Features of sending tax notices

For example, it is known that 67.1 million of them were sent in 2021. Of these, 44.6 million were sent on paper by registered mail, and 22.5 million were sent electronically through taxpayers’ personal accounts.

Tax notices are addressed to owners of taxable property: vehicles, land plots, capital construction projects for the period of ownership over the past year.

And every year, compared to the previous tax period, changes occur in the calculation of taxes for individuals, laid down in tax and other legislation.

For example, for transport tax, this is a calculation using increasing coefficients established by the List of passenger cars with an average cost of 3 million rubles. And the Russian Ministry of Industry and Trade updates it annually.

For land tax, in a number of regions of Russia, new results of the state cadastral valuation of land, which have come into force, are annually applied.

For personal property tax, the tax base is the cadastral value of real estate. But when calculating this tax in the region, a reduction factor may apply. They are used so that when switching to a tax based on the cadastre, it does not rise very sharply at one time.

How an employer avoids responsibility

If you work without an employment contract, your employer will definitely not contribute money to the Pension Fund for you. But it also happens: you have a contract and an entry in your work book, but still no contributions to the Pension Fund.

You need to find out whether your employer contributes money to the Pension Fund as soon as possible. According to the Labor Code (Article 392), you can go to court within three months from the day you learned or should have learned about a violation of your rights. What to do if the tax notice contains incorrect information

If, in the taxpayer’s opinion, the tax notice contains outdated or incorrect information about the property or its owner (including the period of ownership of the property, tax base, address), to check and update it, you must contact the tax authorities in any convenient way:

  • for users of the taxpayer’s Personal Account - through it;
  • for other persons - by personally contacting any tax office, or by sending a postal message, or through the Internet service of the Federal Tax Service website “Contact the Federal Tax Service of Russia.”

  • recalculation of taxes and changes in tax notices (includes sending a request to the regulatory authorities, checking information about the availability of tax benefits, determining the start date of application of the current tax base, etc.);
  • processing the information received and making the necessary changes to information resources (databases, budget payment cards, etc.).

As a result, if there are grounds for recalculating the tax(s) and generating a new tax notice, the tax office no later than 30 days (in exceptional cases, this period can be extended by no more than 30 days):

  1. Resets the previously accrued amount of tax and penalties.

Option #1: Ask your employer

Large companies issue employees a statement every month. It contains all the data: salary, bonuses, vacation pay, travel allowance, as well as personal income tax and contributions to the Pension Fund.

If you do not receive such a statement, you can ask the accounting department for a certificate of transfers to the Pension Fund. But, if the employer deliberately evades payments, because of your curiosity, he will try to complicate your life. For example, he will fire you retroactively or ask you to write a statement “of your own free will.” It will be more difficult to prove your case in court. Therefore, it is better to check the status of your pension account with the state.

Important: if you suspect that your employer is deceiving you, do not bother and use the second or third option. The third one will be faster.

Option number 3: find out via the Internet

You can check your pension account on the government services portal (https://gosuslugi.ru). If you have never received government services via the Internet before, you first need to register: go to the website, enter your name, email and phone number. And then - passport details and SNILS number. After verification, you will receive a notification on your phone or email.

You will also need to go to the post office or Rostelecom office to have your identity checked. This formality takes five minutes, but then opens access to all government services and protects against scammers. Pay taxes offline

To pay tax without access to the Internet, you must receive a notification receipt with a fifteen-digit identification number. Until the time for payment has expired, it can be collected from the tax office at the place of registration of the taxable object. After this, you have several options.

  1. Payment at bank branches: this can be Sberbank, Tinkoff, VTB, Promsvyazbank and others. Instead of a receipt, you can submit a completed declaration to the cashier, and pay using a card or cash.
  2. Payment through the Federal payment system "City". It does not operate in all cities. System points can be found, for example, in Forbank branches in the Altai Territory, Chelyabinsk Region and other regions.
  3. Depositing funds into bank terminals. A barcode printed on the receipt is used, so the procedure can only be carried out at ATMs that have special reading devices.
  4. Payment through self-service devices at tax offices. These are the same terminals as those that accept money to top up a mobile phone account.

These methods are the most accurate - you receive a payment receipt immediately at the checkout, you do not need to wait until the payment status is confirmed (and in the case of online methods, the waiting period reaches 10 days). You will know for sure that the payment has gone through.
