When paying for housing and communal services through the Housing and Communal Services GIS, the acknowledgment operation plays an important role.

First, let's figure out what acknowledgment means.

Acknowledgment is an operation in which information obtained by comparing the amount accrued and paid by the consumer for utilities is entered into the system.

Information about accruals and payments made must be correctly reflected in the receipts that are generated for the next month.

Organization providing housing and communal services:

· compares accrued and paid amounts, · allocates them to individual services, · posts information about partial or full payment of the receipt.

Only employees with special access to carry out such operations can perform acknowledgment.

Acknowledgment can be performed manually or automatically. The mode is selected in the system settings, but it is impossible to completely automate this process.

Automatic acknowledgment in the GIS Housing and Communal Services is performed under the following conditions:

1. When paying according to issued payment documents ("Pay Housing and Utilities" service). Automatic acknowledgment will occur if the payment amount completely matches the accrued amount or exceeds it. If you pay less, a preliminary acknowledgment will occur.

Preliminary acknowledgment is a preliminary comparison of information about payment of a fee with a payment document by the system. It is performed by the system when, based on information about payment, it is possible to determine the payment document to be paid, but it is impossible to compare the amounts for services. The final comparison can only be carried out by a specialist from the service provider’s organization.

2. In case of making a payment using the free details of the service provider (service “Pay housing and utility services on any personal account”). Acknowledgment will be carried out if accruals are clearly determined based on the specified personal account number and payment period by the consumer, and the payment amount is equal to or more than the accrual amount.

3. When posting information about payment by the service provider in your personal account . Automatic acknowledgment will occur if the system determines the accrual according to the specified payment document identifier or the specified housing and communal services identifier + period, and if the amount is equal to or greater than the amount of the accrual for which information about payment is posted.

4. When posting information about payment by a bank or other organization that accepts payments for utility services . Automatic acknowledgment will occur if, according to the information provided, the charge for which the fee was paid is clearly determined, and if the amount of the fee paid is greater than or equal to the amount of the found charge.

The comparison is carried out according to the following parameters:

· by payment document identifier or housing and communal services identifier for which the payment was made, as well as the payment period; · according to a single personal account, as well as the payment period; · according to the payment document number assigned to such a document by the contractor for the purpose of making payments for payment; · according to the personal account assigned by the contractor, as well as the payment period; · at the address of the premises in respect of which the payment was made, as well as by the consumer’s last name, first name, patronymic (for an individual who is not an individual entrepreneur), TIN (for an individual entrepreneur and for a legal entity) and payment period.

It is important to remember that the system has the ability to enable and disable automatic acknowledgment - this was mentioned in the introductory part of the material. In the “Administration” → “Organization Settings” section, you need to check (or remove) the checkbox “Acknowledgement of payment information with information about charges in automatic mode” and “Save”.

Step 1. In the organization’s personal account in the GIS Housing and Communal Services, select the “Payment for housing and communal services” tab and in the drop-down list, click on the “Acknowledgment” line. In the form that opens, fill in the empty fields, be sure to indicate the required date, then click “Find.” In the “Search Results” form, select a payment document and click “Veck”.

Uploading payment documents

Next, you can start working with payment documents. In the GIS housing and communal services system, you can not only add a new PD, but also change the previously loaded one. For each personal account, you can create up to 9 payment documents in one payment period.

Work with payment documents is carried out on the page “Register of payment documents for personal accounts”. To go to this page, you must select “Payment Documents” in the “Payment for Housing and Utilities” section (Fig. 10).

To upload receipts to the GIS housing and communal services system, you can use one of 3 methods:

  1. Manually.
  2. Using an Excel template.
  3. Using the Domuchet program.

Upload receipts manually

  1. To manually upload accruals to the Housing and Communal Services State Information System, you need to find the necessary personal accounts on the “Register of payment documents for personal accounts” page, using the search block. To do this, you need to indicate the billing period for which you plan to enter information about the amount of the fee and put it (Fig. 11).

  3. To create a PD GIS Housing and Communal Services for a personal account, select the “Add” item in the context menu, and then indicate “Current payment document” in the drop-down list (Fig. 12).

  5. If the organization has not set the settings for creating a payment document based on a previously posted one, then the “Create a payment document” page is displayed on the “Information about the payer and service provider” tab (Fig. 13).

  7. On this tab you must fill in all required fields. It is necessary to indicate the period, as well as enter the unique number of the payment document, add the payee, indicate the debt for previous periods, how much money was paid and the date of the last payment received.
  8. In the “Fee calculation and recalculations” tab, fill in all the fields that are available for editing. This tab is required to be filled out, otherwise the payment document will not be saved.

    If the payer has debts for housing and communal services, then it is necessary to place information in the “Instalment” and “Forfeits and legal expenses” tabs.

