Reasons for home renovation

The program is designed for 30 years, and the minimum contribution amount is set at 15 rubles per square meter of housing area.

Who pays for major home repairs?

Previously, major home repairs were carried out using budget funds from the housing and communal services fund. The law on capital repairs that came into force on January 1, 2013 (FZ-271 dated December 25, 2012 “On amendments to the Housing Code of the Russian Federation and certain legislative acts of the Russian Federation and the recognition as invalid of certain provisions of legislative acts of the Russian Federation”) fully assigned the responsibility for financing overhaul of houses for apartment owners. Now apartment owners are required to pay a monthly fee for major home repairs at the established rate. Tariffs are determined by regional authorities and may vary depending on the region. On average, owners pay monthly to the capital repair fund from 5 to 7 rubles per square meter of living space.

The money is accumulated either in a special account at home or in the account of a regional operator. The procedure for storing and using money is determined by law.

Where to find out when the house will be renovated

There are several ways to find out when major renovations will be done on your home.

Contact your homeowners association.

First of all, it would be advisable to contact your home’s association, if one has been created. You can contact the chairman directly and receive information orally. You can send a written request, and then the answer will be received in a letter. To submit a written request, you must go to the HOA secretary and make a request. How the list of houses included in the capital repair program is formed

Drawing up a plan and establishing the priority of houses for major repairs are within the competence of regional authorities. The local government determines the list of houses for major repairs based on information provided by local authorities for managing apartment buildings (such as management companies, HOAs, and so on).

The need for major repairs is determined based on a number of building codes. The following indicators influence the establishment of priority:

  1. Service life of the facility;
  2. Date of the last major overhaul;
  3. The degree of wear and tear of the house;
  4. Complete collection of money for major repairs;
  5. Object area;
  6. Scope of required repair work.

Extraordinary repairs

The order of major repairs of apartment buildings implies that the work is carried out in strict accordance with the list. Is it possible to somehow bypass it?

The possibility of carrying out repairs without any queues or organizing them in the near future exists. The law provides for a procedure for carrying out unscheduled repair work in the event of unusual situations.

In such circumstances, commissions are created whose functions include deciding whether to include the house in the repair program. The commission includes administration employees, employees of regulatory authorities (Gosnadzor and Zhilnadzor), representatives of regional operators, members of homeowners' associations and employees of management organizations.

Who is exempt from paying contributions for major repairs?

The obligation of apartment owners to pay contributions for major home repairs is regulated by Federal Law No. 271 in Art. 169 of the Housing Code of the Russian Federation.

However, there are cases when residents are not required to pay contributions for major repairs, and categories of persons who will be given a benefit in the form of compensation of 50% of contributions have also been defined.

Who may not pay the overhaul fee:

  • owners of apartments in a building that is recognized as unsafe and subject to demolition;
  • owners of apartments whose house is located on a site subject to seizure for state needs;
  • homeowners in apartment buildings whose lifespan does not exceed 5 years (if there is a corresponding regional law, they are exempt from paying contributions during the first 5 years of operation of the house);
  • elderly people over 80 years of age living alone or with retired relatives.

Who is entitled to benefits in the form of 50% compensation:

  • elderly people over 70 years of age living alone or with retired relatives;
  • disabled people of groups I and II;
  • families raising disabled children.

Thus, on the basis of Federal Law 271 on capital repairs, owners of apartments in multi-apartment buildings independently finance the major repairs of their home. In accordance with the regional program adopted by local authorities, a list of houses for major repairs is approved in each region. Who is forming a queue?

All coordination of work on organizing major repairs in the constituent entities is carried out by regional operators, which are non-profit organizations.

Their management is accountable to the subject of the federation, which, together with the all-Russian fund, is responsible for collecting and distributing funds for the reconstruction of buildings.

Local authorities, together with the foundation, draw up a plan for the repair of apartment buildings, compile lists of houses in need of repairs.

All apartment buildings, based on the information submitted by the management company and the homeowners association, are included in the queue for work. The degree of their necessity is determined on the basis of building codes.

Thus, the regional operator of the capital repair fund and local authorities are responsible for forming the order of major repairs of an apartment building. The management company or directly the HOA of a particular house are responsible for including a specific house in the queue.

The need for repairs is determined by the following items:

  1. Year of construction. The older the house, the closer it is in line for renovation.

  4. Financial possibilities of MKD. If the owners of the premises decide to increase the amount of contributions for major repairs, the repairs can be carried out faster.
