Legislative regulation

Based on Decree No. 714 to Federal Law No. 27, certain changes are made to the law “On Veterans”. They indicate that all WWII veterans must have their own housing, therefore providing them with living space is a priority for the state.

Important! Veterans living in unsuitable living conditions, as well as family members of disabled people or WWII participants, can apply for such assistance.

Support is provided through government funds. The Presidential Decree issued in 2010 does not provide an exact time frame within which the program must be implemented.

Veterans who need to improve their living conditions can apply for housing at any time, and do not need to register for housing.

Money for these purposes is allocated from the compensation fund, and the standard is up to 22 square meters. m.

Who can be the recipient

WWII veterans can apply for apartments, but they must belong to one of the following categories:

  • veterans who became disabled during the war;
  • participants in military operations, and they can not only participate in the war, but also be employees of various military educational institutions, participants in various units or other organizations that are not part of the army;
  • military personnel with insignia;
  • people who worked during the war at various facilities belonging to the air defense;
  • participating in the construction of various defense structures;
  • included in the staff at various military naval bases of the fleet or airfields;
  • working on railways or roads located near the front;
  • located on fleet ships detained in ports of other countries at the beginning of the war;
  • residents of besieged Leningrad who have a badge of distinction;
  • family members of deceased WWII participants;
  • family members of people who are employees of medical organizations in Leningrad.

All of the above citizens can apply for housing.

What conditions must be met?

In order for WWII veterans to be recognized as needing housing, the following requirements must be met:

  • the person does not rent housing on the basis of social use or social rent, and he does not own an apartment or house, and he should not be a member of the family of the person who has entered into the above agreements or has his own living space;
  • a person rents housing or owns it on the basis of property rights, but its square footage is not enough for all family members;
  • the citizen lives in unsuitable conditions;
  • People are forced to live in the same apartment or house with a person who has chronic and contagious diseases, and there are no opportunities for resettlement.

Important! A significant condition is that a person must live in a particular region for at least 10 years.

Veterans and their widows have the right to housing.

What is the maximum property size

Housing is offered under several conditions:

  • when drawing up a social tenancy agreement;
  • a sum of money is transferred in the form of a subsidy intended for the purchase of real estate;
  • a one-time payment of money that can be used exclusively for the purchase of an object or for its construction.

Important! Each region has its own area standards, for which the number of people in the family is taken into account, and payments are usually assigned based on a standard area of ​​36 square meters. m., and also takes into account the cost of 1 sq. m. of housing in a certain region.

If an amount of money is issued that is not enough to purchase real estate, then the additional payment must be made from the citizen’s personal funds.

A veteran can use the help only once, and the certificate can only be used for strictly specified purposes. You cannot use money to repair premises.

In fact, this document is considered a kind of government tool to fulfill their promise to provide good housing with all the amenities to a certain category of citizens.

The implementation of the housing program was suspended for some time due to the unfavorable economic situation. And only very recently it resumed. Most regions of the country were engaged in the construction of new housing complexes, in which apartments were allocated for veterans, and gave them, as well as their widows, the opportunity to improve their living conditions by moving from dilapidated buildings to more comfortable premises.

How to get living space

The process of obtaining housing is divided into stages:

  • a statement is generated;
  • the necessary documents for the process are prepared;
  • transfer of documentation to the administration;
  • a commission is created to review the application and papers;
  • a decision is made, of which the applicant is notified;
  • a veteran gets on the waiting list for housing;
  • when allocating funds, he must sign a special contract for the purchase of housing;
  • then he registers his right to the object;
  • if apartments belonging to the municipality are allocated, then a social tenancy agreement is signed;
  • the contract is accepted for payment;
  • funds are transferred to the citizen or he receives a certificate.

Important! It is possible to receive a refusal to provide housing or money, but it must be reasoned and objective.

What documents are needed

To receive support from the state, a veteran must prepare documentation:

  • passport;
  • statement;
  • a document confirming that the citizen was a participant in the Second World War;
  • marriage certificate;
  • certificate of family composition;
  • a certificate from the BTI indicating the presence of utility debts or their absence;
  • extract from the house book;
  • an extract from Rosreestr confirming the absence or presence of objects in the property;
  • a document on the basis of which the veteran lives in a specific housing.

Important! Veterans can use the help of representatives, for which a power of attorney is issued to them by a notary.

Assignment of status

To receive preferences and payments, you first confirm your status as a WWII veteran. The process consists of several stages:

  • collecting documentation, writing and submitting an application to the local social services department. protection;
  • waiting for the application to be reviewed, usually this period takes no more than 30 days;
  • receiving a response to a request.

If correct data is provided, the veteran status is assigned and the corresponding certificate is issued. On its basis, a veteran's certificate is awarded. A negative decision is notified within 5 working days after the decision is made.

