What you need to know about pet rules

Many people have animals at home. But before you get a pet, you need to know:

- how to properly maintain it;

— what payments will need to be made;

- what is the responsibility and what can happen and much more.

Let's consider these and other points in more detail.

What to do after getting a pet

So, you got a pet and have even thought of a name for it. What needs to be done next?

First of all, the animal must be registered . This can be done at the housing department or at the owners' association (for rural areas - at the village executive committee) at the place of residence by writing an application. In addition to the application, you will also need to present an identity document <*>. This procedure is free and is completed on the day the application is submitted. As a result, you will receive an indefinitely valid certificate and tag for your pet. The tag must be permanently attached to the animal's collar <*>.

Note! Only cats and dogs . Moreover <*>: - these animals are subject to registration within 3 days from the date of purchase ; - puppies and kittens must be registered at the age of 3 to 3.5 months.

Next, you must notify the veterinary institution at your place of permanent residence about the purchase of a pet. This must be done within 3 days after adopting the animal <*>.

For information, the Veterinary Institution must also be notified of the sale, death, loss, change of residence or surrender of a dog or cat.

If the animal has already reached the age of three months, it must be vaccinated against rabies. This vaccination must be done annually <*>.

Note! Not only cat and dog owners should have their pets vaccinated against rabies. This rule applies to all carnivorous animals that have owners <*>.

If you live in a private house <*> or in an apartment in a blocked residential building <*>, then you must build an enclosure(s) for animals (if they are kept on the street), and also ensure that the surrounding area is fenced with a height of at least 1. 7 m (in case of walking animals) <*>.

What rules must be followed

As strange as it may sound, your animals are your property <*>, and as a general rule, you bear the burden of maintaining such property <*>. Let's look at some of the requirements that you must comply with as the owner of such a specific property.

In one apartment of a multi-apartment residential building <*> you can keep no more than two animals (dogs, cats). If several tenants (owners) live in an apartment, it is allowed to keep no more than one animal per family of each tenant (owner). It will only be necessary to obtain the consent of all adult residents <*>.

Note! These requirements do not apply to private houses or apartments in blocked residential buildings.

You must keep animals directly in your home. This means that keeping animals in auxiliary premises <*> is prohibited <*>.

Note! This requirement applies not only to cats and dogs, but also to any animals, including bees!

If your pets leave the confines of your home (walking, moving, etc.), then you must take measures to exclude the possibility of them causing harm to other citizens, animals and polluting common property located in auxiliary premises and in the local area <*> <*>.

Example When returning from a walk with your dog, you should not allow your pet, for example, to stain your neighbor in the elevator or scratch your neighbors’ belongings in the vestibule.

It is necessary to comply with the requirements for walking pet dogs and cats. Thus, it is prohibited to walk them in the local area <*>. While walking, the dog must be kept on a short leash and muzzled, except for puppies up to three months and decorative dogs up to 25 cm tall at the withers, which can be walked on a leash without a muzzle. Dogs should be walked only in specially designated areas <*>.

Note! You can take dogs, cats and other carnivorous animals for walks in public places only if they are vaccinated against rabies <*>.

When walking, your dog or cat must be accompanied . Otherwise, the animal will be considered stray. Within a populated area, such an animal will be subject to capture, even if it has a tag, collar and muzzle <*>.

What payments need to be made

Currently, the law obliges only dog ​​owners to make certain payments <*>. Tax on dogs must be paid quarterly from the moment they reach the age of three months <*>.

An amount of <*> is payable for each quarter:

— 1.5 BV for a dog of a potentially dangerous breed <*>;

— 0.3 BV in all other cases.

Note: Minsk city and local Councils of Deputies have the right to reduce (but not more than 2 times) tax rates for dog ownership <*>. Thus, the rate for owning one dog of a dangerous breed in Minsk is 1 BV per quarter <*>.

The tax amount is included in the rent <*>. This means that you do not need to go somewhere specially and pay this tax. It is included in the “fat” in the corresponding month.

What is the responsibility and what is the threat?

If you violate the Rules for Keeping Pets, you may be subject to administrative liability in the form of <*>:

- warnings or

- a fine in the amount of 1 to 15 BV (as of April 19, 2019 - from 25.5 to 382.5 BYR).

Such liability may arise if, for example, you keep an unregistered cat or dog, walk them in the wrong places, walk your dog without a leash, etc.

If the violation of these Rules resulted in harm to the health of people or their property, the amount of liability will be higher <*>:

- a fine in the amount of 10 to 30 BV (as of 04/19/2019 - from 255 to 765 BYR) or

- administrative arrest.

01/20/2020 Keeping animals in private farms must comply with the rules. This is necessary to prevent outbreaks of dangerous diseases and maintain sanitation at the proper level. The standards regulate the handling of products, waste, and maintaining order in premises and feed warehouses. Compliance with them makes it possible to reduce mortality on the farm and ensure veterinary and sanitary safety.

