Of course, to transfer, draw up and sign any documentation, you must appear in person at your management company or center, but do not solve this problem via the Internet. But you can send readings using a special online service or using telephone communication.

Payments can be easily made either at the nearest bank or using the Internet. You will spend the freed time on more useful things than queuing at the payment center.

Checking counters

Finding out when to check is easy: add 4 years to the date of the last test for cold water appliances and 6 years for hot water meters.

There are several ways to check the device for serviceability:

  • Contact your water supply company. They will send an employee to take the meter and send it to a laboratory for testing.
  • Order testing of the unit from a private company that has accreditation.
  • Order a home inspection. Some companies have portable laboratories that allow you to check the health of equipment at home without dismantling it.

The homeowner receives two copies of the inspection report. One keeps it for himself (so as not to forget about the date of the next inspection), the other takes it to the EIRC.

If you have a hot water meter and do not transmit its readings, then they cannot punish you with a fine. You can relax, but you shouldn't. Consumption volumes will first be calculated according to average monthly readings, and then according to consumption standards. They are approved by the executive authorities of each constituent entity of the Russian Federation. That is, in each region and even city or village, these standards differ.

  • To calculate based on average monthly readings, the volume of hot water consumption over the previous six months is divided by six months and the average value is obtained. This is what the Criminal Code will indicate on the receipt for three months.
  • After three months, if apartment meter readings are still not transmitted, charges for hot water will begin to be charged based on consumption standards. The value of the standard depends on many factors; you can find the exact figures on your city’s website.

From the experience of residents: on average, the volume of hot water consumption for a family of two people according to the standard is 1.5 times higher than the actual consumption according to the meter.

Accrual according to the standard will continue until you submit your testimony and check with the management company.

A little about the consequences

If you do not submit meter readings for six months in a row, the management organization is obliged to check the meters and take the readings. This means that you will have to set aside time for a visit from a management company employee to check the meters.

This is not a whim, but a norm enshrined in law. You can view it in the “Rules for the provision of utility services to owners and users of premises in apartment buildings and residential buildings” (approved by Decree of the Government of the Russian Federation of May 6, 2011 No. 354).

In addition, in order to carry out recalculations, in many cases it is necessary to contact the management organization with a written application and confirm the current meter readings. It also takes time. In the end, you will still pay for the volume of hot water that you consumed, but just proving this and waiting for recalculation will most likely be somewhat difficult.

  • it is necessary to prepare for replacing the water meter in advance so as not to exceed the service life;
  • Before purchasing a device, you should consult with specialists from the management company regarding the choice of device model and study the technical characteristics of the meter for compliance with operating conditions;
  • before starting installation, it is necessary to study in detail the provisions of the passport or operating manual in order to take into account the manufacturer’s requirements for installation;
  • installation is carried out with the water supply taps closed;
  • the device is installed taking into account the arrow on the body indicating the direction of water supply, and is positioned so that the front panel is as accessible as possible for viewing;
  • The union nuts are tightened evenly, with the gaskets tightly compressed, ensuring the tightness of the connections.

Self-replacement

The law does not prohibit the owner from installing the device himself. In this case, the owner must act in the following order:

  2. An employee of the management company will check the integrity of the factory seals on the water meter, issuing the appropriate report.
  3. Remove the old device and install a new one.

  4. Submit an application to the Criminal Code for the installation of seals.
