Living without your usual passport, which you have not parted with since you were 14 years old and which you have already become accustomed to, is uncomfortable. This is especially unpleasant if you have an urgent trip, you need to issue a power of attorney and open a bank account. Not having your primary identification document when needed can have a serious impact on your business or personal life. Therefore, when it happens to restore a lost document or exchange it for a new one, the main thing that worries you is how long it takes to make a passport in 2021, when it can be obtained, and whether it is possible to speed up this process.
New validity period for Russian passport
The regulation on the passport of a citizen of the Russian Federation, a sample form and its description was approved by Decree of the Government of the Russian Federation dated July 8, 1997 No. 828. From July 16, 2021, it is valid in a new edition thanks to the specified Decree of the Government of the Russian Federation dated July 15, 2021 No. 1205 with amendments (hereinafter referred to as Resolution No. 1205).
Now the validity period of Russian passports subject to replacement upon reaching the ages of 20 and 45 years has been extended to 90 days .
Note that until July 16, 2021, when a citizen turned 20 or 45 years old, he needed to immediately change his passport, since this document automatically became invalid.
The bottom line is that during the period of obtaining a new passport, which takes from 10 to 30 days, the citizen was issued a temporary identity card. However, with such a document the possibilities are very limited. For example, it is impossible to get a loan from a bank or register on the State Services website.
From July 16, 2021, employers, when hiring and in other cases, cannot require another identification document from a citizen due to “overdue” Russian passport.
The new rules saved people from such inconveniences. Now the general civil passport of the Russian Federation of persons who turn 20 or 45 years old will remain valid until the day a new passport is issued, but no more than 90 days after reaching this age (except for conscripted military personnel).
That is, there is no longer a need to urgently re-issue a document immediately after your birthday.
Algorithm for restoring a passport in case of loss or theft
To obtain a new passport to replace a lost (stolen) one, you must follow the following system.
1. Contacting the police with a statement about the theft of your passport (if it was stolen).

- the unsuitability of the passport for further use due to a violation of the security elements of its passport form, as a result of which it is impossible to establish its authenticity and ensure protection against changes in the information printed on it;
- damage that violates the integrity of the passport form (the absence of a page or part thereof intended for making notes/entries);
- wear (damage), in which it is impossible to unambiguously visually determine the presence or content of the information and details specified in the passport (full name, date and place of birth, gender, name of the authority that issued the document, number or series, date of issue), machine-readable records or photographs.
How can you find out if it's ready?
State authorities officially notify the applicant about the readiness of a civil passport and the need to obtain it.
The preliminary deadlines for issuing a Russian passport are communicated to the applicant when submitting the application. If, after 15 days from the established date of receipt, the passport is not requested, a written notification (in any form) is sent to the applicant about the need to obtain it.
The message also comes via SMS to the phone number or email address that was specified when submitting the application. When submitting an application through the State Services portal, such an invitation comes to the applicant’s personal account.
The finished document will await its owner within three years from the date of registration. If during this time the applicant does not appear, the passport will be destroyed in accordance with the established procedure.
Can they refuse, why and what to do?
Refusal to satisfy a request to replace the main identity card while in another region can occur for completely different reasons. But all of them will correspond to the standard ones; no features related to regional inconsistencies are provided. The most common reasons include:
- documents were not provided in full;
- paperwork criteria are not met;
- violations were identified in filling out the application;
- Invalid or inauthentic documents were submitted;
- there is no legal reason to replace the passport.
In any case, all the above factors are the responsibility of the applicant.
Important! Refusal to accept a request to re-register a document must be made in writing, indicating the reasons that served as the basis for such a decision. If a citizen accepts the reason as unlawful, he can apply to the court with a request to review the results of the consideration.
However, in most situations it is enough to simply correct the identified violations:
- deliver papers or correct inaccuracies;
- refill the application;
- confirm the existence of grounds for initiating the procedure.
In order to avoid delays, unnecessary time and financial costs, it is enough, even at the first application, to take full responsibility for the need to ensure compliance with the requirements specified in the legislation.
Current legislature
Taking into account the law of the Russian Federation, obtaining a Russian passport not at the registration address is legal. The receipt procedure is regulated by several acts, including Regulation No. 828 of July 8, 1997, Order No. 319 of the Federal Migration Service of the Russian Federation, as well as the Administrative Regulations of the Migration Service of the Russian Federation. Based on clause 17 of Order No. 319 and clause 10 of the Regulations, you can submit a package of documentation for replacement to each branch of the Federal Migration Service or MFC located in the Russian Federation. Citizens who do not live at the registration address are required to issue a document, but in this case the period for replacing it will be extended.
Reasons why a replacement may be refused
If you urgently need to replace your passport, and the applicant has provided a complete and correct package of documents, he will be issued a new identity card within a strictly established time frame in any region of the Russian Federation. But there are cases when employees of the migration service or MFC refuse extradition. The reason may be either simple inattention of the applicant or more serious problems. A justified refusal is possible in the case of lack of Russian citizenship, indication of inaccurate or missing necessary data in the application, as well as unpaid state duty. Also, the passport will not be changed if the citizen:
- has not reached the age limit of 20 or 45 years;
- filled out the application incorrectly or provided incorrect information;
- did not provide all documents;
- attached photos that do not meet the requirements;
- attached to the application documents not in Russian without translation or documentation from foreign countries without an apostille;
- did not bring your old passport unless it was lost or stolen.

To replace your passport in another city, you must provide the following documents:
- Completed application form 1P. ()
- Old passport (except in cases where it was lost).
- Two photographs 3.5 x 4.5 centimeters (three photographs if you need a temporary ID).
- Certificates, certificates for filling out other sections of the document. This includes a certificate of marriage or divorce, military ID, birth certificates of children under 14 years of age.

How do you change your passport?
Every owner of a foreign passport is also concerned about the question of whether it is necessary to change it at the registration address. It should be remembered that FMS employees cannot refuse to issue any applicant who lives on the territory of the Russian Federation. Such a document is issued even without registration, but it will not be tied to a specific branch of the migration service. When submitting a package of documentation for obtaining a foreign passport at a location other than the place of registration, the document will be prepared longer than the standard period, which can last up to 4 months.

According to paragraph 18 of paragraph 1 of Art. 333.33 of the Tax Code of the Russian Federation, for the loss of a passport and the issuance of a new one, you need to pay 1,500 rubles.
In addition, you will need to pay a fine, as well as the services of a photographer to take two new photographs.
Fine
If you applied immediately, Art. is waiting for you. 19.16 of the Code of Administrative Offences. The punishment under it is, one might say, purely symbolic: a fine from 100 to 300 rubles, but you can also receive an oral reprimand - this is permissible within the framework of this regulatory act.
