Is it possible to check out and register at the same time?
Can. The legislation provides for the opportunity to register in one place and be discharged from another on the basis of just one application. In this case, the document only indicates the fact of registration at the new place of residence. Previous registration is canceled automatically.
Where to contact
Some people have a question about who is responsible for registration and discharge? Both procedures are carried out by the same responsible persons. Most often these are representatives of the passport office or employees of the MFC (My Documents). In rare cases, you will need to contact the FMS. The latter is especially important for foreign citizens.
If there are no responsible employees in the district, which is rare and is relevant mainly only for very small and extremely remote settlements, then you need to contact the property owner or the nearest representative of the state/administration.

- Gain access to the ability to register at a new address. You can agree with the owner, become a co-owner or full owner of the property, and so on. The main thing is to have legal grounds for registering in an apartment/house.
- Prepare a passport and evidence that the applicant has the right to register in the target housing.
- Contact the passport office or MFC (My Documents) at the location of the new apartment. Formally, you can contact the MFC at your place of residence (old address), but it is still better to choose the branch that is closer to the new apartment/house. This is especially true if a person moves to another locality.
- Provide documents and fill out an application for registration at a new address.
- Wait for the mark in your passport.
- Pick up the documents. From this moment on, the applicant has a new registration address.
Temporary registration
Separately, it should be noted that it is possible to obtain temporary registration. This is true in many cases, ranging from the banal lack of suitable housing to working in another city. As mentioned above, a person can have both temporary and permanent registration. Moreover, there can be only one temporary or only one permanent registration.
Extract and simultaneous registration of minors
It is important to remember the fact that when discharging a minor child “to nowhere”, permission from the guardianship authorities will be required. Formally, it is issued upon request on the day of application, but in practice, guardianship authorities take a very responsible approach to their work and may simply not allow the child to be discharged without any guarantee that he will have his own place in the future.
If a person is discharged and registered at the same time, then there are no problems. Permission is usually also required, but obtaining it becomes much easier, because the guardianship authorities immediately see that the settlement is taking place at the same moment. In practice, when registering, such documents are not needed at all, but you can play it safe and prepare them in advance.
How to prepare documents through HOA, housing cooperative, management company?
If your house is under the control of housing maintenance authorities, documents can be submitted through them. In their office of the management organization there will definitely be a responsible passport officer, who will carry out the initial acceptance of documents. Contact the management company/homeowners association/housing cooperative; they have no right to refuse you this service. One of the advantages is that you don’t need to visit the OMA yourself; the passport officer will arrange everything for you. Again, FREE. The downside is that you will have to wait; due to the transfer of documents, the registration period will increase by a maximum of 6 days.
What documents are needed for registration and deregistration
It has already become clear where to check out of the apartment and register in a new home. However, not everyone knows that this requires a minimum package of documents:
- Applicant's passport. It must be valid (no extraneous marks, photos were pasted in time, and so on).
- Documents on the basis of which registration at the new address will be carried out. This could be a contract of social rental, donation, purchase and sale, and so on. Moreover, you can simply agree with the owner and come to the MFC/passport office with him.

So, for example, if the housing has already been declared unsafe, you will not be able to register in it. For this purpose, such a notice is provided along with the document. It can be filled out in advance or immediately on the spot. It is better to formalize everything on the spot (at the MFC or passport office) in order to avoid mistakes and clarify various nuances with the person in charge if they are not clear.

Such notice must include the following information:
- Temporary or permanent registration.
- The name of the government agency to which the notification is sent.
- Information about the registered person.
- Information about new housing.
- Information about the owner of the apartment/house.
- Signatures and date.
