Establishing status

This legal status is established for women who give birth to children out of wedlock.
Information about the father is recorded in the certificate based on information from the mother. Provided that the father of the child is unknown or does not recognize paternity, the woman has the right to have this status. In this case, the woman must not be married and more than 300 days must pass after the divorce until the birth of the child.

A single mother is the mother of a child whose father has not been identified by the court, based on evidence, especially the results of DNA testing, that is, there is no judicial determination on this issue. It is also given to a mother who has adopted a child and is not married. This allows you to count on benefits from the state.

The registry office, when registering the birth of a baby, issues a certificate of form 25. It is she who confirms the status of a single mother in order to receive benefits and benefits from the state.

To obtain the status of a low-income single mother you will need:

  • certificate in form 2NDFL or other document on the income of all family members;
  • information about family composition;
  • the applicant’s passport and children’s birth certificates;
  • personal bank account.

Attention! Salary data is taken from the last place of employment. Original documents are supplemented by copies. The amount of total family income should not exceed the subsistence level established in the region for each family member.

A special commission will review the package of documents, and within 10 days the result will be reported and the status of a low-income single mother will be assigned.

List of required documents

The list of required documentation is established by current regulations and includes:

  • passport of the citizen of the Russian Federation of the applicant;
  • a certificate confirming the received social status;
  • application for registration;
  • certificates of birth of all children of the family;
  • information about the income and real estate of a single mother;
  • reference data on places of registration for the previous 10 years;
  • in some cases, you will need a set of certificates about the income of single family members living with the mother.

Municipal authorities have the right to expand the list of required papers.

Availability of advantages

Single mothers are not entitled to free housing.
They can be used if a woman belongs to low-income or large families, subject to the need for improved housing conditions in accordance with the legislation of the Russian Federation. Help is available in other directions. The solution to this issue is left to the local authorities.

There are various options for benefits for single mothers:

  • projects to assist families with the status of young, low-income families;
  • being on the general waiting list for an apartment due to the need for improved living conditions;
  • the use of mortgage programs with additional assistance from the state or bank that services the loan.

Who is considered a single mother?

Single mother status can be obtained in the following cases:

  1. If the child was adopted.
  2. If paternity has not been established.
  3. If the child was born within 300 days after an officially confirmed divorce from her husband. However, paternity was disputed.

Status cannot be obtained in the following cases:

  1. Women who have the status of widows.
  2. If the child's father has been deprived of parental rights.
  3. If the child was born out of wedlock, but paternity was established during the judicial investigation.
  4. If a girl has one or two children in her care, and child support is not paid for them.

How to get an apartment for a single mother

She enjoys the right to acquire it through a general sequence.
You can implement it by collecting the required list of documents and submitting it for consideration by the housing commission at the administration at your place of residence. The list includes:

  • statement;
  • identification document;
  • a document confirming the right to a preferential queue (if any, for example, a decision of an authorized body to recognize the occupied residential premises in the prescribed manner as unfit for habitation and not subject to repair and reconstruction);
  • a certificate confirming the fact of the child’s birth;
  • documents on income and property;
  • registration information for all family members;
  • documents confirming the types and amount of income of all family members;
  • other documents confirming the right of the family to register as one in need of improved housing conditions.

Attention! Additional documents may be required in different regions.

When a woman gets married, information about her husband’s income and property is added to the list of documents.

These documents provide grounds for recognizing a family as in need of improved housing conditions and provide the right to receive housing under a social rental agreement or, if participating in a subsidy program, to receive funds for the purchase of housing. Depending on the program, a housing subsidy will help cover 10-35% of the cost of housing.

After reviewing the documents, the Housing Commission will need a month to send a written message about the decision to register a single mother for housing.

Important! Documents must be updated annually for submission to the housing commission. Proof of being in a marital relationship will be required.

The right to receive social housing on a preferential basis arises if:

  • the mother or child has a severe form of chronic disease that creates a risk for people living with them;
  • The property has fallen into disrepair and cannot be repaired or reconstructed.

