If registration is temporary
Will they take a child with a temporary certificate? A temporary stamp for admission is exactly the option that is most acceptable and has the following properties:

Having confirmation of registration, even temporary, parents will be guaranteed to have their child enrolled in studies before July 1st.
How to get a temporary certificate for a child to study?
Temporary registration is provided for cases of not permanent residence, but stay as a guest, for treatment, at a resort, or on a business trip; for a period of time not exceeding 90 days , nothing needs to be done, but for those who will stay longer, a temporary registration is needed.

The passport officer will immediately check all the papers and may refuse if the photo in the parent’s passport is not pasted in within the period specified by law or if he finds other shortcomings. If a minor already has a passport, then he fills out the application form himself, and parents will not have to obtain a temporary stamp for the sake of studying at the address.

Expert opinion: what problems do parents face?

“The main problem remains the same - if a school can take 80 first-graders, but receives 180 applications, there will not be enough places for everyone. Then how to choose those who will ultimately be enrolled? For the most part, schools enroll those who managed to submit documents in the first rows. But if previously parents actually spent the night on the threshold of the school they needed in order to be the first to enter after opening and enroll, recently something similar has been happening on the official websites of schools and the government services portal. And if at the moment when you need to submit an application, you experience interruptions in the Internet, you may lose time. It turns out that the success of a child’s enrollment in school depends on chance.
The new rules try to solve this problem, as well as the issue with beneficiaries. Benefits apply to children whose older brothers and sisters are already studying at a particular school. Then the younger ones are automatically enrolled there. Knowing this, parents can bring documents not on April 1, but later. I asked my friends and found out that transferring a child to a good school is not easy. In St. Petersburg, children are accepted into the first grade by registration, but they can only get into other classes if there are empty seats. Strong schools may have their own admission criteria.
As a result, we transferred our son very successfully and have no regrets. Although we were afraid that the child would have difficulty adapting to the new school. I’ll tell you how everything happens in the process of transferring from one school to another and what the nuances are.
How the process works
I will write how everything happens, using the example of St. Petersburg. In other regions things may be a little different.
First grade in St. Petersburg is enrolled in three waves:
Residence is determined by the child's registration, permanent or temporary. Our son entered the first grade with registration, and we submitted documents to the second wave as “registered”. We had an ordinary yard school.
Once a child has been enrolled in a school, he can be transferred to another school only if there are free places. A territorial criterion, for example when a family has moved to another area and the child is required to be taken to the nearest “registered” school, no longer works.
But some categories of families also have a preferential right to enroll their children in schools. For example, military personnel whose place of service has changed can transfer their children to the educational organizations closest to the new place of military service or residence. They are required to be taken into schools or kindergartens first.
To transfer, parents must submit an application for admission to the new school. This can be done through the MFC, the government services portal or in person. After this, the school must send or issue a document within a month that it is ready to accept the child. People call it an “invitation”. You need to come to school with it and bring documents for enrollment. If the school has no places, it may refuse to take the child and not issue an invitation.
What is the need?
Will my child be allowed to study without a registration certificate? Is the document required?
Law No. 5242-I defines the procedure for admitting children to educational institutions and there is no requirement for registration .
But with rare exceptions, when submitting documents, they still ask their potential student for a certificate confirming that he lives there.
The law does not provide for the mandatory provision of paper, nor does it provide for refusal to receive an education due to the lack of such a document. They have the right not to enroll their child as a student for only one reason - when there really are no places .
In practice, they first recruit children who live in a given area , and only then, when there are no locals willing, can everyone else be enrolled if there are free places.
To the question whether registration is required for admission, the answer by law is clear: no, it is not mandatory, but desirable.

What you need to remember
Electronic diary. At my old school, I was connected to my son’s electronic diary. As soon as I took the documents, they disconnected me. To join the new school, I submitted an application through the government services website and a day later I went in person to the lyceum’s accountant to sign the papers. The diary started working on the second day of training.
Without an electronic diary, it would have been difficult, since the son did not yet know the phone numbers of his new classmates - there would have been no one to ask or clarify something about his studies.
Travel card. Students in St. Petersburg can buy a contactless electronic travel pass - BEPC - for all types of transport at a discounted price. But to do this, you need to present your student ID and birth certificate at the metro ticket office for the first time. In addition, the child must be in the electronic database, registers for which schools submit monthly.
How much time and money did I spend transferring my child to a new school?
I started looking at a new school in September 2021, and my son officially transferred at the end of December. He went to the new lyceum immediately after the 2021 New Year holidays.
The longest part of this process is finding a school and finding out about available places and conditions. If you try, you can transfer documents from school to school even in a day.
I think we are lucky because it is not so easy to find a place in a good school. I know those who came to the desired school at the end of August and transferred children the day before because there were free places. And our housemates waited six months for a place at the school where they wanted to transfer their child.
In addition, I purchased new notebooks and a diary, as well as covers, since the old ones were already worn out by that time. In English, the class used workbooks and problem books. I bought them myself online.
In fine art and technology at the old school, everything was purchased from us by the parent committee for the entire class. For example, during drawing, the teacher gave everyone a sheet of paper, and the paints were alone on the desk. In the new school, everyone had their own. So I bought everything myself: new paints and gouache, an album, brushes, glue, colored paper and cardboard. My son didn't use up most of it before the end of the year, so we took the rest home.

Procedure for transferring to another school
According to Article 61 of the Law “On Education in the Russian Federation”, you can change schools at any time at the request of the parents or the child, regardless of the reasons.
To do this, you need to drop out of your old school and apply to a new school.
In the application for expulsion by transfer, you must indicate the child’s last name, first name, patronymic and date of birth, class and field of study (if any), as well as the name of the school where the student plans to transfer. If the reason for the transfer is relocation, then the name of the locality is sufficient.
Within three days, the school must issue an act of expulsion of the student. Parents will be provided with a personal file, medical record and documents about the student’s current progress. It is important to ensure that the documents bear the school’s seal and the signature of an authorized person. Also, in a new place, a certificate of training in a specific educational organization may be useful. It can be requested upon deduction.

If parents change their minds and decide to return their child to their previous school, they can be reinstated within five years, subject to availability, but not before the end of the school year or semester in which the child was expelled.

Transfer to online school

Getting an education at an evening school is not an independent form of education, but only one of the formats for organizing the educational process. Legally, such students are in full-time, part-time or part-time education.
You can transfer to an evening school if you already have a certificate of basic general education or if you are over 15 years old. The algorithm for transferring to evening school is the same as to regular school.
