission will come to the apartment, collect information and send data on the number of people to the management company.

    Why do you need to check your water meter?

    Metering devices help reduce water bills. The standards established for consumption without a meter are significantly overestimated.

    But the meter may fail, its mechanism may break, and it will begin to record distorted data. Then someone will definitely lose: either the consumer (if the meter shows more than was actually used) or the utility service (if the device starts to reduce the data). It is precisely to prevent such situations from arising that verification exists.

    Verification of water meters is a planned periodic procedure in which it is checked and officially confirmed that the device is working correctly.

    The verification procedure is indicated by a stamp in the device passport. The passport is a mandatory document for each measuring device.

    From September 24, 2021, the verification record has become digital: it is entered into the database of the Federal Information Fund for Ensuring the Uniformity of Measurements - the Arshin register.

    Legislation governing the procedure:

    1. Housing Code of the Russian Federation, in particular, Art. 157, which states that owners of residential premises must install meters.
    2. Federal Law No. 102-FZ dated June 26, 2008 (verification law). It establishes the unity of all measuring instruments and the protection of the rights and interests of citizens from inaccurate measurements. In accordance with Art. 13 Federal Law No. 102-FZ dated June 26, 2008, devices must be periodically checked during their use. At the end of the verification interval, the meter must either be verified or replaced with a device with similar characteristics.
    3. Rules for the provision of utility services to owners..., approved. Decree of the Government of the Russian Federation dated May 6, 2011 No. 354. They detail the procedure for calculating charges for water, the responsibility of the consumer to independently install the meter and check it.
    4. From September 24, 2021, an important innovation is in effect. In accordance with Federal Law No. 496-FZ of December 27, 2019 “On Amendments to the Federal Law “On Ensuring the Uniformity of Measurements”, the certificate of verification of water, electricity, gas, and heat meters has become electronic.
    5. Due to the coronavirus epidemic, by Decree of the Government of the Russian Federation dated April 2, 2020 No. 424, changes were made to a number of regulations relating to the provision of utility services and the calculation of fees for their consumption. In particular, checking meters in 2021 until January 1, 2021 due to quarantine and self-isolation has ceased to be a mandatory procedure. The resolution prohibits the accrual of penalties and fines.

    Cost of work

    The cost of testing a water meter takes into account:

    • period of operation of the meter;
    • presence and nature of faults;
    • type of water meter (for cold or hot liquid, mechanical or electronic, vane or ultrasonic);
    • removal and installation of the device.
    • In any case, the cost is set within 1.1–1.6 thousand rubles. Organizations performing the procedure have no right to demand more than this amount. This norm is spelled out in legislative act No. 102. The exception is cases when verification is carried out on site. To call an employee to your home, you will have to pay an additional fee of about 500 rubles, and a fee will also be charged for the use of specialized equipment.

    When is it carried out and how to find out the calibration interval

    For each water meter, the manufacturer sets its own official verification interval, after which such a device must be verified again.

    The calibration interval for water meters is quite long, although much shorter than for electrical energy meters. The timing of verification of the water meter depends on the model.

    Typically, hot water meters are checked once every 4 years, and cold water meters are checked once every 6 years. This is due to the different chemical composition of the resource, which affects equipment wear. But there are hot water appliances with 5- and 6-year intervals.

    The verification date and its frequency for each device (inter-verification interval) are set separately by the manufacturer when carrying out certain tests and are prescribed in the passport for the device (Article 12 of the Federal Law of June 26, 2008 No. 102-FZ).

    The passport of each water meter contains the following information:

    • on the compliance of the metering device with the declared parameters;
    • data on the date of initial testing;
    • about the verification interval established for it;
    • about operating conditions.

    When purchasing a water meter, it is important to pay attention to the date of initial verification. That is, if you buy a meter with an expiring date and install it, you will still have to recheck it or replace it soon.

    What is the frequency of inspections for IPU in apartments?

    The frequency depends on the type of device, model, date of manufacture. Modern universal water meters are designed for 6 years. The calibration interval of foreign meters can reach 10-12 years.

    The average lifespan of a domestic hot water meter is 4 years. For HVS this period is 6 years.

    The specified time refers to cases when the devices are in working order and show the water flow correctly. Each period can be significantly shortened due to equipment failure.

