What is SNILS?

This is a card indicating that a citizen is registered in the compulsory pension insurance system.

The essence of innovation


According to accepted standards, certificates confirming the right to own real estate have indeed ceased to be issued. However, instead, the owner receives a regular printed document on ownership of the apartment. An extract from the Unified State Register was also introduced, which could previously be requested as an additional certificate. This was carried out in order to confirm the status of the owner during the conclusion of real estate purchase and sale transactions. After the cancellation of the registration certificate of an apartment or house, the submitted certificate became the only document with which the property owner has the opportunity to confirm his rights to housing.

Canceling the issuance of certificates does not lead to changes in the procedure for registering property rights. When concluding an agreement between the seller and buyers, you will need to perform the same steps as before.

What data is collected on an individual account?

From the moment the account is opened, it accumulates all information about the insurance work history of an individual. Such information is necessary for calculating future pensions.

Among other things, complete data of all individual pension accounts are stored in the accounting system of the Pension Fund of the Russian Federation. There is extended information about each insured individual:

  1. Individual insurance account number.
  2. Full name of the citizen.
  3. His date of birth.
  4. The place where you were born.
  5. Floor.
  6. The address indicated in the registration.
  7. Passport details.
  8. Citizenship.
  9. Date of establishment of the personal number in the pension accounting system.
  10. Full time of working activity, including: insurance experience, work experience in the Far North and places equivalent to it, if any.
  11. Other possible periods of insurance coverage regulated by the law “On Labor Pensions in the Russian Federation”.
  12. The amount of wages or other income from which insurance premiums were deducted.
  13. The full amount of premiums accrued by one policyholder.

  15. Data on the closure of personal accounts of insured persons.
  16. Data on calculated pension capital.

Why do you need an individual personal account?

The main purpose of SNILS is the collection of information by the state about a citizen’s labor activity, which will subsequently create a complete picture for the assignment of a pension benefit.

But this is not all of its capabilities. SNILS is also indispensable when exchanging information between government organizations and structures to obtain the necessary services for the insured person. For example, to receive free treatment in public clinics, obtain various types of benefits, and participate in government programs.

But a child will need a “green card” from the Pension Fund in the following cases:

  • admission to any educational institution in the country - insurance certificate data is included in the list of documents for enrollment of applicants;
  • for registration of child benefits, sanatorium treatment, compensation and benefits, as well as when inheriting parents’ pensions.

What does SNILS look like?

From February 1, 2021, the issuance of pension certificates to citizens was canceled due to the entry into force of Federal Law No. 48.

Instead of the usual SNILS format, the Pension Fund of the Russian Federation approved a new document confirming registration in the personalized accounting system - the ADI-REG form, which began to be issued to citizens when applying to the Pension Fund on October 1, 2019.

Despite the changes, there is no need to rush to change your green card. The old SNILS format remains valid and does not need to be exchanged for a new document form.

The old-style certificate looks like a pale green laminated paper card with the following written on it:

  1. Last name, first name and patronymic of the insured person.
  2. Date and place of his birth.
  3. Floor.
  4. The individual personal account number itself.
  5. Date of registration of the owner in the personalized accounting system.

Other changes in legislation

Since the beginning of 2021, Federal Law-218 “On State Registration of Real Estate” has been in force. According to the new standards, owners of residential space will have to draw up a cadastral extract about the property from the Unified State Register of Real Estate. Among other things, the new law clarifies the list of grounds that are the reason for refusal to register his rights to the premises. In such cases, the paperwork burden on the apartment buyer is significantly reduced: now he will know the exact reason for the refusal and will have the opportunity to quickly eliminate it.

Documents required to obtain SNILS

To obtain a “green card”, an individual must provide an identification document, that is, a passport.

If the applicant does not have a passport with him for valid reasons established by law, then the identification documents may be:

  • international passport;
  • military ID;
  • temporary identity card;
  • seaman's passport;
  • certificate of release from prison.

To receive SNILS, a child under 14 years of age will have to fill out a form by a parent or his legal representative. You must have your birth certificate and passport with you.

Is it possible to fake a certificate of conformity?

This is difficult, but entrepreneurs know that there are organizations on the market that offer to buy fake certificates and declarations. In general, certification protects the market from low-quality goods, and this encourages the production and sale of goods that will not harm the consumer.

What to do if you lose your certificate?

Do not despair and sound the alarm if you lose your SNILS. Regardless of the reason for the loss of the document, it is possible to restore SNILS in different ways. This procedure will not be difficult.

For example, a working citizen can submit an application for the loss of a certificate from his employer, and the organization, in turn, will transfer all the necessary data to the Russian Pension Fund. In this case, the applicant himself does not need to go to the Pension Fund.

If the owner of the lost document belongs to the category of self-employed people or is unemployed during this period, he can restore SNILS by contacting any territorial body of the Pension Fund or the MFC.

But the fastest and most modern way is to fill out an application on the State Services portal, in electronic form. This service can do this without leaving your home. After completing the application, an electronic insurance certificate will appear in your personal account on the portal. However, to obtain a duplicate on a state-issued form, the citizen will have to personally come to the Pension Fund office.

