Who should pay according to Russian law?
The bills must be paid by the subscriber - an individual or legal entity who has entered into an agreement (in some cases, is obliged to conclude) with a guaranteeing organization.
In a word, a home owner. If there are several owners, then each participant shares ownership, in proportion to his share.
All this is covered in the Federal Law (On Water Supply and Sanitation, Chapter 3, Article 15.1). also controlled by the Russian Water Code . Tariff norms, rules for calculating them, as well as the payment procedure are given in detail in acts of the Russian Government under number 354.
The quality and safety of water supplied through cold/hot water supply systems are established by the legislation of the Russian Federation, in accordance with hygiene standards.
By what date must payments be made?
Payment for water supply is paid monthly. There is no prepayment - only upon consumption. The deadline for depositing funds for consumption is the 10th of each month.
For example: the subscriber must pay off the debt for March by April 10 - this is the deadline, otherwise a penalty will be charged.
The payment period is also regulated by local management companies. This is done for convenience so that each housing and communal services has time to carry out all operations before the specified date. Usually the invoice is paid before the 20th-25th of the current month.
Filling out a receipt
So, before you pay for cold water according to the meter in a private house or apartment, you need to figure out how to fill out a single housing and communal services receipt. The name of the calculation is indicated separately or in a general table. In the first option, the payment grid is placed at the bottom or top of the receipt.
Those who have metering devices installed in their apartments need to fill out some columns of the receipt; those who live in a private house are forced to enter data into blank forms. The following is entered into the payment document:
- Personal data. If the information is not specified in the receipt, you must indicate the address, initials and surname.
- Payment period. The year and month of payment are entered on a separate line.
- Indications. In the appropriate column you must indicate data from each meter for the previous and current periods. The readings of hot water should be recorded in the part of the table where the letters “DHW” are indicated, cold water - the letters “CW”. One row can be allocated for previous and current month data. In this case, the readings should be indicated using a slash. Although in most cases there are two lines for this information - “previous” and “current”.
- Date of reading. The column should indicate the day, month and year when the meter readings were recorded.
Where and to whom are they paid?
The amount does not go to management associations (housing and communal services), although they issue receipts to users.
The money goes to the accounts of the organization that provides water supply . But at the same time, cold and hot supply is provided by different institutions.
Funds for hot water are transferred to the account of municipal enterprises - organized communal unitary enterprises.
They are responsible for hot water treatment and supply to apartments, houses and institutions. There is all the necessary equipment here - boiler rooms, wastewater treatment plants. The water and wastewater supply sector is responsible for the removal of wastewater and the supply of cold water.
Homeowners connected to the main highways enter into legal agreements with water supply institutions (Federal Law 318 of December 30, 2012). And users who are technologically connected to the heat supply system sign an agreement with the entity that directly operates this facility.
The owner must ensure the installation of IPU in social housing stock
The management organization filed a lawsuit demanding to recover from the state institution, which represents the interests of the city administration as the owner of apartment buildings, the amount of debt (case No. A56-18735/2018).
The court of first instance sided with the management organization. Since the municipality is the owner of premises in an apartment building, it was they who had to ensure the installation of IPU in residential premises. The defendants were unable to provide documents confirming that this was technically impossible.
The management organization had the right to conduct calculations using an increasing factor, and it was the municipality that must pay the difference in charges with and without the application of an increasing factor.
The court decided that the state institution responsible for the social housing stock and representing the administration of St. Petersburg is obliged to pay the debt.

Checking the correctness of the readings
It happens that the counter shows incorrect data. To check this, write down the indicators of the three red numbers. Then take a ten-liter bucket, fill it with water and pour it out. Repeat the procedure three times. Look at the water meter. If the numbers show that more or less than 30 liters have been used, then your water meter needs to be checked.

Is it possible directly to the supplier?
According to Federal Law 59 of 04/03/2018 59, you can enter into a direct agreement with the management organization. In this case, excess money (commission) will not go to unscrupulous local companies that inflate readings.