    Verification deadlines

    The inter-verification interval is established by Decree of the Government of the Russian Federation No. 354 and is:

    • Cold water meters must be checked every six years.
    • And hot water metering units are checked every four years.

    This difference in the testing interval is due to the fact that water meters work with environments of different temperatures. Despite the fact that the principle of operation and design are the same, different materials are used to manufacture the devices. Cold water metering units need to be checked less frequently because they work with cold liquid and are less susceptible to the negative effects of high temperatures. Hot water pumps constantly operate at high temperatures, so they wear out and fail faster. That is why verification of such PUs needs to be done more often.

    However, municipal authorities have the right to regulate the calibration interval. The thing is that Law No. 354 states that the owner of the meter must calibrate it at the interval established by the device manufacturer. Many domestic manufacturers of water meters indicate in the passport an interval of 4-6 liters, according to the current law. However, imported units may have a different calibration interval, for example, 8-10 years.

    In any case, verification must be completed, but sometimes municipal services can adjust its timing, trying to find the optimal value between the timing established by the manufacturers and the standards in force in the Russian Federation.

    Attention: the verification period for hot and cold water units is counted not from the date of installation, but from the date of manufacture of the device.

    It turns out that the first verification after installing the water meter will not necessarily be after 4-6 liters. The thing is that when a water meter is manufactured at the factory, it undergoes verification. This usually happens immediately after the device is manufactured. And the next verification is always counted from the date of the previous procedure. Data on the date of manufacture and factory verification are indicated in the technical passport for the meter. Therefore, if you buy a device that has been sitting on a store shelf, it is possible that after its installation it will take much less time before the first verification than established by law.

    Normative base

    The concept of verification is regulated in Federal Law No. 102, which defines that verification is a series of operations by which it is determined whether a measuring device meets the metrological requirements imposed on it.

    Government Decree No. 354 contains the basic requirements for verification and refers to the fact that the most important criteria must be indicated in the device passport, and this is what should be followed. It is also stated here that if the verification is not carried out on time, the fee will have to be charged according to the standard.

    The verification process itself, the methods used during it, the requirements for the device and other details of the implementation - all this is discussed in detail in GOST 8.156-83, verification methods are described in detail by MI 1592-99.

    Mandatory verification

    As we have already said, testing cold and hot water PUs is a mandatory procedure for all owners of water meters. If, after installing the device, the verification interval has expired, and you still have not verified the device, then the water meter readings are considered inaccurate, and payments for water supply services will be recalculated based on average indicators for the previous 6 months. If there is no data on verification of the device during this half-year, then further payment will be calculated according to the standards per registered person for apartments without meters.

    Although the criteria for calculating payment if you do not have verification may differ slightly in different regions of the Russian Federation. For example, some services may charge an average payment based on the results of 3 rather than 6 months. In addition, the norms per registered person may differ for apartments without meters.

    Important: it is better to do regular verification of the water meter while the previous verification period has not yet fully expired. Then you will not need to recalculate the volume of water consumption at the water utility or utility services.

    Why do appliances wear out?

    We use water every day, and in large quantities. This is why meters wear out over time and lose their originally stated accuracy indicators.

    The meter can become unusable due to a number of reasons:

    • wear of the impeller and counting mechanism;
    • the flow of water of poor quality, too hard or with a high salt content;
    • sand or other contaminants getting into the pipe;
    • external damage;
    • long non-use;
    • presence of defective parts in the device.

    If suddenly the verification date has not yet arrived, and the device is broken or has obvious visible damage, it must be replaced without waiting for the verification date.

    When the master comes to check the meters and sees the device in such poor condition, he can issue a fine and charge the cost of water consumption not according to the data of the device, but according to the standards.

    How to check cold water meters

    After purchasing a water meter, you need to install it. Then you need to think about checking it. It is mandatory, and its terms are set by the state.

    This verification occurs at a certain interval. And the owner of the meter is obliged to comply with it. During the check, the meter is sent to special services, after which it is returned back if everything is in order. If any abnormalities are noticed, they may be asked to replace the meter.


    Checking the cold water meter is mandatory

    If the frequency of checking is violated, the meter may be considered invalid. In this case, certain sanctions will be applied.