Conditions for mothers to obtain housing

The opportunity to improve living conditions for single women is established by the RF Housing Code, the RF Tax Code and the Resolutions of the RF Government. Let's figure out whether a single mother can get an apartment for free. State entities have the right to adopt regulations regulating the procedure for obtaining housing from the state, as well as establishing housing rights for single mothers who meet certain criteria.

For example, in addition to a woman’s social status:

  • You must not have your own residential property. The exception is housing space that is recognized by the social welfare service as being in unsatisfactory condition and unsuitable for living, and an inspection report has been drawn up regarding this.

Housing program

The social program “Housing”, the subprogram “Young Family” allows single mothers to realize their right to housing. To take part you must:

  • be no older than 35 years old;
  • be placed on a waiting list to receive or improve living space;
  • have solvency.

Single mothers whose expenses for housing and utilities exceed the norm established in the region will be compensated for the specified payments. To assign a benefit, you should contact the territorial department of social protection to assign subsidies for housing and communal services.

Mortgage

The next way is to obtain a housing loan under a preferential program.
A single mother may have:

  • subsidy for payment of the first installment;
  • state assistance in interest payments;
  • financial compensation or partial loan repayment;
  • easier lending conditions.

Bank offers

Social mortgages are offered by banks. For example, Sberbank has a “Young Family” program.

Banks can:

  • grant a deferment on loan repayment for three years;
  • reduce the interest rate;

Negative aspects of housing programs

The lender does not give concessions; it is important for him that payments are made on time.
The client's social status is not particularly important. With a low income, a single mother will not receive a loan. To provide a mortgage, the bank will have to offer real estate or other valuable property as collateral.

Disadvantages of participating in mortgage programs:

  • very strict conditions for participation in preferential mortgage programs;
  • limiting the maximum loan amount due to the borrower’s low income;
  • Under some preferential mortgage programs, it is impossible to purchase secondary housing.

Step-by-step registration instructions

After submitting all the necessary documents, a single mother has the right to expect to receive compensation for housing and communal services as early as the next month after submitting the documents. Documents must be submitted to the social security authorities. The list of required papers is given in the next section of the article.

Registration of subsidies for housing and communal services is carried out in accordance with the established procedure for processing social payments in the Russian Federation.

Registration period

On average, the process of obtaining housing and communal services benefits for single mothers takes about 30 calendar days. After submitting the application and the necessary documents, the authorized person accepts all the necessary documents, and the process of reviewing the application begins. After a decision is made to provide benefits or to refuse, the applicant is sent a written response based on the results of the review. For example, a single mother may be denied benefits for housing and communal services if, during the consideration of the application, it turns out that the child has a father in the database, but an error was made in the actual birth certificate.

Nuances

Benefits for single mothers on utility bills are possible if they have many children and low income. The subsidy for heating, central water supply, gas supply, electricity cannot exceed more than 30%, and also cover all costs for housing and communal services.

The timing of the grant is determined in accordance with the following rules:

Refusal to provide

The following reasons may be grounds for refusing to provide subsidies for utility bills to single mothers:

  1. If false information is provided to social authorities (for example, about income), benefits are not provided. If false information is revealed after the provision of housing and communal services benefits, the funds received will have to be returned. In case of refusal to reimburse illegally received funds, social security authorities go to court.
  2. A court decision to suspend the payment of benefits.
  3. The total family income is above the subsistence level or the amount of funds used to pay utility bills is below the threshold established to qualify for housing and communal services benefits.
  4. Having debts to pay.
  5. After a woman registers her marriage and the subsequent adoption of her children by her husband, her status as a single mother is removed. If the husband does not adopt the child, then the status remains valid.
  6. No information was provided about changes in the family’s place of residence, its composition, or the amount of income.

IMPORTANT
A single woman raising one or more children and entitled to subsidies to pay for housing and communal services can be denied only in one case - the presence of arrears in paying for utility services. In this case, it is necessary to repay the existing debt to the service provider, and then apply to social security again to receive a subsidy.

Situations are possible when local authorities make concessions and restructure the resulting debt, taking into account the financial situation of the applicant.
