How to obtain a “Land Certificate”?

Large families can apply for a free plot of land if the following conditions are met:

  1. The family has three or more minor children;
  2. The family must officially reside in a particular region for at least five years;
  3. The marriage of the children's parents must be officially registered (if the parent is not the only one);
  4. Land is issued only to those families who do not own another plot of land.

To exercise their right to free allocation of land, a large family must contact the administration of the municipality at their place of residence, write a corresponding application and attach the necessary documents to it. An approximate list of documents required for a large family to obtain a land plot:

  • a copy of the birth certificate of each minor family member;
  • a copy of the marriage certificate, if available;
  • an extract from the house register or form No. 9 (F-9) from the passport office;
  • a certificate provided by the guardianship and trusteeship authorities, according to which the parents are not deprived of their parental rights;
  • a copy of the passport of each parent.

Then local government bodies make a decision on whether to register a citizen with many children or to refuse registration. The main reasons for refusal to issue a land plot to a large family may be cases when it is established that false information has been provided, when one of the family members changes citizenship or the family changes its place of residence outside a certain region. In general, in the regions the law on providing large families with a plot of land is implemented differently, which is provided for by federal legislation.

Who can count on government support?

Citizens who belong to a socially vulnerable category of the population can apply for a certificate. Large families with three or more children, minors or adults, but studying at a university full-time, can complete an application and submit documents. Features of the question:

  1. The family must have evidence confirming its status as a large family.
  2. The type of support is determined at the regional level. For example, a citizen can choose a land certificate that covers the cost of the plot or issuance of land free of charge with a waiting list.
  3. The choice of location and type of site remains with the regional authorities.

What criteria must a family meet?

Citizens with many children can receive a land certificate if they have issued a certificate through the social security authorities and received the official status of the poor. First of all, it’s worth studying this program in more detail to know about all the nuances. A family with three or more children has every right to receive social assistance. In this case, it can be expressed as follows:

  • The family may be issued a land certificate, which can later be exchanged for a plot of land.
  • Capital, the amount of which does not exceed 300 thousand rubles. You can use this same capital to purchase a plot of land.

For many families, such assistance is quite significant, because now they have a free plot on which they can build their home. If citizens do not need this kind of help, they can choose other social benefits.

The differences between these types of social assistance also concern the parameters of plots that can be obtained into ownership. According to the land certificate, a plot is allocated, the area of ​​which should be from 0.12 hectares to 0.15 hectares.

Using land capital, you can purchase a plot of any area and cost. But recipients will be allocated from the budget only the amount established by law at the time of applying for compensation.

Purchasing a plot using land capital: what should be taken into account during the transaction

There are a number of factors to consider when purchasing land:

  1. Legal purity of the acquired plot. No encumbrances.
  2. Pitfalls of buying and selling. To avoid unexpected situations, it is recommended to consult an experienced lawyer.
  3. Collection of documents. It should be started in advance in order to submit it to a specialist for examination.
  4. Availability of utilities and the ability to connect to them.
  5. Security of money transfer. It is recommended that the contract specify a deposit and transfer of money through a safe deposit box. Then the funds will become available to the seller only after the transaction is completed.

Procedure for compensation of funds

After purchasing a plot of land and registering ownership rights to it, the owner of the certificate applies to the district administration of St. Petersburg at the place of residence. There he submits an application for the disposal of funds from the land capital and attaches a package of documents to it.

Let us remind you that monetary compensation for a land plot to large families in St. Petersburg is paid in the amount specified in the certificate.

If the land is more expensive or the plot costs less than the stipulated payment, the difference in price is not compensated.

Funds under the certificate are transferred to the owner’s account through banking organizations or post offices in accordance with the data specified in the application.

Land for large families, the purchase of which is compensated from the budget, must be located on the territory of the Russian Federation. In this case, the cost of the site does not matter.