List of documents that will be required to apply for the status of “veteran”:

  1. A passport or a document replacing it that certifies the identity of a citizen.
  2. Photos size 3*4, which will subsequently be pasted into the ID.
  3. Certificates from archives and any other documentary evidence of the right to assign status.
  4. Documents confirming the legality of presenting awards, if any.
  5. Power of attorney, if the status is confirmed not by the veteran himself, but by the person representing his interests.

When does a veteran register and receive a subsidy?

If a veteran lives in unsuitable housing, then a commission comes to this apartment or house to evaluate and make a decision. You need to submit an application to the administration and a registration certificate for housing.

There is no exact time frame for when veterans must register. After completing the application, you are given 10 days to transfer money in the form of a subsidy.

Who is entitled to

State housing improvement programs help many categories of the population :

  • participants of the Great Patriotic War;
  • widows of veterans;
  • young families;
  • disabled people;
  • orphans;
  • large families;
  • employees of the Ministry of Internal Affairs;
  • liquidators of the consequences of the accident at the Chernobyl nuclear power plant;
  • participants in hostilities.

Requirements for candidates:

  • needs to improve living conditions - lives in a dilapidated or dilapidated house, the living space for all family members living together does not reach the accounting norm per person (12 m2);
  • fits the established category - is a WWII veteran or a widow of a war participant with the appropriate certificate;
  • there was no deliberate deterioration of living conditions - the sale of the apartment and moving to closer housing specifically to receive a subsidy must take at least 5 years from the date of the transaction.

Oddly enough, not every veteran is eligible for this subsidy.

  • combatants in the active army;
  • disabled children due to injuries during the siege of Leningrad;
  • awarded the medal “For the Defense of Leningrad”;
  • members of anti-fascist detachments located outside of Russia;
  • widows of these categories of veterans who never remarried.

Applicants have the right to choose two ways of providing housing :

  • become the owner of a personal certificate, according to which it is possible to pay only part of the purchase of an apartment;
  • get public housing.

Article 24 of Federal Law No. 5 “On Veterans” states that relatives of a deceased WWII participant are provided with financial support. At the expense of the local budget, burial, cremation if desired, installation of a monument, and transportation are organized. In this case, the relatives of the deceased veteran choose the burial place independently.

In addition to all the above benefits, veterans, disabled people and participants of the Great Patriotic War have access to special government programs that are provided for citizens after reaching 80 years of age.

The state pays financial support to veterans in the amount that is due according to their individual status in 2019:

The amount of payments to veterans is specified in Article 23.1 of Federal Law No. 5 “On Veterans”. The amount is indexed annually on February 1 by the inflation coefficient approved by the state.

Medical preferences

Veterans of military operations during the Second World War can count on annual treatment at the sanatorium. This is only possible as prescribed by the attending physician. The state pays for travel to the sanatorium and all medications prescribed by the doctor.

Disabled people and WWII veterans are served by social services out of turn. workers make house calls and are admitted to nursing homes.

The state provides the veteran with prosthetics free of charge. But this does not apply to expensive dental prosthetics, which are done in private clinics or offices.

Tax relief

WWII veterans in Russia are also provided with tax benefits:

  1. Reduction of land tax by 10 thousand rubles. If a citizen does not have a plot where such a payment amount would be established, then he is exempt from paying tax.
  2. Exemption from paying fees for going to court, the registry office, or a notary.
  3. Working disabled people receive a tax deduction of 3 thousand rubles.
  4. Exemption from property tax.
  5. Free transport or discounts on travel in some regions.

Veterans receive these benefits upon receipt of their certificate. It is advisable to clarify the list of regional programs immediately when completing the documents. In a number of regions, local authorities provide, for example, monetary compensation to those veterans who do not use public transport.

What difference does it make when the certificate is issued - in January or April?

The housing certificate is valid only for 9 months. During this time, you need to collect documents, send them to the bank for verification and find an apartment. If the transaction cannot be completed within 9 months, the certificate will be canceled and the account will be closed. The documents will have to be collected again.

Sometimes the certificate was officially signed in April, but was actually issued in June. While the bank was checking documents and opening an account, autumn was coming. Then there were negotiations with the agency, the season was approaching, and housing prices rose.

If the certificate is issued in January-February, housing can be purchased in the summer, when developers reduce prices due to holidays and falling demand. There will still be time for renovations, and by the new year it’s realistic to move into a new apartment.

If certificates begin to be issued earlier, the developers will receive money just in time for the active construction season. They will direct them to new projects and the completion of houses in which ordinary citizens buy apartments at their own expense.

Somewhere, frozen construction will continue, five hundred people will not be left without work, and one hundred families of shareholders will receive their apartments on time.
