Any foreign guest will need registration of foreign citizens in the Republic of Belarus. Who should register

For all persons arriving in Belarus, a single registration condition applies. According to it, a foreigner is given 5 days to carry out this procedure, except for holidays or Sundays and all dates officially recognized as non-working by the head of the country. Guests of accredited international missions, consular offices of other countries, representative offices and structures of international companies can obtain registration at the Ministry of Foreign Affairs of the Republic of Belarus if foreign guests live in the residences of the heads or premises of representative offices, institutions, bodies or in residential premises for employees.

After they register for this category of foreign citizens, a diplomatic, consular or service card is issued. This privilege does not apply to foreign guests invited by them , and they do not need to register with authorized organizations in the place where they will reside.

A foreigner may visit and leave the Republic of Belarus using a civil passport or another international identity card replacing it, which is issued by an authorized government agency for the citizenship or place of residence of a foreign citizen or an international organization, with a visa permit, unless otherwise established by international agreements of Belarus.

What documents are needed to register a newborn at his place of residence?

Newborns are registered at the address where the parents (one of the parents) live. An insufficient number of meters of living space cannot become a reason for refusal to register a newborn. There is no need to pay a state fee for registration of citizens under 18 years of age. To register a newborn, the following documents are required:

  • Medical certificate of birth (issued at the maternity hospital);

Agreement between Russia and Belarus on border crossing

There is an agreement between Belarus and Russia, according to which the following types of documentary identification cards are valid for a foreigner when leaving, transiting and staying in the republic:

  1. National passport.
  2. International foreign document.
  3. Service or diplomatic passport.
  4. Certificate of an employee on a sea vessel.
  5. For minors who are under 14 years of age, a certificate issued at birth is suitable.
  6. Confirmation that a foreign person plans to return to the country of citizenship and travel to a third country - for those who visit Belarus without the purpose of permanent residence with the intention of finding a job and conducting other activities in the country.

Russians do not need a visa to Belarus.

Collection and submission of documents

When collecting documents and during the application, it is necessary to take into account the duration of validity of certificates and extracts. Some are valid for six months, and a criminal record certificate is valid for 3 months. The Migration Department is required to consider an application for permanent residence within one, three or six months (the period depends on the reason for the move). The first residence permit is granted to foreign citizens for a period not exceeding two years . Subsequent permits are issued for five years.

However, if the permit was issued for four years, and there is one and a half years left until the passport expires, then the permit will be valid for only one and a half years. After receiving a new passport, you must apply for a residence permit again.

State protection is not provided to the extent that it is provided to citizens of the country. Russians are not given the right to free healthcare. Part of the benefits cannot be applied to them. A driver's license is valid in Belarus temporarily (within ninety days from the date of entry, the license must be exchanged for a national license and the theory must be passed).

Persons with a residence permit are exempt from compulsory military service.

After the expiration of the two-year and five-year residence permits, Russian citizens can apply to migration departments to obtain a Belarusian passport.

Documents are submitted by personal application.
In some cases, a seven-year residence period is not necessary: ​​the benefit is provided if the applicant indicates his Belarusian ancestors, outstanding services to the Republic of Belarus, and so on.
To acquire Belarusian citizenship, you need to collect a more complete package of documents. You will also have to provide a birth certificate (or a certified copy), civil status documents, and confirmation of your ability to support yourself. In addition, the documents must be accompanied by confirmation of the renunciation of Russian citizenship or a document guaranteeing the renunciation.

Renunciation of citizenship

To formalize the renunciation of citizenship, you must contact the Russian diplomatic missions on the territory of Belarus. This type of application is reviewed by authorized bodies within a year. A permanent residence permit or a Belarusian passport may be refused if the following conditions are present:

  1. The applicant was found guilty of a crime against peace and security;
  2. The information provided by the applicant is false (in whole or in part);
  3. If the applicant is a participant in a criminal proceeding, where he is an accused or suspect.
  4. A Russian citizen who has committed a crime is subject to deportation from the country. Deportation revokes granted rights to stay in Belarus and imposes temporary bans on entry into the country. The maximum period of entry restriction is 5 years.

The process of preparing these documents is quite labor-intensive. You should pay attention to the working hours of departments, national holidays and take into account the work of the bureaucratic apparatus.

Deregistration: before or after the transaction

It is preferable for the buyer when the seller and his family members are deregistered before the transaction. In a pure sale, it is often not difficult for the seller to take such a step. If it is necessary to buy an apartment on the opposite side, the seller has nowhere to go before the transaction or does not want to go through this procedure twice. Each side provides arguments in favor of its point of view. So how to agree and resolve the situation? There is no single solution; each situation is individual. The party most interested in concluding the deal makes concessions.

The registration of citizens in cities is carried out by settlement centers and property owners' associations. In other settlements there are village councils.
