Every resident of the Russian Federation needs to receive a new passport at least three times after he turns 14, 20 and 45 years old. Marriage, loss or theft of this important document will also require urgent replacement within a period controlled by current legislation. At the same time, not everyone has the opportunity to undergo the replacement procedure at their residential address in a timely manner. Is it possible to change a passport at a place other than your place of registration and what will be needed for such a procedure? This is exactly what this article will discuss.
Current legislature
Taking into account the law of the Russian Federation, obtaining a Russian passport not at the registration address is legal. The receipt procedure is regulated by several acts, including Regulation No. 828 of July 8, 1997, Order No. 319 of the Federal Migration Service of the Russian Federation, as well as the Administrative Regulations of the Migration Service of the Russian Federation. Based on clause 17 of Order No. 319 and clause 10 of the Regulations, you can submit a package of documentation for replacement to each branch of the Federal Migration Service or MFC located in the Russian Federation. Citizens who do not live at the registration address are required to issue a document, but in this case the period for replacing it will be extended.
How much does it cost to get a passport: fee payment receipt
Registration of a foreign passport involves payment of a fee, but you do not always need to present a receipt. The only thing is that the receipt will allow the passport office employee not to check the fact of payment on their own, which will increase the period for consideration of the application and production of the document. And no one has the right to refuse to accept documents simply because there is no receipt.
Every citizen can obtain a foreign passport at the MFC. If you do not receive the document in question, you will not be able to cross the border to get to another country. Branches of multifunctional centers are located in almost all corners of the country. Registration of a foreign passport at the MFC is convenient due to its accessibility to the public, which greatly simplifies this task.
Why do you need to replace your passport?
There are a number of mandatory reasons, taking into account which every person is obliged to exchange an invalid passport for a new one. In most situations, employees of the Federal Migration Service or MFC must issue it after 30 days from the date of submission of the documentation package. If for some reason a citizen does not change it within the time limits established by law, he will have to pay a fine. Without a basic identification document, he will not be able to go to the clinic and other institutions, as well as carry out basic operations, for example, in banks, airports and other organizations. The ID must be changed after:
- achievements of 20 and 45 years;
- change of name, place or date of birth;
- a radical change in appearance after plastic surgery;
- floor replacement;
- loss, damage or theft;
- detection of errors or inaccurate information.
International passport for a child: application form
Filling out an application form for a child to obtain a new passport is practically no different from the application form for an adult applicant. The main requirements are:
- Fill out in block letters (on a computer or by hand using blue or black ink).
- Corrections and the use of correction agents are not permitted.
- The application must be printed on one sheet of paper with text on both sides.
- Points 1-9 are filled in with information about the minor child, while point 9 is filled in only if you have a valid international passport. Points 10-18 (on the back of the form) contain information about the child’s legal representative.
- A child aged 14 to 18 years puts his signature on the front side of the application, and the parent or legal representative signs on the back side. If a foreign passport is received for a child under 14 years of age, no signature is placed on the front side.
Replacement after reaching a certain age point
Every person living in the Russian Federation must change their passport after they turn 20 and 45 years old. This must be done no later than 30 days from the date of birth, so as not to exceed the time frame established by law. Otherwise, you will have to bear administrative responsibility in accordance with Art. 19.15 of the Administrative Code and pay a fine in the amount of 2,000 to 5,000 rubles. To prevent this from happening, it is better to come to the FMS in person with an application and a package of documentation, including a photo and a receipt for payment of the state duty. You can also place an order for a shift through the State Services website online.
Replacement after marriage
Women who get married and take their husband's surname are required to change their identity card, taking into account the norms of current legislation. Replacing a passport after marriage is a standard procedure and is also carried out within 30 days after marriage registration. If you violate the deadlines, you will have to pay a fine of up to 3,000 rubles, its amount will be higher for those who live in Moscow and St. Petersburg.
Important! A passport can be replaced after marriage only taking into account the change of surname. According to Art. 32 of the Family Code of the Russian Federation, citizens have the right to leave their surnames or take the premarital surname of one of the spouses.
In addition to the identity card, after the wedding you will have to replace the main documents if the woman or man decides to change their last name after marriage. Employees of the Federal Migration Service or MFC must replace the document within 10 days from the date of application at the place of registration or 30 days after submitting documentation at the place of residence. This is indicated in paragraph 27 of the Administrative Regulations, which were established by Order No. 851 of November 13, 2017.
