In what cases can a surname change?
Any Russian citizen can change his first, last and patronymic names upon reaching 14 years of age. This right is given by Article 58 of Federal Law No. 143. Most often there are two reasons - marriage and divorce. Also, employees of the civil registry office (registry office) can meet halfway and allow a change of surname if it:
- cacophonous or misspelled;
- difficult to pronounce or spell;
- does not match the surname of other family members;
- does not correspond to the religious and other beliefs of the wearer.
With the consent of both parents (with some exceptions), you can change the surname of a child under the age of 14.
How to change your last name or first name through the MFC
To change your personal data, you can contact the MFC by following the following procedure:
- Provide the necessary documents (passport, original marriage certificate, 4 photographs 3.5x4.5 cm, birth certificate (original + copy), fee receipt (must be issued in the new full name.)
- Fill out an application on site (a sample is provided).
- Passport replacement occurs within 30 days.
IMPORTANT! When changing your last name after a divorce, you must provide a divorce certificate.
What documents need to be changed when changing your last name?
Almost all the basic documents that a person uses in civilian life fall into this category. Each of them has its own replacement order.
Passport
Replaced first. This can be done at the territorial internal affairs agency, and, if possible, at a multifunctional center or through the State Services website. Paragraph 15 of the Passport Regulations allows no more than 30 days for this, otherwise you will face a fine. The fee is 300 rubles. You can pay it at Sberbank or via the Internet.
After replacing your passport as a citizen of the Russian Federation, you will need to replace the remaining documents as quickly as possible. Many of them will be invalid even if a certificate of registration of the name change is presented.
SNILS
The insurance number of the individual personal account (green laminated card) does not have a set replacement period. However, if this is not done, there may be problems with the calculation of pension contributions. And you won’t be able to use it as a document, for example, in a bank. The replacement itself takes place at the Pension Fund branch and is free.
You can also replace the document via:
- your employer;
- MFC;
- Civil registry office (not in all cases).
Additionally, at this stage it is worth asking the employer to make a note about the change of name in your work book.
International passport
It will need to be changed to travel outside the country. It is issued at the Federal Migration Service of the Ministry of Internal Affairs, at the MFC or through the same State Services. The fee for an old document is 2,000 rubles, a new one is 5,000.
Existing visas will also need to be renewed at consulates or visa centers, if available in your region.
Compulsory medical insurance policy
Without a valid compulsory health insurance policy, you may simply be denied treatment. Part 2 of Article 16 of Federal Law No. 326 allocates a month for its replacement. To do this, you need to find the office of your insurance company on the compulsory medical insurance website and contact there. Also, the insurer's contacts may be indicated in the policy itself. Replacement is free.
Bank cards
All cards will have to be reissued in a new name, and your new passport details will need to be entered into the database. The cost of services is determined by a specific bank.
If the card is a salary card, your employer must reissue it.
TIN
The taxpayer identification number itself does not change; you will simply be issued a new certificate with a new name. The procedure is regulated by Order of the Ministry of Finance No. 114n dated November 5, 2009. You can obtain the document at the MFC or your territorial tax office.
Certificate of disability
It will need to be replaced according to order of the Ministry of Health and Social Development No. 1031n dated November 24, 2010. The service is provided free of charge at the territorial bureau of medical and social examination. There is no need to re-pass the commission.
Military ID
According to Federal Law No. 53, failure to provide data on a change of surname to the military commissariat entails a fine, the amount of which is determined depending on the region. The maximum permissible replacement period is not specified. The service can be obtained free of charge both at the military commissariat and at the MFC.
Driver's license
The replacement fee is 2,000 rubles, and the service is provided through:
- branch of the State Automobile Inspectorate;
- MFC;
- State Services website.
The procedure is regulated by paragraph 29 of Government Resolution No. 1097. If you neglect the replacement, you will face a fine of 500 rubles.
Each institution will require its own set of documents. It is unique in each case and depends on the region and situation. The best solution would be to first clarify it with the required department or find it on the State Services website.
How to change your last name or first name at your own request through the registry office
Changing personal data through the registry office is carried out in stages:
- Anyone who wishes to do so contacts the civil registry office at the place of registration, where they fill out an application indicating what exactly they would like to change. All necessary documents are provided to employees.
- Within 30 days from the date of submission of the application, the Civil Registry Office employees will consider the possibility of changing the full name of the person submitting the application. Documents undergo a thorough check, and information about the applicant is collected by the Ministry of Internal Affairs on issues of possible criminal records or violations of the law.
- After 30 days, the citizen reports that the decision to change his first or last name remains unchanged. He is given a certificate which records the fact of a change in personal data.
IMPORTANT! If there is a discrepancy in the documents provided and those stored in the registry office, you will have to wait until the discrepancies are eliminated.
After changing the first or last name, the information is sent to the Main Migration Department of the Ministry of Internal Affairs at the place of residence. The registry office is obliged to notify the authorities of the fact of a person’s change of full name within 7 days after registration of the new name.
The citizen himself must submit an application to change his passport within a month after changing his personal data.
Required documents
To change a surname through the registry office, a citizen must appear at the government agency and take with him:
- passport;
- birth certificate;
- birth certificates of minor children;
- marriage or divorce certificate;
- application to change surname;
- receipt of payment of state duty.

IMPORTANT! Filling out is carried out in block letters using a black pen without blots or electronically.
- Item 1 - when changing the full name, the first name, last name or patronymic to which the replacement is taking place is entered.
- Item 2 – gender of the applicant.
- P. 3 - date of birth.
- Item 4 - place of birth is indicated in the form in which it existed at the time of the applicant’s birth.