    Periodic verification of meters is necessary for each device. This is done for several reasons:

    1. Meters are checked because various breakdowns can sometimes occur in them. The procedure for checking such devices allows you to timely identify a breakdown that could cause the meter to jam. Broken equipment can wind up either too much water or, conversely, too little volume.
    2. It is through such checks that utility services can identify illegal manipulations with the meter. For example, attempts to slow it down and stop it.

    Verification of hot water flow meters

    Checking hot and cold water flow meters is quite quick. The user is only required to submit an application to the appropriate authorities.

    Verification of the water consumption meter can be carried out both in the relevant institutions and at home. Of course, if you do this at home, calling specialists will cost a little more.

    Regulatory documents indicate when the meter needs to be checked. And when the verification deadline comes, you will need to give it to specialists.

    What needs to be done to trust the water meter:

    1. First of all, you need to inform the office of your intention to trust the device. To do this, you need to write an application or come in person.
    2. Next, you need to choose a private company that has a license and contact it.
    3. A specialist comes to your home and dismantles the meter. You shouldn't do this yourself.
    4. The meter is being checked. If everything is in order, they give a certificate of its suitability. The device itself is installed in place. If problems are noticed, they inform you that it needs to be replaced.
    5. Next, you need to write a statement about the need to install the meter in place.
    6. After the meter is installed, it must be sealed.
    7. After this, the specialist issues permission to put the device into operation.


    The hot water meter is checked fairly quickly.
    If the meter does not pass the test, you must purchase a new device and submit a report of malfunctions of the old one to the relevant services. There you can get permission to install a new device, which will be installed and sealed by a master.

    You can also check your home's water meter. This process will cost more, but will save you from unnecessary difficulties.

    How to check a water meter at home:

    1. A special device for checking meters is connected to the shower using a hose. A container for collecting water is placed on the scale, a hose is immersed in it, and the value is reset to zero.
    2. The taps are closed. This is necessary in order to take readings from the meter.
    3. Next, open the tap to which the hose is connected. Three liters of water are filled into the container.
    4. The volume of water in the container is compared with the readings on the meter. The procedure is carried out a couple more times. After this, the error of the meter is determined, and if everything is in order, a certificate of its suitability is issued.

    In this way, all water meters in the apartment are checked. This method is good because you don’t have to remove and then reinstall the device.

    Legal grounds

    The verification of hot water and cold water meters is regulated at the legislative level by acts in the field of the use of control and measuring devices. Responsibility for installation and maintenance lies with the owner of the living space. Therefore, experts recommend that citizens familiarize themselves with the inspection procedure and its frequency.

    Legislative regulation

    The verification period for cold and hot water meters in regulatory documents depends on the shelf life.

    The main legislative framework indicating the control of individual PUs is formed in the following provisions:

    1. PP No. 354 (with the latest amendments and additions in 2021) reveals the concept of public utilities for houses and apartments, the definition of “owner” and “management organization.” Additionally indicates a system for measuring accounting assets.
    2. Federal Law No. 261 (current version 2021) regulates the relationship between the supplier and consumer of energy resources.
    3. Federal Law No. 102 (as amended in 2021) contains a complete list of measurements in relation to consumed and supplied water supply. In addition, the Federal Law discloses the procedure for checking devices, procedural requirements and technological expertise.

    The meters that record the supply of resources to the apartment are different and have their own service life. After the period has expired, the device is replaced. Average rates range from 8 to 15 years. Devices from foreign brands last longer.

    Periodicity

    Information about the inspection date is specified in the technical passport of each measuring device. GOST No. 8.156-83 approves control of the operation of devices, which must be carried out in the following order:

    • 12 years is the main interval recommended for most measuring devices installed in MKD premises. However, some models have different periods.
    • 1.5 years – the warranty period, after which it is necessary to call a specialist for replacement.

    If the meter complies with GOST No. 51232-98, then these parameters differ depending on the service life of the device.

    Regulatory documents establish the following deadlines for checking hot and cold water meters:

    • HVS – 6 years;
    • DHW – 4 years.

    The inter-verification period in the latter case is shorter, since the device is affected by high temperature conditions, leading to rapid wear of the mechanism.