Deadlines
The only limiting factor is the timing of document creation. Long-term processing of the certificate directly depends on the remoteness of the region in which the department assigned to the citizen is located.
There are a number of factors that determine the length of time it takes to complete a document. Immediate receipt of a passport is due to the fact that:
- relatives of a citizen from another country are in trouble;
- there was a death of a relative living in another country;
- treatment abroad is required;
- a number of measures are required related to the removal of a deceased citizen abroad for the purpose of burial.
To save time, it is recommended to provide the necessary paperwork to verify the accuracy of this information. In addition, the time it takes to create a document may vary depending on the selected sample.
For an old-style international passport, you need to present a modified set of papers, so the creation time is longer - from 4 months. How much it takes to create a new international passport has already been indicated in the article.
Replacement after theft, damage or loss
An urgent change of an invalid document will be needed if it has been lost, stolen or damaged. In case of theft, you need to contact the police with a statement so that attackers cannot use the document. Then you need to apply with a standard package of documentation and a certificate from the police station to the FMS or MFC. Often a passport is lost due to the fault of the owner; in this situation, it will also require its timely replacement. If a document is damaged, it is important to understand in what cases it will need to be replaced, this list includes:
- marks, inscriptions and drawings not provided for by the rules;
- mistakes made by migration service employees;
- torn or completely torn pages;
- wear and tear during operation, including rubbing of inscriptions, stamps and seals;
- traces of mechanical influence, for example, chemical agents.
Where to go to get a passport
- A new document can be made at the migration department of the Ministry of Internal Affairs. Employees are given the necessary package of documents, and they are also fingerprinted.
- You can get the same international passport using the MFC, even if it is located in another, non-native region. The centers operate on a “one window” principle and do not require additional documents. Specialists have the right to request the missing paper from other departments. However, for fingerprinting you will still have to contact the appropriate structure.
- They also submit an application for a foreign passport through State Services. In this case, all documents are sent electronically, and the state fee is also paid there. The applicant will only have to appear at the appointed time to receive the completed document.
Procedure in other cities and regions
If a person does not live at his registration address, this will not become a problem when changing a document that has lost legal force. Taking into account the order of the Federal Migration Service No. 319 of November 30, 2012, any person has the right to receive a new document at their current address. To do this, you need to pay a standard state fee of 500 rubles. It is worth considering that employees of the MFC or FMS departments should not refuse the applicant and accept documents for replacement. If you refuse, you must contact the prosecutor's office. To replace you need:
- Prepare documentation and two photos 3.5 x 4.5.
- Pay the duty in the prescribed amount.
- Send an application to the MFC or FMS authority.
- Receive a receipt indicating the date of issue of the new document.
- Appear for it at the department at the address where it is located.
Every citizen of Russia can receive a temporary identity card valid for the entire replacement period. The documentation package can also be submitted using the State Services portal and all papers can be sent in electronic format. The application must be filled out on the website, where the state fee is paid. To apply for a new passport, you need to prepare a documentation package that includes:
- statement;
- old passport;
- two photos;
- receipt with paid state duty;
- documents confirming the entry of new data;
- a police certificate in case of theft.
Price
The cost of creating a certificate is a collective factor. Depends on the type of paper, new or old, and the age of the citizen.
For non-resident citizens, obtaining a foreign passport through the official portal of State Services is an increasingly expensive function. The Ministry of the Interior justifies this procedure by the fact that the cost of creating the required paper requires more resources than before.
Cost of a new passport
In accordance with the change in 2015, the price of a passport for citizens over 18 years of age will be 3,500 rubles, which is one and a half thousand rubles more than the previous passport. For minors, the price of an identity certificate is one and a half thousand rubles.
Cost of an old passport
The cost of an old-style document has not changed since 2015, despite the fact that there were plans to change it. For persons who have reached the age of majority, the required payment is 2000 rubles.
Such paper provides the opportunity to include children in the passport, so there is no fee for children to create an old-style document.

Restoration and receipt
It is also possible to obtain and change an identity card without registration. Most often, such situations arise among people who have not managed to obtain a residence permit. If a person does not have a registration due to the lack of property in which he can register, he will need to pay a fine for violating the registration rules. In such a situation, it is advisable to register with a friend, relative, acquaintance, who can register the citizen for at least a year, or with the social service authorities at the location.
