On August 6, a law came into force that will increase penalties for falsifying identity documents to three years in prison. The fine for reporting false information (for example, when submitting documents for a foreign passport) will increase and amount to 10 thousand rubles. If there are signs of a crime in the forgery, you can get up to three years in prison under Article 327 of the Criminal Code of the Russian Federation. At the same time, there will be no punishment for random mistakes and typos without the goal of gaining benefit.

Obtaining (replacing) a passport of a citizen of the Russian Federation

If you receive a passport for the first time (at 14 years old):

receipt of payment of state duty;
two black and white or color photographs 3.5x4.5 cm;
application for a passport;
birth certificate.

Important: at the age of 14 you can only obtain your first passport in person.

If you change your passport (at 20 and 45 years old, as well as due to changes in appearance or surname):

receipt of payment of state duty;
passport of a citizen of the Russian Federation subject to replacement;
documents required for making mandatory marks in the passport (marriage/divorce certificate; birth certificate of children under 14 years of age; military registration document if there is a reason);
certificate of change of surname;
two color or black and white photographs measuring 3.5x4.5 cm.

After changing your last name, you must replace your passport within 30 days.

If you have lost your passport and are getting a new one, remember: you need to file a police report. You will be given a coupon notification of registration of an incident report, with which you will come to the Main Migration Department of the Ministry of Internal Affairs to receive a new passport.

Grounds for refusal

According to the MFC, the most popular reasons for refusal are inaccuracies and errors in filling out the application, the absence of a payment receipt or any of the necessary documents. In this case, your application for a replacement will be refused.

In cases where errors in the application were discovered after the documents were accepted for processing, they will call you and ask you to bring corrected versions of the required papers. In this case, the 10-day period for issuing the finished document is suspended and you will receive the finished identity card several days later.

Other reasons for refusal

Incorrect photo format (size, hat or glasses, artistic edits),

Receiving (replacing) a passport

If you are making a passport for your child:

receipt of payment of state duty;
the child’s birth certificate (if he is between 14 and 18 years old - his civil passport);
parent's civil passport;
act of the guardianship and trusteeship authority on the appointment of a guardian or trustee (if any);

If you receive a passport when you are over 18 years old:

receipt of payment of state duty;
passport of a citizen of the Russian Federation;
international passport (if you have one and have not expired);
certificate of change of surname, name or patronymic (if these data have changed);
military ID (if available).

Important: if you are preparing an old-style document, you must provide four color or black and white photographs measuring 3.5x4.5 cm.

Do I need to return my “old” passport?

There is a common misconception among ordinary people that obtaining a Russian passport after acquiring citizenship requires the mandatory surrender of the national passport of the former country of residence. And they are diligently looking for organizations that accept “old” passports, either for eternal storage or for immediate disposal.

This is not so: such identity cards were not confiscated from citizens before, they were simply considered invalid. However, as of 2021, leaving previous citizenship has ceased to be a prerequisite for naturalization in Russia. Such citizens continue to have both passports valid. But the temporary identity card, if the applicant received one, will have to be surrendered after the passport is issued.

Registration through the State Services website

All documents can be submitted through the State Services portal - it’s faster and more convenient.
