What objects cannot be connected to gas

Federal law number 69-FZ allows only permanent buildings to be gasified. There are no restrictions on the order of work - you can pull nets to the site both before the start of building a house and during the process. But the system is launched after the rack is completed.

It will not be possible to connect the following objects to the gas pipeline:

• buildings for household needs, garages, greenhouses, buildings without a foundation;
• buildings not included in the Unified State Register of Real Estate;
• apartment, if the whole house is not gasified.

The list of objects is given in Decree of the Government of the Russian Federation No. 549. If your case does not fall under the restrictions, you can safely move on to the next step.

What to do if it is impossible to reach agreement?

If it is impossible to reach an agreement, the case is settled in the magistrate's court, where it is necessary to file a claim against the second owner. The application should document the controversial situation, citing the law and options for resolving the problem. The following are attached to the claim:

1. Extract from the Unified State Register of Real Estate.
2. Form 7, which includes information on the apartment, the number of owners and the number of registered ones.
3. Plan from the BTI, cadastral or technical passport.
4. Certificates of marriage or divorce, birth of children.
5. Receipt for payment of state duty.

The list of documents is unlimited. They may include various receipts, invoices and other additions.

The judge considers the situation as a whole, paying attention to:

• the system of using shared property at the moment;
• specific violations in the system of property use;
• the amount of need to make structural changes to the home, etc.

The volume of the share of living space is significant, but not in the first category of significance. The main thing is a comfortable existence for both parties. Based on this, the judge will make a conclusion. The interests of minors are especially taken into account. The court decision is established in writing and orders the parties to comply.

First stage

First, you need to draw up technical specifications (TS) at the gas distribution organization (GRO), which is in every city. You can request the address from your administration; they will respond in no more than 5 days (only workers are counted).

Technical conditions are a document confirming the possibility of connecting a house with certain characteristics to the existing network. If you plan to consume less than 8 m3/hour, specifications are issued free of charge. After submitting all documents, the GRO is obliged to issue a document or justify its refusal no later than 10 days later.

A request for technical specifications can be submitted in person, or you can fill out documents online. A complete list of related securities should be posted on the GRO website:

• request for technical specifications;
• documents that you are the owner of the site or have the right to use it;
• documents for the house (if construction is completed);
• situation plan (can be obtained from your administration, the service is free, delivery period is 10 calendar days);
• calculation of the maximum hourly gas consumption (calculation is paid, the gas distribution department can tell you who to contact), if the planned consumption is no more than 5 m3/hour, calculation is not required;
• permission from the owner of the gas pipeline to tie in or notify about the assignment of capacity;
• a copy of the applicant's passport;
• power of attorney if the request is not submitted by the applicant.

The request for the submission of technical specifications must contain your full name and address (if you are an individual), the planned date when construction will be completed, and the maximum hourly gas consumption. The document form can be downloaded on the GRO website.

The owners of pipelines are private individuals, non-profit associations, organizations, local municipalities or gas distribution organizations. Before you obtain permission to tap into it, you will need to find out who owns the pipe. This needs to be clarified with the regional gas office.

If the owner of the pipe is a private person or company, written consent is obtained from them. The document is drawn up in any form, but you can also request a sample permit for tapping into a gas pipeline from the local gas distribution department. It is better to have the consent notarized. The gas project is prepared by the gas distribution organization or another company approved for this type of activity. Even if there is no need to obtain permission from the administration, it will be required in the following stages. When ordering a project from a private company, you will have to deal with market prices, which may vary depending on the location. If you order a project from the GRO, the cost will be determined according to the recommendations of the FAS. On average, a resident of the Moscow region will spend 30–60 thousand rubles on a gas tapping project; in the regions, prices are lower.

How much does it cost to install gas in a private home?

With the adoption of amendments to the gas supply law, the situation for several million private home owners may change radically. According to experts, up to 5 million households will be able to take advantage of the presidential gasification program, for which, in accordance with the signed law, it will become easier to supply gas, since gas distribution organizations are required to make a supply to the site. Of course, gasification of a residential building cannot be a cheap undertaking, but due to the virtual lack of competition, a very difficult situation has developed in the market for years. • technical specifications;

• topographic plan of the site on a scale of 1:500 (obtained through State Services free of charge within 10 working days);
• calculation of the hourly maximum gas flow, if it is planned to be more than 5 m3/hour;
• consent of the gas pipeline owner to connect or notify about the transfer of capacity.

If it is not the applicant who will submit the papers, prepare a power of attorney in advance. After submitting the documents, the GRO takes time to prepare the contract: a week if there is already a network at the site, two weeks in other cases. The deadlines are relevant for the private sector. You are given 10 days to familiarize yourself with the conditions.

The price for gas connection is determined individually; for a private home it will range from 30 to 50 thousand rubles. Next, you need to order a gasification project, if it was not done at the previous stage.

Third stage

The price of the contract with the gas distribution company includes the fact that they will lay the pipe to the site. Work on your territory is a separate issue. An agreement on them can be concluded with Oblgaz or a third party that has permission to carry out the work.

The work includes laying pipes, installing equipment, taps, meters for the gas supply project. The cost of the gas pipeline and installation of equipment inside the house in this case is not regulated. Typically, costs are 100–200 thousand rubles, but prices may vary by region. • 9 months, if you do not need to obtain permits for the construction of a gas pipeline (with a capacity of 0.6 MPa);
• 1 year if a permit is required.

Final stage

The house's networks are connected to the highway - it's time to get permission to put it into operation. After this, the fuel will be released through the pipes. The following documents are attached to the application:

• act of acceptance of the house (if any);
• act of acceptance of gas consumption networks;
• act of acceptance of the entry of networks into the building (drawed up by the organization performing the installation of pipes and equipment on the site);
• a report on the condition of ventilation and chimneys (this report can be drawn up as a VDPO, the cost is 2000-3000 rubles);
• connection agreement (from our second stage);
• agreement for maintenance and repair of in-house equipment (concluded with the State Distribution Organization or another organization);
• contract for technical and emergency maintenance of the gas pipeline (concluded with gas distribution department);
• contract for the supply of natural gas (concluded with the gas distribution company).