- P. 5 - marital status: “married” - full name, date of birth of the spouse, personal data of the spouse before marriage, date of registration of the union and name of the body that registered it; “I’m not married”; “divorced” - the full name of the former spouse (s) belonging to him (her) before the divorce, the name of the body that carried out the divorce and the date of the event; "widower", "widow".
- P. 6 - Full name of parents (me).
- Item 7 - address at place of residence (if registered). 7.1. — address of residence or application (if documents are submitted at the location). 7.2. — contact details (phone number, email address).
- P.8 - citizenship (nationality), an employee of the organization enters the grounds for acquiring citizenship (for example, by birth).
- Item 9 - reason for replacing the passport: change of last name or first name.
- Item 10 - the application submission date and signature are entered into the document on the day the documents are submitted to replace the passport, with an employee of the organization present.
- Item 11 - details of the document on the basis of which the passport is being replaced (details of the old passport).

How many photos do you need when changing your last name?
To replace a passport after a change of surname, only 2 photographs 3.5x4.5 cm are provided. It is important that the photographs are identical.
The cost of the state duty and its details
To change your last name or first name at your own request, you will have to pay 1,600 rubles for the state fee. If a citizen decides to change his last name when getting married, he notifies the registry office about this at the time of the marriage and the employee puts a stamp in the passport confirming the need to change the document.
There is no need to pay a fee, you will only have to pay for a new passport form.
IMPORTANT! If a person decides to change his last name after marriage, he will have to pay the full fee of 1,600 rubles.
Details for the state fee when replacing a passport after marriage are specified in the Federal Migration Service or where the payment is made. Typically they include TIN, BIC, checkpoint of the payee, bank name and fees.
Where can I get a receipt for payment?
A receipt for payment of the state duty can be obtained from the bank, but such a receipt will not be completed. You will have to provide all details yourself. When applying for a receipt from the FMS, the client receives a completed form with all the necessary details.
It is possible to make payments through a bank terminal. A receipt will not be needed; the necessary data will need to be entered electronically. After payment, you should keep the receipt, which is provided to government agencies.
Terms of consideration
Consideration of the application usually lasts 30 days. The government agency has the right to extend the period, increasing it to two months. At the end of the review, the citizen is notified of the decision made.
In what cases can they refuse?
Submitting an application to change your last name may result in refusal in the following cases:
- If a citizen wants to appropriate the surname of a famous politician or idol. For this reason, they do not refuse in 100% of cases; sometimes the registry office allows such a change.
- If a person wishes to make his first or last name a famous trademark, a popular product, a locality or a historical object.
- Evasion of a citizen from paying alimony.
- Debt in the form of non-payment of a large amount as a tax, fee or state duty.
- Incorrect application form.
- Failure to pay and lack of a receipt for payment of the duty.
- Using obscenities and other dissonant words to create a new first or last name.
- Refusal of the guardianship authorities to change the child’s personal data or refusal of the child himself.
Is it possible to appeal a refusal?
In case of an unsatisfactory decision by the civil registry office, the department provides a written refusal, which sets out the reasons.
The citizen has the right to appeal the refusal received in court. To submit an application, you must choose the correct wording of the reason for changing your personal data. You can clarify the point at the registry office.
Are there penalties for late replacement?
30 days after the change of name, the identity document must be replaced with a new one. If the replacement does not happen, the citizen will be fined from 2,000 to 3,000 rubles. In cities of federal significance (Moscow, St. Petersburg) the fine will be 3,000–5,000 rubles.
IMPORTANT! You can easily find out the exact amount to pay the fine from the Migration Service of the Ministry of Internal Affairs of the Russian Federation. The service employee will draw up a protocol indicating the exact amount corresponding to the specific case.
Untimely replacement of a passport can be done without paying a fine if a judge or other authorized person releases the person from administrative liability (Article 2.9 of the Code of Administrative Offenses of the Russian Federation).
This coincidence of circumstances happens when the delay is only a few days. The fine is replaced by a verbal reprimand.
Age restrictions
Not everyone can change their passport data; there are some restrictions, which are most often associated with the age of the initiator of the change. A child can independently change his surname only after reaching adulthood. But this procedure cannot be carried out earlier without the consent of the parents.
There is no difficulty in changing your last name in your passport if you really want to. But desire alone is not enough; it is also necessary to obtain consent from the parents if the age of majority has not been reached or to obtain a document that would confirm that the initiator has the right to bear this surname, for example, the fact of paternity has been confirmed. By contacting the registry office at your place of residence, or by visiting the official website of the State Services, you can find out how to formalize everything correctly in order to change your personal data, doing everything legally.
Statement
To change the last name at the request of the initiator, you must fill out form No. 15, which is valid in 2021. The initiator himself draws up a statement, where he must indicate the reason for the changes being made. The application must also contain other details:
- personal data of the initiator, necessarily place of birth and registration;
- information about children under the age of majority;
- what surname the initiator intends to bear, what it was previously;
- reasons for changing the surname;
- enter a list of all documentation attached to the application;
- date of application and signature.
You must pay the state fee. And they do this before submitting the application in order to attach a receipt to it. The amount of payment, if the reason is to change the surname in the passport at will, is 1600 rubles.
Mortgage
The legislation does not establish the obligation of an individual debtor to inform the bank about a change of name. But loan agreements usually provide for such an obligation, the procedure for its fulfillment and liability for non-fulfillment. Among the measures of liability, both fines and the right of the bank to demand early termination of the contract (and, accordingly, early repayment of the loan) may be established. Therefore, it is important to immediately contact the bank and clarify the procedure for submitting a notification of a change of name.
