What papers are required

Visitors to the public services website, before checking out, must collect in advance all the necessary documents that will be required for deregistration:

  • passport;
  • a document confirming registration (page spread in the passport or certificate of temporary registration);
  • an extract from the house register at the citizen’s place of residence;
  • passport of the legal representative, if any.

Passport

Extract from the house register

Document confirming registration

Attention! All documents must be in electronic form. When filling out the form, they are entered in the specified fields to receive the service.

This list does not include an application for deregistration. Another convenience: the system will present the user with questions and then draw up a document for discharge.

How to check out of an apartment through government services:

  • After confirming your account, go to: gosuslugi.ru
  • There is a menu on the right. You need to select the item “Removal of a citizen from registration at the place of residence.” Depending on the type of registration, this may be another item, for example, “...at the place of residence.”
  • The user sees on the monitor a detailed description of the deregistration process. Now you should click on the “Get service” button. It is located in the upper right corner.
  • Next, you need to study the information that appears about how personal data is processed. After carefully studying it, you need to check two boxes and select “Next”.
  • The next step is to fill out the personal information form. If you don’t know what your future residential address will be, you don’t have to fill out the item about your new place of registration.
  • Now you have to select the FMS address at the place of registration. To do this, press the “select” button.
  • In the final part, the user needs to choose how to notify him about the progress of the service. Select the appropriate information and click “submit application”.
  • The application procedure has been completed. You can obtain information about its status by logging into your Personal Account.

For your information. The system may refuse to accept an application if there are errors in submitting personal data.

After three days, applicants should visit the FMS, bringing with them the original documentation that was indicated on the portal. They will be verified by the registrar. If everything is in order, a discharge stamp will appear in your passport.

Is it possible to check out of an apartment through government services?

It is possible, but not entirely. Online registration involves submitting documents to the relevant structures (in this case, the Ministry of Internal Affairs). There the application and the documents attached to it are studied, the information is checked, and so on. Only after this the applicant is informed of the time and place where he needs to appear in order to complete the discharge or registration procedure. As a result, you should not expect that everything will be done exclusively from home, without personally visiting the relevant structures.

Advantages and disadvantages of this method

The disadvantages of the system include the fact that documents will first need to be scanned or photocopied, after which they will be sent to the Ministry of Internal Affairs and wait. After this, all the same papers will need to be brought in person. It is not comfortable. In addition, this procedure may be more time-consuming than standard registration or checkout through the same MFC (My Documents). However, the service also has its advantages:

  • By the time you personally visit the Ministry of Internal Affairs office, all documents are guaranteed to be in order and ready for submission. Otherwise, the application will simply not be accepted.
  • If there is nowhere to rush, then this option will be even more comfortable, because a specific place and time will be allocated to receive the person. There will be no need to stand in queues.
  • All the necessary information will be before your eyes. You won't be able to forget the necessary papers. It also eliminates the need to convey anything after submitting documents, because everything will be ready anyway.
  • More reliable. When submitting papers in person, there is always a possibility that some of them will be lost and it will be relatively difficult to prove the fact that these documents were transferred. In the case of online registration, you can always confirm both the fact of transfer and the list.

Extract and registration at the same time - is this possible on the service website?

If you proceed in order: first the tedious procedure of deregistration, then again filling out documents for registration in a new living space, this will take a lot of time. Now, according to the law, you can be discharged and registered at the same time. When registering, citizens are not burdened with a large list of required papers. This service is convenient when moving to another city.

To register on the Internet portal you must:

  • user account and registration;
  • passport of a citizen of the Russian Federation;
  • the owner’s passport and document on the ownership of the housing in which the citizen is registered.

Procedure for changing your registration:

  • Go to the State Services Internet portal, enter your login and password. Select the registration function among the services and click on the blue “Get service” button.
  • Study the text and put a tick under it.
  • Determine the city where the user is located, where he will visit the department of the Main Department of Migration Affairs of the Ministry of Internal Affairs.
  • Choose how the application will be submitted - on your own behalf or on behalf of minor children. Confirm by pressing the blue button.
  • Provide your details exactly as they appear in your passport. Enter your phone number and email address.
  • Inform your old residential address and the new one where you will register. And below, indicate with a tick that the citizen has not been deregistered at his previous place of residence.

Important! If the user erroneously indicates that he has already deregistered, he will have to re-submit the application.

If a person intends to register in his own apartment, this should be o. If in someone else’s home, you must enter information with the owner’s passport details. Here is information from the certificate of ownership of the apartment. Confirm by pressing the blue button.

If a citizen wishes to register in someone else’s residential premises, he must confirm the consent of the owner in an interactive application. You can carry out this action both on the service and by attaching an electronic copy of the document.

Next, information about other citizenship (current and past) will be required.

✅ Is it possible to register minors?

The registration of minors deserves special consideration. Turning to the law, you can see that children under 14 years of age must live with their parents (Article 20 of the Civil Code of the Russian Federation). Having reached 14 years of age, a child can live separately from his parents, but only with their consent.

The procedure for registering a child in an apartment through State Services is practically no different from those described above. The only requirement is to create a Personal Account for a child if he is already 14 years old. Consequently, from this age a minor can fill out an application independently. Children under 14 years of age are under the care of their parents. Registration is carried out on the basis of electronic applications on behalf of the parents.

The features of registration of newborns are somewhat different:

  • Registration with the mother does not require the consent of the father.
  • Registration in the father's apartment requires the mother's consent.

Please note that before submitting an electronic application through State Services, you must provide written consent. The document is certified by a notary and attached to the main list of documents for registration. Next, all you have to do is submit an application through State Services and wait for a visit to the MFC or Department of Internal Affairs in the region.

Deregistration of children occurs in the same order. Read about this in the articles “Discharging a minor child from an apartment,” as well as “How to discharge a child if an apartment is sold.”

Application sent: what next?

By using the services of the portal, the user will find out in which unit of the Main Department of Migration Affairs of the Ministry of Internal Affairs (FMS) he will receive a registration stamp. The website will provide all the details and even provide an Internet map.

Within one or two days, a number will appear on the website in the “My Applications” section, as well as the status of the application. An invitation from the Main Directorate of Migration Affairs of the Ministry of Internal Affairs to change your registration will arrive in three days or a little later - by email.

A visit to the Federal Migration Service will also not take much time: employees will check passports and a certificate of ownership of the apartment.

The applicant for registration will sign his application for registration, the owner will fill out a form of consent to register a citizen in his apartment. Accordingly, two new stamps will appear in the passport - about withdrawal and about registration.

Price

Submitting an online application for deregistration and subsequent registration at a new place of residence on the State Services website is absolutely free. You won’t have to pay anything when visiting the territorial office of the migration authority.

The only expenses you may incur are paying for the services of a notary in order to properly issue a power of attorney for your representative. In practice, such situations are extremely rare; mostly people try to participate in the discharge on their own. And the law says nothing about trusted third parties, which is why representatives of government agencies are reluctant to accept applications for extract and simultaneous registration by proxy.

Therefore, before going to a notary to draw up the relevant document, it is better to call the passport office and ask if your authorized representative can complete the procedure on your behalf.
