How to change permanent registration in your passport
How to change your registration and when this is necessarily described in the following documents:
- Law No. 5242-1 on freedom of movement, which introduced the practice of registration instead of the propiska system;
- Government Decree No. 713 - rules for registration and deregistration, regulating the actions of all parties to registration.
According to them, the lack of registration is not a reason for restricting the constitutional rights and freedoms of citizens. But registering at a permanent address or in case of long-term residence in another place is the duty of a citizen. Sanctions for failure to comply with these standards are provided for in Article 19.15.1 of the Code of Administrative Offenses - from 2 to 5 thousand rubles, depending on the region, for an unregistered resident, and from 2 to 7 thousand for private owners of housing in which an “illegal immigrant” lives. If a legal entity commits a violation of guest registration, the fine can be up to 800 thousand rubles.

Those who do not live according to registration within the locality in which they are already registered on a permanent basis, as well as those who have moved in with spouses and close relatives, will not be fined under the same norm of the Code of Administrative Offences.

Production time for a new one
According to current legislation, the card must be produced within one month. If we are talking about receiving through the MFC, these deadlines may be delayed. This is due to the transfer of papers from the territorial insurance fund.
Regardless of the reason for re-issuing or receiving a new card, the validity period depends on the region of residence, as well as the performance of the chip that is installed in the plastic card. If it is rarely used, subsequent replacement may be necessary no earlier than after 5-10 years.
How to change a child’s registration
Initially, the newborn is registered at the place of residence of the parents or one of them. How to subsequently change a minor’s registration depends on a number of factors. For example, if:
- the family moves out of the state, municipal housing stock or from an apartment in which the child’s share belongs - the process is carried out under the control of social protection authorities.
- a family sells one home to buy another - registration and subsequent transactions are also supervised by social security. The department may require documents for the old and new apartments to make sure that the child’s living conditions in the new place will not be worse. If the child has a share in the property, it should be no less in the new home.
- the child is not included in the circle of persons for whom privatization was registered and does not have a share in the property - the deregistration is carried out without contacting the social security authorities, but they have the right to check whether the child’s living conditions have worsened.
Registration of a minor in a new place follows the same procedure as an adult - through an application from his representative to the migration division of the Ministry of Internal Affairs.

If the new home is not entirely owned by the parents, the consent of the co-owners for the registration of a child under 14 years of age is not required. But if parents live separately, then to register at the address of one of them, the consent of the other is required.
Do I need to take the car license plate number to the traffic police?
In general, employees will not need . That is, there is no need to remove the registration plate from the car and take it to the department.
However, the following must be taken into account. If the region code on the license plate does not match the region in which the car owner has registration at the time of contacting the traffic police, then the registration plate will have to be replaced.