Important! Often, the Federal Migration Service refuses to provide a replacement if there is no registration at the location address. Then you need to ask the employees to send a written refusal, which then needs to be sent to the court.
According to the law, anyone can receive a new circular without having to register. At the same time, employees refuse to issue it only in situations where an incomplete package of documentation is provided or it does not meet the stated requirements. A document that does not have a registration stamp is considered valid and legally significant, therefore its issuance must be carried out according to the rules.
Typical mistakes on the topic
Error: Not often, but it happens that when issuing a passport, employees of the Ministry of Internal Affairs make errors in writing the full name or in digital data. To receive a new passport with the correct information, it is not enough to return it to the place of receipt. You will need to attach another document to the submitted application, in which all the necessary data is indicated correctly.
Error: Contacting law enforcement agencies if your passport is stolen a few days later. Immediate application to the Main Directorate for Migration Affairs of the Ministry of Internal Affairs is not a mandatory condition, and this will not make the state duty less. But if you contact the police immediately, immediately after the theft, after writing a statement, you will be issued a ticket with a date. If the passport is stolen intentionally and used for criminal purposes, for example, to obtain a loan, you can prove your non-involvement in this. The coupon will also be useful when submitting a package of documents - it can be attached to the submitted papers.
Is it possible to replace or obtain a passport during temporary registration?
Like permanent registration, temporary registration allows you to obtain a new or replace an invalid passport. In such a situation, any person has the right to receive documents without registration and contact the FMS at the address of his residence. He cannot be held administratively liable, since temporary registration is completely legal and provides grounds for taking all necessary actions with personal documentation. You must receive an updated identity card within the time frame regulated by the resolution, namely within one month.
Attached documents
To obtain a passport, the applicant personally provides the following documents:
- Application for issuance of a passport in 2 copies. The application form can be obtained from the department or printed from the official website of the Ministry of Internal Affairs or the government services portal.
- General passport.
- Existing passport, if it has not expired.
- For military personnel, permission from the command in the form of a certificate of the established form.
- Military ID or certificate from the military registration and enlistment office.
- An application in any form to change the spelling of the first or last name in Latin, if the citizen wishes to change them. You will need to attach the appropriate document confirming their change.
- Application to declare a previously issued passport invalid in case of its loss.
- 3 photographs measuring 35 x 45 mm with a clear image of the face (for the old model).
- A document confirming the urgency of leaving the Russian Federation.
Important! The above list is exhaustive. The receptionist has no right to demand other documents.
When filling out an application electronically and submitting it through the government services portal, the applicant sends it electronically and attaches to it a photo of the citizen to whom it is being issued.
When is a house book needed?
In most situations, a citizen does not need to provide an extract from the house register. Most often, it is only needed to confirm your place of residence if the document has been lost or stolen. Refusal to replace due to a non-provided house register is illegal, since paragraph 23 of FMS Order No. 339 states that you can obtain documents at a location other than your location. Usually you are asked to provide a house register in order to immediately add the registration address to your passport. But, nevertheless, in other situations, except for loss and theft, a request to present a book is considered unlawful.
After submitting your online application
The application is sent for verification; after verification, information will appear in the citizen’s personal account on State Services that the Ministry of Internal Affairs has accepted the application. After this, you need to pay the state fee.
Information about acceptance of the application is sent by email. If a citizen uses the State Services mobile application, a notification will be sent to the phone.
From your personal account, you can immediately pay the state fee using a convenient method; payment takes place within a couple of days. As soon as the fee reaches the addressee, an invitation will appear in the office to the department of the Ministry of Internal Affairs at the place of issue (registration or residence address - as indicated by the applicant).
When you visit the department during reception hours, bring the originals of all the necessary data with you. Since this is a new type of international passport, a photo of the citizen is taken on the spot and his fingerprints are taken. Next, the employee will inform you when it will be possible to pick up the completed document.
Reasons why a replacement may be refused
If you urgently need to replace your passport, and the applicant has provided a complete and correct package of documents, he will be issued a new identity card within a strictly established time frame in any region of the Russian Federation. But there are cases when employees of the migration service or MFC refuse extradition. The reason may be either simple inattention of the applicant or more serious problems. A justified refusal is possible in the case of lack of Russian citizenship, indication of inaccurate or missing necessary data in the application, as well as unpaid state duty. Also, the passport will not be changed if the citizen:
- has not reached the age limit of 20 or 45 years;
- filled out the application incorrectly or provided incorrect information;
- did not provide all documents;
- attached photos that do not meet the requirements;
- attached to the application documents not in Russian without translation or documentation from foreign countries without an apostille;
- did not bring your old passport unless it was lost or stolen.