  9. To save the payment document, click “Save”.

Upload receipts using Excel template

Also, the GIS housing and communal services system provides the ability to mass upload payment documents using Excel templates. Step-by-step instruction:

  1. Upload the payment document template from the system. To do this, on the “Register of payment documents for personal accounts” page, set the period, click on the “Upload” button and select the “Payment document import template” item (Fig. 14).

  3. Fill out the template.
  4. Upload the completed template to the Housing and Communal Services GIS. To do this, click on the “Download” button and select “Projects of payment documents” (Fig. 15).

  6. Check that the template is filled out correctly. To do this, go to the “Register of file processing statuses” page in the “Other” menu, find the required template and, if the file has the “Processed” status, use the “View report” menu item to view the file processing report (Fig. 16).

  8. If, according to this report, errors are found in the template, then you need to download the template again and check it. Errors are indicated in the Processing Status column. Next, you need to make corrections and download it again.

Upload receipts using the Domuchet program

Uploading to GIS Housing and Communal Services from the Domuchet program is the fastest way.

Posting information about personal accounts

To place personal accounts in the organization’s personal account, information about the management agreement/charter, about the housing facility, as well as about the entrances and premises located in it must first be added.

All work with personal accounts occurs on the “Register of Personal Accounts” page (item “Personal Accounts” in the “Management Objects” section of the horizontal navigation menu).

There are 3 ways to upload personal accounts to the Housing and Communal Services GIS:

  • Manually.
  • Using a template.
  • Using the Domuchet program.

Manually

To add a personal account manually, on the “Register of Personal Accounts” page, click on the “Add Personal Account” button (Fig. 1):

Using a template

To download personal accounts using a template, you must fill out the template and upload it to the GIS housing and communal services system. To do this, on the “Register of Personal Accounts” page, click on the “Download” button and select the “Information about personal accounts” item (Fig. 2).

In the window that appears, you need to add the completed template and click on the “Import” button. After processing the file, be sure to check that the template is filled out correctly on the “Register of File Processing Status” page.

Based on Part 23 of Article 7 of the Federal Law of July 21, 2014 No. 209-FZ “On the State Information System of Housing and Communal Services,” banks through which payments for residential premises and utilities are made (hereinafter referred to as housing and communal services) are required to immediately place in the state information system for housing and communal services (hereinafter referred to as GIS Housing and Communal Services) information on making such a fee.

In paragraph 138 of the joint order of the Ministry of Telecom and Mass Communications of Russia and the Ministry of Construction of Russia dated December 28, 2015 No. 589/944/pr “On approval of the procedure and methods for posting information, maintaining registers in the state information system of housing and communal services, access to the system and to information posted in it" (hereinafter referred to as Order No. 589/944/pr) establishes the composition of the information on payment of fees, which the bank is obliged to place in the GIS Housing and Communal Services.

In order to correctly place information in the Housing and Communal Services GIS and comply with the requirements of Bank of Russia Regulation No. 383-P dated June 12, 2012 “On the rules for transferring funds” (hereinafter referred to as Regulation No. 383-P), payment orders for transferring payments for housing and communal services must be drawn up in accordance with the table below.

Information on payment for housing and communal services is posted by the bank in the Housing and Communal Services GIS only if the housing and communal services provider (executor-recipient of funds) is registered in the Housing and Communal Services GIS.

Details for drawing up a payment order may be contained in a payment document for payment of fees for the maintenance and repair of residential premises and the provision of utilities. The approximate form of such a payment document was approved by order of the Ministry of Construction of Russia dated January 26, 2018 No. 43/pr.

The unified personal account (7.3)) and the housing and communal services identifier (7.2)) may not be indicated when specifying the payment document identifier (7.1)).

The information provided for by Order No. 589/944/pr is indicated in the “Purpose of payment” detail of the client’s order after the information provided for by Regulation No. 383-P, taking into account the following:

- to separate information from other information specified in the “Purpose of payment” details of the order, you must use angle brackets “<...>”, to separate different information from each other - the symbol “;”,

- it is necessary to indicate: before the identifier of the payment document - “IPD”, before the identifier of housing and communal services, before the single personal account - “ELS”, before the payment period - “PRD”,

— the payment period is indicated once after all information is listed in the format MM.YYYY, where “M” is the month, “YYYY” is the year;

— information about the consumer (last name, first name, patronymic for an individual who is not an individual entrepreneur, TIN for an individual entrepreneur and for a legal entity) must be indicated in the “Purpose of payment” details of the order if the consumer is not a payer.

If clients do not have the details established in the table above, clients’ orders to pay fees for housing and communal services are accepted by the bank for execution, subject to their compliance with the requirements of Regulation No. 383-P.
