How to change a Russian passport while living abroad?

On August 6, a law came into force that will increase penalties for falsifying identity documents to three years in prison. The fine for reporting false information (for example, when submitting documents for a foreign passport) will increase and amount to 10 thousand rubles. If there are signs of a crime in the forgery, you can get up to three years in prison under Article 327 of the Criminal Code of the Russian Federation. At the same time, there will be no punishment for random mistakes and typos without the goal of gaining benefit.

What documents and data must be provided when receiving and replacing a passport, international passport and other important documents? We have created a reminder for you together with our information partner - the State Services portal.

Obtaining (replacing) a passport of a citizen of the Russian Federation

If you receive a passport for the first time (at 14 years old):

  • receipt of payment of state duty;
  • two black and white or color photographs 3.5x4.5 cm;
  • application for a passport;
  • birth certificate.

Important: at the age of 14 you can only obtain your first passport in person.

If you change your passport (at 20 and 45 years old, as well as due to changes in appearance or surname):

  • receipt of payment of state duty;
  • passport of a citizen of the Russian Federation subject to replacement;
  • documents required for making mandatory marks in the passport (marriage/divorce certificate; birth certificate of children under 14 years of age; military registration document if there is a reason);
  • certificate of change of surname;
  • two color or black and white photographs measuring 3.5x4.5 cm.

After changing your last name, you must replace your passport within 30 days.

If you have lost your passport and are getting a new one, remember: you need to file a police report. You will be given a coupon notification of registration of an incident report, with which you will come to the Main Migration Department of the Ministry of Internal Affairs to receive a new passport.

Grounds for refusal

According to the MFC, the most popular reasons for refusal are inaccuracies and errors in filling out the application, the absence of a payment receipt or any of the necessary documents. In this case, your application for a replacement will be refused.

In cases where errors in the application were discovered after the documents were accepted for processing, they will call you and ask you to bring corrected versions of the required papers. In this case, the 10-day period for issuing the finished document is suspended and you will receive the finished identity card several days later.

Other reasons for refusal

  • Incorrect photo format (size, hat or glasses, artistic edits),
  • Documents in foreign languages (for example, submitted by people not born in Russia) are attached without a notarized translation,
  • You do not have Russian citizenship, for example, due to refusal,
  • Lack of data on payment of state duty in the Ministry of Internal Affairs database.
  • Discovery of incorrect information or inaccuracy in the application.

Receiving (replacing) a passport

If you are making a passport for your child:

  • receipt of payment of state duty;
  • the child’s birth certificate (if he is between 14 and 18 years old - his civil passport);
  • parent's civil passport;
  • act of the guardianship and trusteeship authority on the appointment of a guardian or trustee (if any);
  • The presence of the child is required for photographing.

If you receive a passport when you are over 18 years old:

  • receipt of payment of state duty;
  • passport of a citizen of the Russian Federation;
  • international passport (if you have one and have not expired);
  • certificate of change of surname, name or patronymic (if these data have changed);
  • military ID (if available).

Important: if you are preparing an old-style document, you must provide four color or black and white photographs measuring 3.5x4.5 cm.

You must also provide information about your place of work or study for the last 10 years.

Do I need to return my “old” passport?

There is a common misconception among ordinary people that obtaining a Russian passport after acquiring citizenship requires the mandatory surrender of the national passport of the former country of residence. And they are diligently looking for organizations that accept “old” passports, either for eternal storage or for immediate disposal.

This is not so: such identity cards were not confiscated from citizens before, they were simply considered invalid. However, as of 2021, leaving previous citizenship has ceased to be a prerequisite for naturalization in Russia. Such citizens continue to have both passports valid. But the temporary identity card, if the applicant received one, will have to be surrendered after the passport is issued.

Registration through the State Services website

All documents can be submitted through the State Services portal - it’s faster and more convenient.
In addition, you do not have to stand in lines and fill out paperwork by hand. First, you will need to enter the data from these documents on the website, and then, when the application is registered and you pay the state fee, personally bring the originals for verification. This method will also save you 30% of the cost of state duty - only portal users have this opportunity on the basis of paragraph 4 of Article 333.35 of the Tax Code of the Russian Federation. The state fee can be paid at a discount on the portal using a bank card, through an electronic wallet or mobile operator.