Actions in case of failure
If the request to change the document was not approved, you need to understand the reasons for this. In the case of a clearly formulated and written reason, the applicant needs to take into account the comments and eliminate the problem as soon as possible. A legal justification may be the absence of any document in the provided package, an incorrectly drawn up application, false information, counterfeit papers, etc.
If the government organization has not given reasons for its decision, the citizen must contact the leadership of the migration department. As a rule, this is enough to solve the problem. You can also send a complaint to the website of the Ministry of Internal Affairs of the Russian Federation.
How do you change your passport?
Every owner of a foreign passport is also concerned about the question of whether it is necessary to change it at the registration address. It should be remembered that FMS employees cannot refuse to issue any applicant who lives on the territory of the Russian Federation. Such a document is issued even without registration, but it will not be tied to a specific branch of the migration service. When submitting a package of documentation for obtaining a foreign passport at a location other than the place of registration, the document will be prepared longer than the standard period, which can last up to 4 months.
What types of registration are there and how to obtain them
According to the new edition of Resolution No. 828, a citizen of the country can receive a lost passport or replace an outdated document at the place of application. This means that a new Russian passport can be issued without residence permit or registration. In Russia today there are two types of attachment to a specific place of residence:
- Permanent registration differs from temporary registration in that when registering, a person is given a stamp in his or her passport.
- Permanent registration is relevant if you have your own home or if you have a relative or spouse who allows you to register in your living space.
- Temporary registration is issued for a pre-agreed time period and can be done at a hotel, inn, hostel or even in a hostel.
Important
! The loyalty of the laws in force on the territory of the Russian Federation allows you to have a permanent residence permit at one end of the country and register temporarily at the opposite end. One legal attachment to a certain living space does not exclude the second and does not lead to its cancellation.
The misconception of citizens lies in the impossibility of obtaining a new Russian passport if there is not one of the two types of registration provided for by law. In fact, there is such an opportunity, and you can use your right even in several places - in the MFC or in the department of the Main Department of Migration of the Ministry of Internal Affairs.
It makes no difference what city a person is in - the main thing is that he is on Russian territory. If an applicant is denied a document on the basis of lack of residence permit or registration, this is a violation of the resolution and procedure determined by the Ministry of Internal Affairs of the Russian Federation.
Having received a refusal from the employee indicating the reason in writing, you can apply for protection of your rights to the prosecutor’s office and file a complaint about the unlawfulness of his actions in this particular case. Unreasonable refusal to provide a public service is an offense for which administrative liability is established.

You can do this using the website - Unified Portal of State Services and significantly save time. To do this, you need to first register on the site and confirm your identity using an electronic signature or card. List of documents for obtaining a new Russian passport
The procedure for replacing a Russian passport involves paying a state fee of 300 rubles
(initial receipt, replacement of photographs with age, registration after obtaining Russian citizenship). Loss, damage or theft also means the issuance of a new passport, but the state estimates re-issuance for these reasons at a different amount - in this case you will have to pay 1,500 rubles.
Another important circumstance is that a passport without registration will be ready not in 20 days, but in 30. It is necessary to take care of obtaining an identification document not only because of the impossibility of obtaining any government services, but also because its absence is an administrative violation for which a fine is imposed, according to Article 19.15 of the Code of Administrative Offenses. This amount is more than the state duty - the monetary penalty can range from 2 thousand to 5 thousand rubles.
Initial receipt at the age of 14 requires a minimum number of papers:
- application written on Form 1P;
- a birth certificate with a stamp confirming the presence of Russian citizenship, and if it is not there, then another document certifying the fact of belonging to the citizenship of the Russian Federation;
- state duty payment receipt and
- 2 photographs 35x45 mm.
Reaching 14 years of age is not the only reason to obtain a new passport. Regulatory documents provide for the replacement of photographs at 20 and 45 years old, due to loss or theft, damage, change of surname, first name or patronymic, and even change of gender or appearance. Therefore, the list of documents for replacement is much longer.