Not only large farms, but also owners of personal subsidiary plots are required to comply with the law. Compliance control is carried out by the Federal Service for Veterinary and Phytosanitary Surveillance and its territorial departments within the framework of federal state veterinary supervision. Standards for keeping animals are regulated by federal legislation and municipal acts.

Veterinary and sanitary requirements

In order to carry out veterinary control properly, the municipality registers productive animals living on farms. Owners of private household plots must contact the administration to make entries about the number of livestock in the household register. Special mention should be made about this book. It is an official document that must be maintained in accordance with the procedure established by the Ministry of Agriculture. The use of information from it is permitted when implementing activities by executive authorities. The household register is the only official document confirming that a citizen has a personal subsidiary plot.

To register the number of productive animals or birds, contact the local administration with an application for registration of the farm. To carry out the necessary actions, it is necessary to inform the specialist about the number of animals and birds of each species. In small settlements, the local government carries out an annual walk-through to survey farm owners about the number of animals. In addition to general standards, the municipality may present its own. They are developed in the form of rules and are subject to execution, and for violation there is liability.

Farms themselves are required to keep records of livestock using free form documents, as well as assigning inventory numbers to animals through the use of various forms of tagging: chipping, branding, attaching tags. If an animal is removed from the farm register for one reason or another, the local government body and the state veterinary service must be notified about this.

Procedure and conditions of detention

To ensure comfortable coexistence between humans and animals, standards also establish the placement of buildings on the territory of farms that house breeding stock.

In addition to special standards when locating business facilities, the following must be observed:

  • urban planning standards;
  • environmental;
  • sanitary and hygienic;
  • fire protection

Buildings for keeping animals must be located at the required distance from residential buildings and fences. Rationing is established by veterinary regulations and the municipality.

Rules for preparing veterinary documents

The issue of issuing veterinary accompanying documents is regulated in detail by federal legislation. It is necessary to draw up such documents not only when handling animal products for sale, but also when carrying out actions with live stock.

  • Registration of veterinary documents is necessary when producing products of animal origin for the purpose of sale.
  • The movement of animals, poultry and products also requires the preparation of documents.
  • The transfer of ownership from one person to another for agricultural products and productive animals is accompanied by the execution of veterinary accompanying documents.

Modern technologies make it possible to issue certificates electronically. This method received the right to be implemented thanks to an order from the Ministry of Agriculture.

Veterinary rules: rights and obligations of owners

The owner of farm animals has the right:

  • breed animals on your own property in the quantities permitted by local authorities;
  • receive subsidies and preferential loans from the state for the development of their economy;
  • receive products from your animals and sell them, following the rules;
  • graze livestock on organized pastures.

An economic entity - owner of farm animals is obliged to:

  • register each animal in the household book;
  • vaccinate productive animals against especially dangerous and quarantine diseases;
  • notify the veterinary station about the death of livestock from unknown causes;
  • slaughter livestock in the prescribed manner;
  • comply with veterinary and sanitary standards when organizing the life of animals;
  • do not allow animals to go into public places;
  • Monitor the cleanliness of the area, remove waste and prevent infestation.

Expert advice

Neighborhood with farm animals rarely suits all neighbors; the law in these situations most often ends up on the side of people. Therefore, in order to avoid troubles and administrative measures, try to adhere to the law and find compromises.

  • At the stage of constructing utility rooms, take care of cleaning the waste and think about how to organize regular flushing of waste systems. If your farm does not emit unnecessary odors, you can assume that half of your problems are gone.

Install objects in which animals will be placed as far as possible from the fence and neighboring buildings.

  • A tall and strong fence is your best ally. The less your neighbors see, the easier it is for them to accept the fact of a difficult neighborhood. An ideal fence should be solid and not allow sounds and smells to pass through.
  • Try to vaccinate your livestock on time; an accidental complaint can result in an inspection and investigation.
  • Never slaughter livestock yourself; this is a violation of many veterinary norms and regulations.

Chipping and identification

The first bill will oblige citizens of the Russian Federation to register and chip their animals. This, according to the authors of the bill, is necessary to prevent the spread of infectious animal diseases, as well as to identify the sources and routes of spread of pathogens of infectious animal diseases. In addition, identification and registration of pets will be carried out in this way.

Such measures will simplify the process of searching for a runaway pet, and will also allow you to quickly determine the owner in the event of an attack, say, by a dog on a stranger. The authors of the initiative indicate the following issues to be resolved by these measures:

  • provide the opportunity to travel freely with the animal;
  • bring to justice an unscrupulous owner who deliberately abandoned an animal on the street;
  • to prevent infection with diseases common to animals and humans.

Vladimir Burmatov , Chairman of the State Duma Committee on Ecology and Environmental Protection, considers the initiative correct. But there is one “but”.

Chipping, according to Mr. Burmatov, should be free and carried out on a voluntary basis.
