What is a mortgage for a young family

Mortgage for a young family is a program under which the state helps young families improve their living conditions.
The target audience is promising young couples who receive a stable income and can pay off most of the mortgage on their own. Young families are not offered free housing under this program. The state contributes part of the amount for housing as subsidies; the family does not have to repay the debt. The program will be valid until 2025, but it can be extended if the government considers it an effective measure.

The main differences between a regular mortgage and lending to young families with government participation:

  1. Interest rate. Mortgages for young families remain at reduced interest rates in 2021. Most often, the rate is 6-10% annually, and for regular programs from 10%.
  2. Initial payment. The down payment is limited, most often 15-30% of the total mortgage amount. You can contribute the amount using maternity capital. If the family does not have maternal capital, the spouses can count on a payment of 10% under the program to support young families.

State support for young families

The following are considered young:

  • Two-parent families with or without children, in which one of the spouses is under 35 years of age.
  • Single-parent families, such as mother and child families, in which the parent is under 35 years of age.

There are several government support programs for such families: some operate throughout the country, others only in certain regions. Departmental target program

The essence of the support : a free payment in the amount of 30-35% of the estimated cost of the apartment. Who can receive : a young family that is recognized as needy. What are the conditions for a family mortgage?

Within the framework of the program, a rate of 6% applies. But for residents of the Far Eastern Federal District who purchase real estate in the same region, it is even lower - 5%. The preferential rate is valid for the entire loan term.

You can take out up to 6 million rubles on a family mortgage. For Moscow, St. Petersburg, the Moscow and Leningrad regions, the limit is higher - 12. This does not mean that the entire cost of housing should be within this amount, only the loan.

The minimum down payment is 15%. You can contribute more, but not less.

At the same time, it is allowed to both take out a new loan and refinance an existing one, if it is issued for housing that meets the conditions. Moreover, even when the loan has already been refinanced, this can be done again under the program.

State support for the military

Savings and mortgage system

The essence of the program : for military personnel who use the Savings and Mortgage System (SMS), the state transfers payments to a special account. Funds in this account are invested to offset inflation and increase savings. The payment amount is the same for all ranks and changes annually. In 2021, the military receives about 300 thousand rubles per year.

Three years after beginning participation in the program, the service member may decide to:

  • continue saving;
  • buy housing with accumulated funds;
  • use the funds as a down payment on a mortgage.

If a serviceman has not used NIS funds for 20 years, he will be paid the full amount. You can spend this money for any purpose.

Who can receive : everyone who entered into a contract after 2005. Some military personnel are required to participate in the program, while others, such as some soldiers, may refuse.

Military mortgage

The essence of the program : Mortgage payments are paid not by the borrower, but by the state. Funds from NIS are used for this. If the amount of the monthly payment is greater than the state payments, the remaining funds are used for early repayment of the mortgage.

Housing certificates

The essence of the program : the state provides subsidies for the purchase of housing to certain categories of citizens. To do this, they issue personalized housing certificates.

Who can receive : beneficiaries and those who need improved housing conditions. Thus, those in need can be recognized as

  • who do not have their own home;
  • those whose housing area is less than the established standards;
  • who lives in a dilapidated house;
  • who lives with a seriously ill family member.

How is the payment amount calculated : there is no specific amount - it depends on the standard cost of housing in the region and the number of family members who will live in the apartment. So, according to the standards, one person is entitled to 33 square meters. m, two - 42 sq. m, and a family of three or more people - 18 sq. m for each.

The number of square meters a family is entitled to is multiplied by the standard cost of one meter in your region.

Features: the certificate is valid for seven months. If during this time you did not manage to find an apartment, you will have to apply for it again. The money can only be spent on purchasing a home—the certificate cannot be cashed out, gifted, or inherited.

Where can the subsidy be spent?

Let us immediately note that the subsidy is not transferred to the young family’s card and is not issued in cash. The purchase of housing is carried out through banks.

The program provides for the use of subsidies for:

  • purchasing an apartment in a new building;
  • purchase of a “resale” - a finished apartment;
  • investment in house construction;
  • making the last payment towards the share contribution, if the young family or one of the spouses in the young family is a member of a housing, housing construction, housing savings cooperative;
  • payment as a required payment on a mortgage loan.

How to get subsidies from the state

You can select a suitable support program on the local administration website. Most regions have their own support programs, but you can also use one of the federal programs.

Once you have decided on the program, contact your local administration or MFC. You will be asked to prepare a package of documents. Most often requested:

  • passport of the applicant and his family members;
  • an extract from the house register;
  • bank statement or income certificate;

How to get in line and not get out of it

To obtain the status of a family in need of improved housing conditions, you need to register and wait for your turn. Every year thousands of families submit documents; in total, there are several hundred thousand participants in the waiting list throughout the country. But every year 15-20 families in the region receive housing. It turns out that the wait stretches out for several years. During this time, the spouses can get a divorce, get a house on their own, or turn 36 years old.

There are several factors that determine how long you wait in a queue:

  1. The number of participants who are already in the queue.
  2. Amount of financing. Each year, a different amount is allocated for program participants. This affects the speed of the queue.
  3. Availability of new benefits. Families who have new benefits can move through the line faster. For example, more children may appear in the family, and it will become large.

The average waiting period is from 2 to 4 years. Therefore, submit your application as early as possible, immediately upon marriage, then the likelihood of becoming a participant in the program will be higher than for those spouses whose age is already close to 36 years.