How to pay by receipt: step-by-step instructions
Payment for water is carried out in several ways. This can be done by the subscriber himself, by taking readings and calculating the amount. It can also be clarified in the housing and communal services, whose employees also monitor the installed meter.
By meter
If payment is made by meter, you must proceed in the following sequence:
- lift the meter cover;
- take a picture of the first black numbers on your phone - the red numbers are ignored, since they are in watts, liters;
- round off the taken figure - for example, 00005439 will mean 5.5 cubic meters;
- transfer the meter readings to the management company (via the official website) or the housing office (using the personal number of the inspector conducting the inspection) - do not forget to indicate the residential address or account number in the message.

Without counter
Water users who have not yet installed meters have to pay special, increased prices (for apartments at a coefficient of 1.5). Such payment is financially burdensome. There is no single law regulating water consumption per person.
Therefore, average consumption data is used, depending on the validity period. Tariffs for the resources used are set differently, depending on the region of the country. Approximately the calculation is for 800-1000 liters of water consumed per person per week.
If installing a meter is not planned, the owner can reduce costs for water supply by following the following instructions:
- send a request to the management company for employees to install a seal on one of the valves - if there are no residents in the house, no charges will be made;
- provide the organization with a certificate confirming the absence of the owners in the apartment for a certain period of time.
The payment itself is made in the same ways as when paying by meter - in person, through an ATM and via the Internet.

- Cold – 14.21 rub. for 1 m3/h.

12 m3/h × 14.21 rub. = 170.52 rub. for cold water.

Depositing an amount without commission
Regardless of the online payment method, an additional fee may theoretically always be charged. This is not prohibited by law.
However, there are still ways to avoid paying more:

How to take readings from the meter?
The water meter has eight rollers with numbers.
Five black and three red. For example, initially the counter showed the following data: 00000174. Here 174 is the number of liters of water used. As you know, readings must be taken in cubic meters, so it is too early to transmit them. In other words, the readings from the meter are taken based on the first five digits, so you can wait a month.
A month later, look again - the readings are already different: 00001174. In this case, they can already be taken, because there are more than three digits. It turns out that you use a little more than 1 cubic meter of water per month. When sending indicators, the amount is rounded, you pay only per cubic meter. Another month later we see on the water meter: 00012566. Now it turns out that 12 cubic meters were used. Subtract 12-1=11. This month you pay for 11 cubic meters of water.
Features of payments for water supply in a communal apartment and a private house
Calculation of utility services for owners of private houses, apartments and SNT has its own characteristics.
The owner of the communal apartment pays the amount calculated according to the meter and established tariffs.
In addition, the subscriber is charged for the supply of general housing needs - watering lawns, cleaning entrances.
But the private owner does not pay the common house interest. But he is charged an amount for turning off the water supply in the riser - in storey buildings this service is usually included in the general maintenance of the house.
Overspending
The new rules, compared to the previous ones, are more progressive. However, overexpenditures, which today are called “common house needs,” will still have to be paid for (underestimated water meters of neighbors, unregistered residents, leaks). Overexpenditure is distributed not only among owners of metering devices, as was the case before September 1, 2012, but also among those who do not have them.
Also, on June 1, 2013, another innovation was introduced - a limit on “general household needs.” Despite all this, installing metering devices allows you to save significantly, reducing the payment for your own water consumption by about half.
If there are no registered ones in the apartment?
According to the law (LC RF, Article 155), non-use of premises by owners (tenants) is not a reason for non-payment for utilities. And this is correct - after all, the guaranteeing company continues to supply water without restrictions.
If there are no registered apartments in the apartment, service fees are still charged based on the number of owners. In order not to pay extra, a water flow device has to be installed. This makes it possible to pay expenses based on consumption.
In the absence of IPU, the employer pays the standard, and the owner of social housing pays the increasing coefficient
The dispute between the management organization and the municipality regarding the payment of the increasing coefficient was put to rest by the Supreme Court of the Russian Federation, where the management company filed a complaint.
The RF Supreme Court analyzed the decisions of all previous courts and came to the following conclusions:
- The owners of the premises had to install IPU in them before January 1, 2011 (Part 4 of Article 13 No. 261-FZ, Clause 81 of the RF PP No. 354). This obligation is assigned to all owners of premises in an apartment building, regardless of whether it belongs to the state (municipal) or private housing stock and whether the owner uses this premises for living or rents out these premises.
- An increasing factor is used when calculating payments for utility resources for premises in which IPUs are not installed. An exception is the presence of an inspection report indicating the lack of technical ability to install a meter (clause 42 of the RF PP No. 354).
The housing agency against which the UO filed a claim is the representative of the owner of the disputed premises. The institution did not provide the court with evidence that there is no objective possibility of installing an IPU in the residential premises.
The Supreme Court of the Russian Federation agreed with the conclusions of the court of first instance that the consequences for failure to install meters cannot be laid on the tenants of residential premises: they are not obliged to equip apartments with metering devices and are not authorized to independently make decisions about this. Consequently, the management organization cannot, by virtue of law, impose on them the obligation to pay the increasing coefficient.
The Supreme Court of the Russian Federation overturned the decisions taken by the courts of appeal and cassation and ordered the housing agency to pay the amount of debt to the management organization in accordance with the decision of the court of first instance.
In SNT
Water consumption in SNT is determined using uniform devices. Every garden village is equipped with them.
In addition, land owners also have individual meters. Their readings must be taken and transmitted quarterly.
In addition, summer residents are required to bear additional costs associated with maintaining the utility networks of the gardening partnership. All gardeners pay for water, regardless of whether they are members of SNT or not.
Federal Law No. 217 provides for the right to reduce the contribution for individual gardeners due to different volumes of water use.
Installation of a meter
This procedure is carried out as follows:
- The specialist turns off the water, removes a piece of the pipeline, and installs a meter in its place. If a “wet” action meter has been selected, in which the mechanism is in contact with the water flow, then it is advisable to install a filter on the pipeline. The device is placed in a place where it will be convenient to take readings from it before paying for water at the meter.
- Next, you need to submit an application to the management company so that your meter is sealed and its readings are recorded in the protocol. After this, water consumption will be based on meter readings.
- The question naturally arises - how to pay for water using the meter? There are several options here: through a receipt, by phone or via the Internet. The last option is the simplest, because an Internet connection today has become almost mandatory for every apartment.
- It is the responsibility of your management company to periodically check the readings of the meter and check its correct operation. Before you pay the water meter, you need to be sure that the readings are correct. To do this, it is necessary to timely verify metering devices.
Recalculation of fees
More often, owners who have not installed a water meter are faced with the need for recalculation. This is done upon a written application from the subscriber or at the request of Rospotrebnadzor and other inspection bodies.
An error in calculations may be caused by a breakdown of the meter. In this case, an application is submitted on behalf of the owner.
A recalculation of the payment already made, submitted by the subscriber himself, is possible on the basis of his temporary absence from the apartment, if:
- the consumer has not lived at home for 5 days or more;
- the fact of absence is documented - sick leave, business trip, voucher;
- the request was initiated in writing.
Housing department workers who discover a larger number of residents in the house may also require a recalculation.
Places to pay
You can pay your water bill in the following places:
- Post office. Today it is one of the most famous payment points. The calculation is quick and easy. The operator is given the money and a receipt. He processes the payment and returns to you a portion of the receipt that contains all the payment and consumer information.
- Bank. In this case, payment is made according to the same scheme as in the previous paragraph. Please note that banks may charge a commission for this.
- ATM. Payment is made via bank card. In this case, the payment is processed independently. The card is inserted into the terminal, the PIN code is dialed, the “Payments” tab is selected in the menu, and then “Payment of utilities”. Then you need to act according to the system prompts.
- Payment terminals. This is a convenient and fast option. The calculation is made as follows: select the “Utility Payments” tab in the menu, and then “Water Supply Payments”.
