If a person does not pay utility bills, he begins to accumulate debt, and for this, in turn, a penalty is accrued daily. Debts can be paid either in full in one payment or in installments, but the latter option provides for the continued accrual of penalties

If a citizen experiences any temporary difficulties, then in this case he can formally contact the landlord, management company or property owner with a request for an installment plan or deferment of debt payment.
There are situations when a person is not at his place of registration for a certain period of time and, accordingly, does not use services that must be paid in accordance with established standards. In this case, he can submit an appeal to the management company and, providing documents confirming his absence, ask for a recalculation of payments for utility services.
Until the moment any citizens move into the apartment, all utilities are paid exclusively by municipal and state authorities.

- tenants of state or municipal housing;
- members of a housing cooperative;
- council housing tenants;

Rules for the provision of housing and communal services
Starting from 2022, new rules will apply on the basis of which utility services are provided to Russian citizens. It is worth noting the fact that the relevant Decree, which regulates the procedure for providing these services, specifies the exact definition of the utility services themselves.
The performers in this case are private entrepreneurs or officially registered legal entities who are engaged in acquiring the appropriate resources, carrying out all kinds of work, and are also responsible for the good condition of any internal communications.
In particular, citizens of apartment buildings, as well as many other residential premises, were faced with new conditions prescribed in the second section of these rules.
The following categories of persons have the right to use public services:
- owners of residential real estate and members of their families;
- citizens who received housing from any cooperative company;
- persons who have the status of official tenants of real estate;
- citizens who use residential real estate on the basis of a lease agreement.
The concept of “utilities” itself includes the supply of electricity, water supply, sewerage, gas supply, as well as other benefits of civilization to citizens.
In accordance with established rules, the supply of necessary resources must be continuous, while heating is provided around the clock exclusively during the relevant season. At the same time, current legislation provides for the possibility of accidents or irregular supply of utilities, but within the limits strictly regulated by regulations.

To put it simply, the rent consists of two main parts: payment for utilities (water, heat, electricity, etc.) and housing services (cleaning the entrance and yard, routine repairs, security, etc.). Of all the above, heating is the most expensive item.

The increase in tariffs within the approved standards will affect only utilities. But not all lines on receipts relate to utilities.
Indices regulate price increases for the following services:
- Hot and cold water.
- Gas.

Current home repairs, maintenance of common property, security, parking and intercom are not utilities. They also need to be paid, but this does not mean that the amounts will change within the approved indices

. The government does not regulate these prices. So, in fact, rents may increase not by the 4% indicated in the government order, but more.
