Who can be recognized as low-income

The defining standard is the minimum subsistence level (MSM). According to the current rules, this indicator is updated quarterly. The calculation is carried out using a unified methodology, but taking into account regional characteristics. Separate calculations are made taking into account the consumption patterns of different categories of citizens. Below are reference data as of the last quarter of 2021 (total MSP/able-bodied person/pensioner/child) in rubles:

There are incomes that are actually available, but they do not need to be taken into account when calculating in 2022, otherwise the government service will not be received. A housing certificate is a document on the basis of which a citizen can pay for the purchase of a new home at the expense of the state.

The main condition for receiving it is that the house is recognized as unsafe before January 1, 2021. It is also important that ownership is acquired before the house is declared unsafe. An exception is receiving housing as an inheritance.

The state buys one square meter at a price of 83,963 rubles. The minimum footage is 33.5 square meters, even if the area owned by the owner is actually smaller.
