Rostelecom personal account

An account is opened with Rostelecom to provide a specific service: Internet access, cable television, mobile communications, etc. When connecting to cable TV or the Internet, the account is assigned to a specific apartment (private house) and the person for whom the account was registered. If you rent an apartment, only you, and not the actual owner of the property, will be responsible for your debt to the provider. You can also open different accounts (that is, connect the Internet or TV) for several apartments.

When it comes to mobile communications, the Rostelecom personal account is assigned to a specific number.

How to get a bank statement

Since a bank statement is a document of the bank, it is the bank that is obliged to issue it. The methods for obtaining an extract do not differ for legal entities and individuals.

Since most citizens now use mobile or online banking, the easiest way to see account transactions is to order a statement through the application or online banking.

The interface of bank applications is different, so the way to receive a statement is also different. As a rule, you need to select the card for which you are interested in receiving a statement and click the “Statement” icon. Sometimes it is hidden in the “Information” block. Next, you need to select the period for which you want to receive a statement. This could be 1 day or a whole year. Usually the extract is prepared in a couple of minutes, but there may be exceptions.

You can also get an extract:

  • When visiting a bank with an operator, you must have an identification document. A legal entity receives an extract only through the sole executive body or a person authorized to do so and having the appropriate power of attorney.

Many banks have a service - receiving monthly statements by email. The statement is generated and sent to the account holder automatically to the email address specified in advance.

MTS personal account

An MTS personal account is opened for a new subscriber when connecting to mobile communications (that is, issuing a SIM card), cable TV and the Internet. One person can have several accounts in the company, which will be assigned to individual apartments/houses, or SIM cards. The invoice is indicated in the contract for the provision of services, as well as in receipts. It must be remembered or written down, since its number is indicated when paying at ATMs, in online banking systems, etc. Debts on personal accounts will have to be repaid separately.

Classification code of the house in FIAS

It is important to remember that the personal account is tied to the premises, so you need to find out the house code in FIAS (Federal Address Information System - a database of all addressable objects in Russia). Please note that the column “House code in FIAS” is marked in yellow in the table, i.e. is optional, but without this code your application will not be processed.

Personal account of the apartment

An apartment’s personal account is a document that contains basic information about the residential premises and utilities. If the property is owned, the owner's details are also included in the document.

An account is opened at the passport office. Only an adult who owns the apartment and is registered in it has the right to register it. When selling, the invoice must be transferred to the buyer. The new owner will need an account statement. It will indicate all utility bills with an explanation. The passport office will also provide a certificate of no debt (if there is none).

Residential financial personal account (FLA) is an accounting document issued for each residential premises on which records are kept of the accrual, collection and distribution of payments by type of housing and communal services.

The FLS number can be found:

  • on the portal GIS Housing and Communal Services (Government Services);
  • through your personal account;

An extract from the financial personal account of a residential premises is a document that contains the following information:

  • address of the residential premises, financial personal account number of the residential premises, the period for which an extract from the FLS is issued, form of ownership (privatized/municipal);
  • characteristics of the residential premises (general, living, heated areas, etc.);
  • data on the improvement of the apartment and the provided utilities (presence of central water supply, sewerage, central heating, elevator, garbage chute, etc.);
  • information about persons registered in the apartment (registered at the place of residence/stay, temporary residents), about those temporarily absent;
  • information on the accrual of fees for residential premises and utilities, information on the accrual of contributions for major repairs (if the owners decide to form a capital repair fund on a special account of an apartment building);
  • information about the presence/absence of arrears of payment for housing and communal services, information about received payment.

An extract from the financial personal account of a residential premises is valid for 1 month from the date of receipt (except for archival ones). This is due to the fact that it contains information about monthly payments (including recalculations made) for housing and communal services reflected in the financial personal account of the residential premises. Since debts for housing and communal services are NOT ACCEPTABLE for processing real estate transactions and benefits, the information in the statement must be up to date. The validity period of the statement from the financial personal account of the residential premises is not extended, but if it has expired, you can get a new one.

An extract from the financial personal account of a residential premises can be provided:

  • for one accrual period (month);
  • for several accrual periods (archive, from two or more months (periods).

You can find information about the amount of fees for housing and communal services (about charges, payments):

  • in the consumer’s Personal Account (but you must first register in the Personal Account - Instructions for registering in the Personal Account). Information is contained in the “Documents” section (it is possible to generate a certificate or payment document);
  • on the GIS Housing and Communal Services portal (State Information System of Housing and Communal Services), you must first register on the State Services portal.

Why might you need an extract from the financial personal account of a residential property?

  • to check the correctness of charges for housing and communal services;
  • to verify information about persons assigned to a financial personal account (registered at the place of residence/stay, temporary residents) at a specific address for transactions with real estate (at the same time, responsibility for the accuracy of the information contained in the financial personal account of a residential premises about the number of registered persons in the residential premises and the timeliness of making changes to information about registered persons in a residential premises, the current legislation is assigned to the owner/tenant);
  • to formalize various measures of social support for the population;
  • etc.

Who can receive an extract from a financial personal account? Not everyone can apply for an extract from the financial personal account of a residential premises; the document can only be provided by:

  • citizens registered in a residential premises for which an extract from the Federal Register is required;
  • owners of residential premises;
  • representatives of the owners or citizens registered in such residential premises upon presentation of a power of attorney certified by a notary;
  • a tenant who is in a contractual relationship for the rental of housing with local authorities (social tenancy order/agreement);
  • a tenant who has a formal rental agreement for residential premises;
  • legal representatives of owners or tenants of residential premises (parents, guardians of minor children, etc.);
  • legal entities - owners of residential premises (apartment owner is a legal entity).

Refusal to provide an extract from the financial personal account of a residential premises may be in the following cases:

  • applying for an extract from the financial personal account of a residential premises of a third party (not the owner, not a representative, not a person registered in the premises);
  • submission of an incomplete set of documents;
  • in the absence of payment;
  • detection of forgery or errors in submitted documents.

To obtain an extract from the financial personal account of a residential premises, the consumer of housing and communal services can apply in person with the corresponding application to the front offices of ERCC LLC during reception hours for specialists of the Accounting and Accruals Department of ERCC LLC or use the electronic service - Application for an extract of accruals on the financial personal account of the residential premises.

By contacting the front office of ERCC LLC in person, you must provide the following documents: Attention! A statement of accruals on the personal account is issued to the owner/tenant or any registered person in the specified residential premises upon presentation of a passport. 1. Application for receiving an extract from the financial personal account of a residential premises; 2. Passport of the owner/tenant (pages with photo and registration) (original/copy); 3. Title documents for residential premises (certificate of state registration of rights or an extract from the Unified State Register of Real Estate on the main characteristics and registered rights to the property (extract from the Unified State Register/Unified State Register of Real Estate), for tenants - a warrant or a social tenancy agreement for residential premises (original/ copy). 4. Power of attorney in the event of an application from a representative of the owners or citizens registered in such a residential premises. An extract from the financial personal account of a residential premises is valid for 1 month from the date of receipt (except for archival ones).

Deadlines for preparing and issuing an extract from the financial personal account of a residential premises:

  • in case of a preliminary appointment, without submitting an application in electronic form no later than 3 working days from the date of application, a paper statement is issued at the reception at the front offices of ERKTS LLC: in case of payment at the cash desk in the front office of ERKTS LLC - 15 minutes.;
  • in case of payment on the website – 10 minutes.
  • in case of submitting an application in electronic form, an extract is issued no later than 3 working days from the date of application;

    The law states that no one is obliged to pay other people’s debts, but there are nuances associated with re-registration of a personal account.