How to obtain a certificate of conformity and who issues it

The process of issuing certificates of conformity for products is controlled by the Russian Accreditation Agency, and certification centers issue conclusions. They are accredited to work officially and without claims from regulatory authorities. The website of the Federal Accreditation Service contains a register of suitable centers and laboratories.

Go to the page, enter the center data and see the result. The main thing is that there is a green icon near the center. This is a designation that the organization is active and the license is in order.

After this, you need to write an application for a certificate of conformity and select samples of the products to be tested. If production is certified, then representatives of the center will come to the company’s territory. If the product meets the standards, the company receives a registered certificate of conformity. Certain products have additional requirements.

Co-founder of Manfas Brewery Alexander Orlov believes that certification is not difficult, but it takes a long time:

“We have to send each type of beer for examination, describe all the ingredients, alcohol content, what container the drink is in, what will be on the label, we also need to provide all the protocols and examination reports. First, the beer is tested in the laboratory, and then also at the Federal Alcohol Regulatory Authority. As a result, everything takes 3-4 weeks. Beer cannot be sold without a certificate, so you have to wait. And this is quite tedious if you have several types of products. On the other hand, I understand that certification in our area is necessary so that low-quality beer does not enter the market."

Oleg Nevorotov, co-founder of the Upmarket marketplace sales management agency, explains why you need to seriously prepare for certification:

“Suppose we decide to introduce new goods and find a supplier in China that suits us, but when the first order arrives at the border, certificates will be required for customs clearance. You can obtain them by testing the product in accredited testing laboratories. And the laboratory, in turn, needs to make sure that it is examining a sample from the manufacturer who will subsequently produce a batch of this product. Just a couple of years ago, it was enough for the applicant to state that the goods were from factory X, and this was taken on faith. Now the procedure has become more complicated: first you need to make and pay for an application for certification, then the certification body issues an official request indicating the application number, then when sending the factory, it must accurately indicate this number in its accompanying documents, send a sample from the legal entity that is engaged in production, and at the same time indicate the exact details of the applicant. Considering that we deal mainly with foreign senders, mistakes often occur, and we have to start the process again or exchange correction letters for a long time, wasting time and money on this unproductive process. Thus, in practice, receiving and transferring samples to the laboratory, even from experienced companies, can take about 3 weeks. Therefore, certification is the first thing we recommend that future sellers on marketplaces think about.”

To obtain a certificate of conformity you will need a standard package of documents:

  • Statement;
  • TIN, charter, extract from the Unified State Register of Legal Entities or Unified State Register of Individual Entrepreneurs, OGRN, individual entrepreneur registration documents;
  • Company details;
  • Technical requirements to be tested.

By the way, if the company has changed its legal address, it will have to undergo certification again.

Duplicate production time

When submitting an application through the client service of the Pension Fund, a duplicate will be produced within 5 working days. But in practice, the document is issued immediately after the application is written. A notification of the new ADI-REG sample is issued to the citizen on the day of application. After writing the application, the document will be generated within 15 minutes.

The deadline for completing an application through the MFC is 5 working days. Since the MFC does not produce the document, after this period the applicant must apply for a duplicate at the Pension Fund branch, the address of which was indicated in the application.

Types of certificates of conformity

In Russia and the countries of the customs union there are 2 main certificates of conformity:

  • GOST R. This is an abbreviation that means state standard. Certificates appeared in the USSR, but now they add the letter P, which shows that this is a modern Russian standard. Registration of such a certificate will cost on average 12-15 thousand rubles.
  • TR TS. This is a certificate that is valid in the countries of the Customs Union. It will have to be obtained if the entrepreneur plans to work outside of Russia in the EAEU countries. The cost of such a document will cost at least 50 thousand rubles.

  • Fire safety certificate. There is 123-FZ (Technical regulations for fire safety). The document is valid for some products. For example, for linoleum.

Sometimes this is required by counterparties or rules for sales outside the customs union.

What is the validity period of SNILS, and in what case is it subject to replacement?

A positive point is the fact that SNILS does not expire. An insurance number is assigned to an individual by the state once and forever.

The card itself must be replaced only in special cases. For example, if the owner’s personal data is changed: a typo is found in the data on the place of residence and after that the passport is replaced. Replacement may also be required if it is not in good condition.

When replacing, the insurance number of the individual personal account remains unchanged.

You should not postpone the replacement for a long time, since according to Russian laws, all personal data of a citizen of the Russian Federation must be correctly displayed in his identity documents. Replacing SNILS through an employer due to a change of surname

All new data is entered into the form in the form prescribed by law, photocopies of the documents are made and, together with the previous SNILS, are transferred to the Pension Fund. If the applicant is a citizen of another state, or a stateless person of the Russian Federation, then you can submit documents to the Pension Fund to change the certificate only with the participation of your employer.

Is it possible to do without registering SNILS?

This situation is extremely unfavorable for humans. If you do not issue an insurance number in a timely manner, the Pension Fund will not receive information about insurance contributions, which serves as the basis for determining and assigning the insurance and funded part of the future pension.