Important: if your passport is lost or stolen, you cannot submit an electronic application - you need a personal visit.

The second time you come to pick up your document, a notification about readiness will appear in your personal account on the State Services portal.

Contacting the MFC

MFC (Multifunctional Centers) is a network of government agencies operating in a single window mode, where any citizen of Russia can apply to receive or issue almost any document from a variety of government agencies. MFC is an excellent intermediary between citizens and any authorities. In addition, using his services frequently is much more pleasant and comfortable than contacting officials directly. As a rule, there are no queues there, and the local staff is not spoiled by bureaucracy.

The MFC operates on the basis of Federal Law No. 201 “On the provision of services to the population.” It was created to relieve officials and the convenience of citizens and performs such tasks as:

  1. Simplifying citizens' access to any municipal and government services.
  2. Reducing the time it takes to complete and receive various documents.
  3. Reducing the burden on government employees.
  4. Improving the quality of service to citizens due to the absence of the need to run to different authorities to collect extracts, certificates and documents.
  5. Reducing queues for receiving and processing documents.

According to reviews that can be found on the Internet, contacting the MFC is much more convenient and comfortable than directly contacting the departments of the Main Department of Migration Affairs of the Ministry of Internal Affairs. Here, there is greater transparency in the procedures for working with documents; in addition, you can always see the status of your application for service, what step the document processing is at, and when you can get the final result.

To speed up the process, you can sign up for a specific service time on the State Services portal. As a rule, this is not necessary, since live queues do not exceed 20 minutes.

Is it possible to pick up a completed passport later than the deadline?

As a last resort, unlawful actions of FMS or MFC employees can be sued. What to do if you did not manage to meet the allotted deadlines for registration The passport is considered invalid if it has not been changed within the required 30 days, or if it is in poor condition (torn, dirty, etc.)

. In cases where a citizen of the Russian Federation lives in a country with an invalid document, the violator is subject to an administrative fine in the amount of 2 to 3 thousand rubles for residents of all regions of the country, for Moscow and St. Petersburg - 3-5 thousand.

The only option if the established deadlines are violated is to pay a fine and start collecting and submitting documents for a passport. There is no point in appealing sanctions in court. Firstly, this is unnecessary waste, and secondly, you are in any case an offender, since you did not meet the allotted deadlines.

What is the risk of delay?

The issued passports are stored in the relevant department of the migration service to which the documents were submitted, and the documents will be stored for a long time, and therefore you can apply at any convenient time.

In the vast majority of cases, during the first three months you can receive your document without providing any additional certificates or paying all sorts of fees.

Current legislation does not provide for any fines or other penalties for the fact that a person does not apply for a formalized identification document.

If a foreign passport was prepared more than three months ago, it may not be issued, since in the process of preparing all the necessary documentation and making a decision, it will be necessary to obtain data from the Internal Affairs Directorate, the Main Internal Affairs Directorate, the Ministry of Internal Affairs and the Information Center, and the information received from these authorities will stored for three months.

After this period ends, requests must be sent again, and then the situation may develop in different ways. In the vast majority of cases, the request is sent again, after which the citizen receives the required document over the next two to three weeks, but it also happens that the foreign passport is marked as unclaimed and sent for scrap.

In the first case, it is not at all necessary to pay any additional fees or provide authorized employees of the government body with certain documents, while the second option is much more difficult to implement.

How to restore a USSR passport

? — Often this is impossible, because... the citizen will be issued a new passport to replace the old one.

Read what the USSR passport law says here.

If a person applied for a foreign passport, as a result of which the issued document was marked as unclaimed, it will no longer be possible to pick it up, that is, you will have to re-bring all the necessary documents and photographs, after which you will have to wait in line and pay a new state fee.

Sample birth certificate

Is it possible to exchange for an electronic version?

It has been said more than once that when electronic passports are issued in the regions of Russia, the exchange based on age will not be carried out for an old-style paper document, but its electronic version will be issued. This is the modern form of passport. Its difference is that the person’s personal information will be indicated:

  • on the surface of the document – front and back;
  • in machine-readable form (digital-alphabetic code on the back);
  • in electronic form (reading occurs through a microcircuit on a plastic card).

A pilot project for obtaining new passports took place in Crimea, but this change is not yet in effect throughout Russia. It is expected that it will be implemented in the near future.
