When a letter is written to provide information or documents

Request letters are intended to obtain additional information and documentation needed in life and business situations. They are addressed to:

  • legislative and executive bodies of state power, their territorial divisions;
  • business partners;
  • counterparties;
  • parent company and subordinate organization;
  • subsidiary company;
  • a separate division;
  • corporate governance bodies;
  • suppliers of goods, works and services to the population.

A letter of request is a document that has legal force, so it:

  • must have all the necessary details;
  • drawn up in accordance with state regulations, if addressed to government agencies.

IMPORTANT!

Using a request for information, you cannot obtain information containing someone else’s personal data, state or commercial secrets.

What do government agencies ask for?Commercial and consumer requests

  • information about the owners of real estate, land plots and buildings;

Some information is not disclosed. For example, when checking a counterparty, you will not be provided with all the requested documents, but they can be replaced.

1. In what ways can you fill out a request? The way you fill out a request depends on how you will submit it. You can fill it out (clause 30 of the Procedure for providing information from the Unified State Register): in paper form, if you submit it in person or by mail. It is filled out according to the form given in Appendix No. 2 to the said Procedure.

Please note that if you apply in person, you do not have to fill out a request; it will be filled out for you by a document acceptance specialist (note to the said request form). The request must be printed on A4 sheets, and when filling out the form, in the appropriate columns, all sheets must be numbered and their total number must be indicated in the request (note to the said request form); electronic. It is more convenient to fill out a request on the Rosreestr website (https://rosreestr.ru/wps/portal/p/cc_present/EGRN_1). Here you can create a request for the most popular types of statements. You can also fill out a request in the form of an electronic document and send it using the web service (clause 30 of the Procedure for providing information from the Unified State Register of Real Estate). Keep in mind that when filling out a request electronically, it indicates the same amount of information as in paper form (clause 33 of the said Procedure). 2. How to correctly fill out the details of the request form It is not difficult to fill out the request form for information; it contains footnotes with explanations. In this case, pay attention to the following details (columns) of the request: detail 1 (name of the body to which the request is submitted). To fill it out, you first need to figure out where you will be submitting the request. You can find out which body accepts requests for information from the Unified State Register of Real Estate in your region on the Rosreestr website (https://lk.rosreestr.ru/#/offices). Please note that if you submit a request to the cadastral chamber, you must indicate the Rosreestr body that operates in this territory (footnote 1 in the request form); Details 1.1 indicate the information you need to obtain. Depending on this, it is either a “real estate object” or a “right holder”. However, you can obtain information only about one object or one copyright holder (note to the request form). Please note that you can obtain information about the copyright holder if you yourself are him, his representative, the mortgagee, or have the right to inherit real estate (Part 13, Article 62 of the Law on State Registration of Real Estate); When filling out information about a property, indicate its cadastral (or previously assigned registration) number. Instead of a number, you can provide the address of the object and its area (footnote 3 in the request form). You can find out the number, as well as the area of ​​a land plot, building or structure using the Public Cadastral Map (https://pkk5.rosreestr.ru/); in the “in type” attribute, you must select the type of document providing information. Select only one extract or certificate you need. Upon one request, you will be given only one document (Part 4 of Article 62 of the Law on State Registration of Real Estate, Clause 31 of the Procedure for Providing Information from the Unified State Register of Real Estate); in details 1.2 and 1.3 you need to indicate in what form (paper or electronic) and in what way the information will be provided to you. Please note the following: - in the column “At the registration authority” you need to indicate the authority from which you will receive the extract (certificate). This is the same authority you will submit your request to. If you submit it to the cadastral chamber, then in this column (despite the fact that the territorial body of Rosreestr is indicated in detail 1) you need to indicate the name of the division of the cadastral chamber (footnote 15 in the request form); — you can check the box for receiving the document at the MFC or the box “By sending an electronic document using web services” if you submit a request in the same way. This appears from footnotes 16 and 17 in the request form; - if you are an o, then be sure to indicate her address; detail 3 must be filled out if the request is submitted on behalf of an individual. In this case, detail 4 does not need to be filled out, and detail 5 - only if the request is submitted by a representative of an individual. Who compiles and in what form

There is no unified form or sample request to customs for information, since each situation is unique. Its content will be determined by:

  • for the purpose of obtaining the necessary information;
  • regulations, if the addressee is a government agency;
  • the compiler and his vision of the situation.

Who usually prepares the appeal:

  • in the interests of the organization, this is done by any authorized and competent employee on behalf of or in accordance with official authority;
  • citizen personally or his authorized representative.

How to send an application or request by mail?

Another way to submit an application or request to Rosreestr is to send them in the form of documents on paper by post with a declared value when sent, a list of the contents and a notification of delivery to the territorial body of Rosreestr at the location of the real estate property.