    If the device does not pass the test on time, it must be replaced. A similar situation concerns meters of class 2.5 - in accordance with the law, they need to be replaced with new versions. When choosing a company to carry out the procedure, you must request accreditation documents.

    Grounds for an unscheduled inspection

    Water metering devices are checked every quarter, as well as once every 12 months.

    Activities are prescribed to achieve the following goals:

    • identification of defective devices;
    • detection of facts of incorrect and unauthorized use of meters;
    • lack of individual water consumption devices.

    The apartment owner may not even pay attention to a faulty mechanism. In this case, the readings are displayed incorrectly. Monitoring is carried out to identify malfunctions. It is difficult to independently identify an error in work, and employees of the management company and housing and communal services use tools.

    Reasons why an unscheduled check of the hot water meter at home may be carried out:

    • the disk rotates chaotically, including when the DHW or hot water supply is turned off;
    • the presence of a manufacturing defect that became the source of incorrect readings;
    • requirement of the Criminal Code due to damage to the seal;
    • installing a new seal on the metering device;
    • initiative of the owner when doubts arise about the correctness of measurements;
    • The owner of the apartment suspects the management company of deliberately overstating the cost of the resource.

    It is necessary to carry out after-hours checks of meters due to high water consumption. As a rule, this happens if the mechanism is constantly exposed to dirt or there is a pressure drop in the system.

    The meter verification period has expired, what to do?

    With the expiration of the MPI established for water metering devices, the owner (tenant) of the property will face certain troubles and expenses. The upcoming procedure can be represented in four stages:

    1. Submit an application to the service provider (directly or remotely using the website). It is also possible to turn to a commercial organization with licensed specialists.
    2. They will check on the spot. Or they dismantle it by drawing up an appropriate act. It is supposed to record the last readings of the device and the date of shutdown.
    3. The installation will be carried out again.
    4. The inspectors will complete the required documentation.

    Among the documents being prepared and placed at the disposal of the Unified Information and Settlement Center, there should be a place for:

    • an act confirming the verification;
    • evidence about it;
    • agreement on the basis of which maintenance of the control and measuring device will be carried out.

    And, of course, the Center for Accounting and Savings must receive a commissioning certificate from the inspecting structure, confirming the quality of installation.

    How many times can water meters be checked?

    Water meters are checked, if nothing unexpected happens, within the established time frame. For the most part, they are installed in accordance with the MPI proposed by the manufacturers of control and measuring devices.

    The need to replace a failed device arises no earlier than after a period of fifteen to twenty years, if optimal conditions for its operation exist.

    When using products from little-known domestic manufacturers, and even those operating outside the best water supply conditions, the service life is reduced to five years.

    The durability of the control and measuring device is also affected by what kind of water (hot or cold) will be passed through it. The high temperature of the liquid and microscopic solid particles in it significantly accelerate the wear of the meter. Therefore, we can confidently say that the control and measuring device involved in water supply will have to go through from one to several procedures for measuring operating errors by specialists. In the best, unlikely case, their number can reach up to five.

    What if the meter does not pass verification?

    When the time has come to replace meters that measure hot and/or cold water consumption, a new one is installed in place of the removed device. During the 30-day period while the control and measuring device is verified or replaced, charges for water use will be calculated based on monthly averages.

    It is worse if the owner or tenant of the residential premises did not take care of the procedure in a timely manner. No, Russian regulations do not provide for fines in such cases. However, the water supply service provider has the right to charge payments according to the standards established for apartments without control and measuring devices. On the territory of different constituent entities of the Russian Federation, these standards are different, but the overpayment, especially with a large number of residents, will be very significant compared to the previous level of expenses.

    Having overpaid several times, you will have to draw the inevitable conclusion that the device needs to be trusted or replaced quickly.

    Water meter testing algorithm

    Water meters are checked in accordance with MI 1592-2015 in three ways:

    • at the installation site;
    • in a metrology laboratory;
    • replacement.

    When delivering a water meter yourself, you should consider:

    • Only authorized specialists of the service provider can dismantle the device;
    • an insert is temporarily installed in place of the removed water meter;
    • The meter can only be checked in an accredited laboratory.