Where to contact
Although the authorized government agency in matters of registration of citizens is the Ministry of Internal Affairs, there are several ways to obtain registration at a new address. The application and package of documents are the same for any method of submission, but otherwise citizens can choose how it is more convenient for them to change their registration at their place of residence - online or offline, and in which institution.
Passport Office
The application and documents for changing your registration can be submitted in person to the migration department serving the area where the new housing is located. Employees will help you fill out the form and check on the spot whether the entire package of papers is attached to the application. But without an appointment, a visit to the passport office may take longer. You will have to go to the department twice. The Ministry of Internal Affairs has 3 days to make changes to the registration database. After them, you need to come back again to get a stamp in your passport.
MFC
You can also change your registration through Multifunctional Centers. They act as intermediaries: they accept documents from citizens, transfer them to the Ministry of Internal Affairs and return them with ready registration. Registration through the MFC may take longer, as it will take time to deliver documents back and forth.
Public services
Re-registration of place of residence is one of the options that is available online on the state service of State Services. Authorized users can apply online. The portal contains instructions on how to change your registration, scanned copies of what documents are needed and how to make an appointment with the migration service at a convenient time.
The only thing you have to do offline is after a notification appears in your personal account on the site that your application has been approved, you need to go to the passport office and get a stamp in your passport at the specified time.
When should documents be replaced?
In 2021, the legislation does not directly establish a period during which car documents must be replaced if the owner’s data changes.
Let me remind you that if the owner of the car changes (sale or donation of a car, inheritance), then the documents must be replaced within 10 days. I recommend sticking to the same deadline in case of a change of registration.
Documents for changing your registration
Depending on who the owner of the new property is, you will need a certificate of ownership, a social tenancy agreement or a lease agreement from a private or legal entity. If a citizen intends to register in a place other than his or her own, the owner’s consent to registration will additionally be required.
Important!
In the case of registration of a family with a child, his birth certificate and documents from social security, if any, were issued upon discharge from the previous place of residence.
A certificate from the BTI may also be required, and men liable for military service, according to the law “On Military Service,” before changing their place of registration, must be deregistered from the military register and re-registered at the military registration and enlistment office at their new place of residence.
Process description
After arriving in the city, you need to get registration through the Federal Migration Service, otherwise the insurance company will not be able to offer a contract. If you already have a registration, you need to find the office of the organization with which the agreement was signed earlier.
If there is no office of this insurer in the city, choose a new one. Upon arrival at the office, you should fill out an application without errors and indicate the reason for changing the card.
In addition, the following information should be provided here:
- changed data;
- information about the representative (if he is involved in registration);
- confirmation of the accuracy of the recorded data;
- information about the applicant (place of residence, date of birth, full name).
Through government services
Since the powers of the public services website are limited, after arriving in another region, citizens do not use this method of obtaining compulsory medical insurance.
MFC
The easiest way is to get a new compulsory medical insurance policy at your local MFC.
When you need to get compulsory medical insurance, you can go to the nearest MFC office. If you compare this option with receiving a card directly from an insurance company, this method will turn out to be more complicated.
First of all, you will need the following papers:
- statement;
- passport;
- SNILS;
- birth certificate, if the child is under 14 years of age and confirmation of registration at a specific address;
- when the registration is temporary, you will need a certificate in form No. 3.
If the registration is carried out by the applicant’s representative, he must have with him a power of attorney certified by a notary and a passport.
If the papers have been submitted, all you have to do is wait for the registration to be completed and come to the center on the date indicated by the representative.
Sample application for change of registration
The application form for a change of registration according to Form No. 6 consists of two parts, which allows you to both change your place of registration and register or register at the same time.
Both statements contain typical blocks:
- Name of the registration authority.
- Full name and passport details of the applicant. When an application is submitted on behalf of a child, his or her details and information about the parent or adoptive parent who filled out the form are indicated.
- Addresses of old and new housing. If a citizen is discharged “to nowhere,” you still need to indicate the intended address of residence.
- Name and details of documents confirming the right to move in: certificate of ownership, lease agreement. In the case where the owner of the property is not registering, the owner’s details and his consent to registration will be required.
At the end of the form, space is left for the decision of the registration authority, as well as for a note about the details of the minor’s registration certificate, if it is issued.
Renewal of the policy after changing the city of residence
When moving to another region, you will have to renew your compulsory medical insurance policy.
You will have to change your compulsory medical insurance policy due to a change of residence only when a citizen leaves a specific region of the country. If a person simply changed his address, but remained in the same city, it is enough to inform the insurer of his move.
If a replacement is required, you should find out whether there is an office of the organization with which the contract has already been concluded in that city. If there is no representative office, you need to renew the contract with a new organization.
It is recommended to notify the insurance company in advance about sending to another city.
If you need to renew an agreement with another insurer, you need to have your SNILS, passport and previous insurance with you.
If a citizen provides insurance in paper form, an employee of the organization enters new data into the register and puts the appropriate mark.

