The issue of switching from paper PTS to electronic ones in the countries of the Eurasian Economic Union (Russia, Armenia, Belarus, Kyrgyzstan, Kazakhstan) has been discussed for a long time. Where to get it

The document is issued by the organization - BTI (Bureau of Technical Control).
It is available in every region of Russia. The institution is in charge of all capital plan real estate that relates to a specific territory. Is it necessary to change a paper PTS to an EPTS?

  • personal desire of the owner;
  • independent import of a car from abroad.

It is necessary to perform notarial acts (entry into inheritance, etc.). The extract contains information about the property indicating certain data and information about the survey of the property on a specific date with a designation of the plan. Such a certificate is drawn up for residential and non-residential properties: apartments, houses, garages, taking into account the latest inventory information.

To obtain an extract, you need to contact the BTI (if the data on the property was registered before January 31, 1998) or Rosreestr (if the inventory was completed after January 31, 1998).

The period for providing an extract from the BTI technical passport is no more than 10 days.

You must have with you:

  • passport;
  • title documents;

Do you need a cadastral passport?


In order for a transaction to be registered, the property must be registered in the cadastral register. At the same time, the cadastral passport is only an extract from the unified database of the State Real Estate Cadastre.

During registration, Rosreestr employees independently request cadastre information, and if the apartment is included in the State Property Committee database, then the owner will not have to order an extract to register the transaction.

Exceptions are possible if:

  • Housing is purchased using borrowed funds.
  • If the seller is under 18 years of age, the guardianship and trusteeship authorities may require additional documents, including a cadastral passport.

You can apply for a BTI registration certificate via the Internet. For example, through the State Services portal.

NOT change the registration certificate during the alienation of property if:

  • the apartment has not undergone major renovation;

  3. Extraordinary inventory - carried out as needed.

Each of these types has its own production characteristics. However, the list of documents in each of these types of technical inventory of residential premises remains virtually unchanged.

Features of primary inventory

Primary inventory is recognized as the most important procedure.
It is here that the technical characteristics of the residential premises are registered. A special feature of this procedure is the need to provide a floor plan. But this is controversial, and depending on the region, a floor plan may not be required. In general, there is no need to call BTI employees to your home to carry out a planned procedure. It is enough to order an examination of the data already available in the housing registration certificate.

Extraordinary housing inventory

Extraordinary inventory is another matter. Refusal to carry it out may cause difficulties in the future, since it is mainly necessary when remodeling the premises.

If the changes made to the plan are not reflected, then if disputes arise regarding common, joint or shared ownership, it will be impossible to determine the limits of ownership of each of the owners. After all, the technical plan will not correspond to the actual characteristics of the housing.

In addition, when redeveloping housing, especially if it is located in an apartment building, it is necessary to obtain permission from the city architectural service. Only with the participation of the specified service in the redevelopment process will it be possible to make changes to the registration certificate in the order of an extraordinary inventory.

Consequences of refusing to carry out a planned inventory

As already mentioned, it is not at all necessary to carry out a planned inventory.
Although the provisions of the law clearly state that it is impossible to register ownership of real estate whose registration certificate is valid for more than five years. However, in practice everything is different. The point is the federal structure of the state and the excessive activity of the real estate market. Each region has its own additional by-laws, which establish a slightly different procedure. So it is difficult to say whether registration of rights to property with a conditionally expired passport will be refused. And in any case, such a refusal can be appealed in court.

As for liability for refusal to carry out a planned inventory, the legislation does not indicate any sanctions for such violators. Thus, the unlimited validity of this document is once again confirmed.

The importance of the technical passport period for the purchase and sale of residential premises

When buying and selling residential premises, the limitation period for issuing a technical passport has no practical significance. But many are mistaken about the legal nature of this document, considering it a mandatory legal document. Actually this is not true.

Title documents for residential property may be:

  • certificate of ownership;
  • certificate of inheritance;
  • privatization order;
  • purchase and sale agreement and other civil contracts.

Thus, the registration certificate of the premises is not a document of title and cannot in any way limit the right of ownership (in this case, the right to dispose) of one’s property.

Refusal to register rights even if the passport is more than five years old is, in fact, considered a violation of constitutional human rights.

How does an electronic PTS differ from a paper one?

Electronic PTS 2021 does not have a physical medium. This is a record in a single electronic database, which has its own unique 15-digit code. Such a record will not be lost, unlike a paper document, and the car owner will not have to receive a duplicate PTS. Plus, this will eliminate fraudulent activities with a lost car passport.

The new electronic PTS contains more data about the car. If in the paper version the information is recorded in 21 fields, then in the electronic version - in 150. Information entered into the EPTS is divided into two parts: mandatory and additional.

The mandatory part indicates the number and status of the electronic passport and technical data of the car. Additional columns include information about the owners, the presence of a loan, collateral, accidents, registration restrictions, information about repairs, insurance, the fact of theft or arrest, etc.

Information is entered into the EPTS only by representatives of authorized organizations. The default is:

  • manufacturing plants;
  • customs Service;
  • Traffic police

Technical inspection operators, tax authorities, certification authorities, dealers, credit organizations, the Ministry of Internal Affairs and the Federal Bailiff Service will have limited access to the database within their competence.

Data in the electronic PTS is entered by replenishment and cannot be adjusted. If, when re-registering a car to a new owner, the previous owner does not consent to the storage of his personal data, they are deleted. Removal occurs at the time of transfer of ownership. However, the traffic police will retain information about the current owner of the vehicle.

An extract is attached to the electronic PTS. This is a mini version of the EPTS, which displays the original data of the vehicle: VIN number, make, model, chassis number, engine number, body number and color, year of manufacture, environmental class, weight, etc.

Early termination

The terms of a technical passport for a house vary depending on the circumstances. By law, the maximum period for which this paper can be used is five years. There is no minimum threshold set. It is regulated by a specific organization for each case separately.

  • redevelopment of the premises was carried out;
