Time to settle the score

It happens that service organizations do not respond quickly enough to requests from St. Petersburg residents or completely ignore their calls. All complaints about the work of the management company or homeowners association must first be submitted to them.

Typically, complaints are accepted in writing at the organization's office or by registered mail. In any case, you should receive confirmation that your complaint has been accepted.

The confirmation must include the name of the recipient, date and stamp.

If you have not received a reasonable answer to resolve the situation, then you should contact several organizations to choose from: the State Housing Inspectorate of the region, Rospotrebnadzor, the local antimonopoly service, the district administration, the prosecutor's office and the court.

For all degrees and liters not received on time, you can receive a recalculation. The law established maximum terms for the restoration of heat, water and light, after which the service organization is obliged to reduce the amount of payment.

According to standards, the minimum temperature in an apartment in winter is +18ºС, in corner rooms +20ºС. If the heat is turned off, it must be restored within 16 hours if the apartment is above +12ºС.

If the temperature drops below, then companies are given 4 hours. For each hour of delay, your resource fee is reduced by 0.15% of the cost at the hourly rate.

And the same - for every degree of deviation from the temperature regime.

The minimum temperature of hot water is 50ºС, deviations by 3ºС are possible during the day, and by 5ºС at night. For every three degrees below the norm, the fee is reduced by 0.1% of the cost for each. If the water temperature is below 40ºС, then you can pay for it as if it were cold.

The fee for cold water is reduced by 0.15% of the cost for each hour of absence, if there was no water for more than eight hours for the entire month or for four hours at a time (in case of a pipeline accident - a day). Electricity charges are reduced by 0.15% of the tariff price for each hour of no light.

The Housing Committee reports that automatic recalculation is carried out only for recipients of “pink” receipts from the State Unitary Enterprise All-Russian Central Communal Enterprise “Housing Economy”. In other cases, citizens should apply for recalculation to the management organization. In case of incorrect calculations and violations, contact the emergency dispatch service: 004 or 112, providing your name, address and reason for the complaint.