The presence of unpaid penalties cannot be a basis for delay or refusal of replacement. However, to maintain order, they must be paid and no longer violate the established rules.
Thus, replacing a driver’s document not at the place of registration is quite possible. To do this, you will need the same package of documents as for registration: application, passport, old license, certificate from the clinic, receipt.
What is the fine if the old address is indicated in the STS?
We have already written that for untimely replacement of registration in the car documents, a traffic police fine is imposed. But they didn’t specify which one.
As of 2021, if you are caught with an old registration address in the STS (namely, you must hand over the certificate to the inspector for verification when stopped), then you will be issued a fine of 500 rubles under Part 1 of Article 12.1 of the Administrative Code.
But if there is a repeated violation within a year, the sanction increases significantly: there will be either a new fine of 5,000 rubles, or deprivation of rights for 1-3 months under Part 1.1 of the same article.
But it is very easy to avoid imposition of punishment - the fact is that the traffic police officer on the road does not know about your change of registration. And he will not know this until he looks at your passport with a stamp about the new registration address. But there is no obligation to present the driver’s passport under clause 2.1.1 of the traffic rules.
When to change permissions
Driving with an expired license is considered a violation. If an inspector is stopped on the road, the driver faces a fine of 5 to 15 thousand rubles.
Expiration of the term is not the only reason for replacing rights. The procedure will be needed if:
- The driver's personal information has changed. If previously a driver’s license was not replaced when changing a surname, now the document is considered invalid, and driving with it is perceived as driving without a license.
- Your driver's license has been lost or stolen.
- The document is damaged or worn out.
- The driver received a new category.
- The car owner’s health status has changed: indications or contraindications for driving have appeared.
You can change your rights six months before their expiration date. If you turn ten years old in July, you can start changing them in January. After receiving a new license, you are allowed to drive with your old insurance.

The subtleties of obtaining a license outside your place of registration
When the license is replaced not by a Russian, but by a citizen of another state, he is required to provide a document confirming temporary registration in any region of the Russian Federation, for example, Moscow. It is possible to reissue a license only at the branch to which the motorist’s place of registration is attached. New licenses will be issued within 5 days. Sometimes the process takes longer, especially if there are inaccuracies in the documents. Data verification is carried out more carefully and is delayed indefinitely.
When drivers turn to the MFC, they lose additional money and time. It’s easier and cheaper to go to the traffic police department, especially since there are no queues.
Replacement of rights in the MFC
When replacing a driver's license at the MFC, you will have to wait from one to two weeks. The documents submitted are the same as those submitted to the State Traffic Inspectorate, plus a photo in electronic format will be required. The state duty for this replacement method will also be 2,000 rubles.
First, you will need to come to the MFC, take a coupon, wait until you are invited, then submit documents and photos. The staff of the multifunctional center will inform you about the readiness of the license and the date of its receipt.

Responsibility for untimely updating of data
When replacing identity documents, you will not be fined if you have completed all the necessary steps described above in accordance with the legislation of the Russian Federation and are registered at the place of your new registration.
You may be fined if you fail to make timely changes to:
- military ID (500 rubles);
- vehicle registration certificate (1500-2000 rubles).

Do I need to update my MTPL policy?
The policy itself, on its official form for 2021, does not indicate the full registration address of either the drivers, the policyholder, or the owner of the car, or his place of residence in the form of even just a city.
However, the driver's license number is indicated on the insurance. If you decide to replace it as described above, then changes to the compulsory motor liability insurance must be made, because otherwise the CBM may fall off in the next insurance period.
Therefore, if you decide not to change your rights, then there is no need to make changes to your existing MTPL insurance. But this will be required if you have replaced the PTS - that is, you have run out of space and you have not only been given a new mark in the document, but have been given a duplicate of it. The policy form indicates the vehicle's passport number.
Replacement of a driver's license through State Services
Replacing rights through State Services is the most convenient and most profitable method: for the state fee you will pay 30% less - 1,400 rubles. To order the service, you will need to register on the “Government Services” portal and fill in all the data in the “V/U replacement” section through your personal account. The same documents are needed, except for photos. There is no need to write an application, since, as mentioned above, it will be processed automatically.
You will receive your new license from the traffic police. In theory, you don’t need to sit in line: inspectors should issue them at the time indicated in the site’s LC. In fact, queues sometimes accumulate at the State Traffic Inspectorate, since the reception scheme for motorists itself is poorly thought out.

What to do if you are an individual entrepreneur?
The individual entrepreneur does not need to additionally notify anyone that he has changed his registration; it is enough to contact the Ministry of Internal Affairs, which will send updated data to the tax office, then the Federal Tax Service will make changes to the Unified State Register of Individual Entrepreneurs. Federal Law No. 169-FZ of July 1, 2011 abolished the obligation to report changes in the passport and change of residence address. Now they are provided by the registration authority in the following electronic form, which simplifies the process of changing registration.