    The device can also be verified at the installation site using a mobile stand. A specialist comes to your home, he should be provided with a passport for the meter, data on previous verifications.

    The service is not cheap. Its advantages are as follows:

    • convenience for the consumer;
    • speed of execution - the process takes about 30 minutes;
    • there is no need to dismantle the water meter.

    Fraudsters are trying to take advantage of the popularity of the procedure. It is necessary to make sure that the specialist has an identification and certificate, and clarify information about the employee by phone.

    Consequences of missing the water meter verification deadline

    Based on clause 81 of the Rules for the provision of public utilities, approved by Decree of the Government of the Russian Federation No. 354 of 05/06/2011, commissioning, technical operation, maintenance and timely replacement of water metering devices installed in the premises must be ensured by the owner of the premises.

    If for some reason you missed the date of the next water meter verification, the company providing the resource will charge you for the first three months based on the average monthly consumption in accordance with paragraphs. “a” of paragraph 59 of the Rules for the provision of utility services. After this period, the calculation will begin according to the standards established by the legislation of the Russian Federation, using increasing coefficients.

    Is it possible to recalculate after an overdue verification?

    If the period of initial operation of the meter ends, but confirmation of its operability is not received, then the device is considered out of order, therefore, in the future, increased amounts are charged. This is reflected in the RF PP No. 354 dated 05/06/2011, paragraph 81(12).

    After verification, according to the results of which the meter is recognized as suitable for operation, the management company or another organization puts the device into operation. It is from this moment that the readings are taken into account. But for the period during which the mechanism was considered out of order, recalculation is not done, because according to the rules, the IPU is operational only with a valid calibration interval.

    Service life of meters according to GOST

    The established frequency of verification of water meters is considered quite sufficient to promptly identify not only errors in the functioning of the measuring and testing device. GOST 12.2.003-91, which regulates equipment safety standards, establishes the need for compliance in other parameters:

    • security;
    • reliability;
    • environmental friendliness;
    • ergonomics.

    How long a particular metering device will last depends on various factors. According to Russian GOST R 50601-93, the average service life is 12 years. This will be the case if the quality of the incoming water meets the standards proposed by GOST 2874-82.

    Average numbers are deceiving, so when installing a test instrument, you should be curious about more than just the warranty period. It is equal to one and a half years. Much more attention should be paid to what data is provided in the technical specifications of the model.

    In practice, Russian metering devices (with their very moderate cost) have a five-year service life. For many times more expensive imported devices, it reaches fifteen years.

    Procedure

    It includes submitting an application to dismantle the meter (however, sometimes verification can be carried out right on the spot, without dismantling), direct verification in the laboratory, subsequent installation of the device back and documenting all this. Let's briefly look at these stages.

    Drawing up an application

    To carry out verification, you should submit an application to the management company or service provider. The timing of meter verification should be calculated independently; you can also find them on the State Services website or from your management company, if it has one. The application can also usually be completed and submitted directly through the website. After which you can submit the device for verification.

    As a result, specialists from there will dismantle it for further verification. After its completion, the installation of the IPU in place and its sealing will also have to be carried out by a specialist from the management company or water utility, after which a certificate of commissioning of the meter will be issued.

    Filing an application

    The verification itself will be carried out by another company, and after an application for its conduct has been submitted, you need to submit an application for it separately, choosing the company you intend to apply to. The company must have the appropriate certification.

    Carrying out verification

    The verification itself can be performed either directly on site or in the laboratory. In the second case, the device is usually delivered to the laboratory independently, and the total verification period can be a week or even two. But if the meter is not removed, then the process usually turns out to be short-lived, and everything can be over in just half an hour.

    According to GOST 12.2.003-91, during verification the following IPU indicators must be determined:

    • error level under standard conditions;
    • reliability;
    • safety;
    • environmental friendliness;
    • ergonomics.

    Verification includes:

    • external inspection - determines how readable the meter readings are, whether there is damage to the case, whether the device corresponds to its passport;
    • testing - a stream of water is passed through the apparatus for five minutes, and it is determined how tight it is;
    • error detection - using a special installation, it is measured whether there is an inaccuracy in the measurement; an inaccuracy within 5% is considered acceptable; if greater, calibration or replacement is required.
