A certificate containing information about the presence (absence) of ownership of real estate objects

The calculated value determined by qualified specialists, called the estimated value of the apartment, can be of two types - cadastral and inventory. These two concepts are completely different amounts, the calculation of which takes into account many factors.

A certificate of the cost of an apartment in one of two values is issued by the relevant government agencies after providing a specific list of papers. In some cases, civil service employees have the right to refuse a citizen’s application to issue these certificates.

What is BTI

Few residents of Pyatigorsk and other cities of the Stavropol Territory know what the abbreviation BTI stands for and what this body does. BTI is a technical inventory bureau in which any citizen of the Russian Federation can arrange services for carrying out cadastral work on real estate objects and their inventory, as well as various documents required for removing or registering any real estate object with the state cadastral register.

How and where to get a certificate of the cadastral value of an apartment?

Such a certificate is issued only if the apartment is already registered in the real estate cadastre. Otherwise, the first step is to register the property.

Below are the options for obtaining a certificate of the value of an apartment based on the results of a cadastral valuation:

  • in the Unified State Register office;
  • in the Cadastral Chamber;
  • on the Rosreestr web resource (https://rosreestr.ru/wps/portal/cc_gkn_form_new).

To issue this certificate, the owner of the residential premises or his representative must prepare the necessary package of papers listed below:

  • application of the established form (forms are issued by government agency employees);
  • title documents for housing;
  • passport;
  • a receipt with the paid fee for the provision of services;
  • registration certificate for the premises (required when applying to the Cadastral Chamber, must contain an explanation and floor plan, issued by the BTI).

Instead of a technical passport, it is possible to provide a floor plan and explication as separate documents; these papers are issued to the BTI within 10 days upon submission of the appropriate application, title documents, a form with a paid fee (the size differs depending on the region) and an identity card.

Regardless of the chosen method of application, to obtain a certificate of the cost of an apartment, a citizen must provide a complete package of documentation to a civil service employee and receive from him a receipt indicating the date when the document will be ready.

Processing takes about 10 working days. To pick up the certificate on the specified day, the citizen needs to present the employee with his identification card and a receipt (power of attorney, if necessary).

Other methods for determining cadastral value

Typically, information about the cadastral value of a property (apartment, land, etc.) is freely available. In addition to issuing a certificate containing this information, there are several other ways to determine this value:

  • through the online help desk on the Unified State Register website (https://rosreestr.ru/wps/portal/p/cc_ib_portal_services/cc_ib_ais_fdgko) (you need to know the cadastral number or address);
  • using a public cadastral map (https://maps.rosreestr.ru/PortalOnline/) (information should be contained in the information panel that appears when you click on a specific area on the map);
  • by filling out a request on the Unified State Register website (https://rosreestr.ru/wps/portal/cc_gkn_form_new) for the issuance of a cadastral extract for a specific property or a cadastral passport.

Where and how to get a certificate of the inventory value of housing?

A certificate of inventory value is issued upon personal application from the owner of the residential premises or his legal representative in one of the following ways:

  • through the MFC;
  • through the BTI department;
  • using the public services web portal (https://www.gosuslugi.ru/pgu/service/7700000010000291306_.html#!_description).

To obtain this certificate, the applicant must prepare the documentation package indicated below and submit it to the civil service department:

  • a form with the fee paid (the amount differs depending on the region and the prices of a particular office, on average - 540 rubles);
  • documents of title on the basis of which the citizen received the right to own an apartment (for example, a deed of gift);
  • applicant's passport;
  • letter of guarantee (for legal entities);
  • power of attorney addressed to the representative (if necessary);
  • application according to a standard sample (the form is also issued by a civil service employee).

If the apartment does not require an inventory (usually this procedure is carried out once every 5 years), it will take no more than 10 business days to prepare the certificate from the moment the request is submitted to the government service.

Documents required to obtain a certificate from the BTI

Filling out an application with the BTI also involves collecting the necessary documents, a non-exclusive list of which is presented below:

  • applicant's passport;
  • if a guardian or parent of a minor applies, a birth certificate;
  • if married - marriage certificate;
  • power of attorney from the owner, if the applicant is another authorized representative;
  • if available, a certificate of ownership;
  • request from a notary – when entering into an inheritance;
  • receipt of payment for the service providing the required certificate.

When submitting an application through the MFC or directly to the BTI, you must submit the originals of all documents, copies of which will be taken by the employee serving you. If documents are sent by mail, then the application must contain photocopies of all documents and the original payment receipt. In the case of using the State Services portal, copies of all documents, including payment documents, are attached in electronic form and, preferably, in color images.

Important! If at least one of the required documents is missing, the certificate will be refused.

Grounds for refusal to provide a certificate

The reason for refusal to accept papers or non-issuance of a certificate may be the provision of an incomplete package of documents, their incorrect execution (with marks on the papers or incorrect information), non-payment of state fees, or an application from a person who does not have the right to receive this document.

Situations in which certificates from the BTI are required

In various life situations related to actions in relation to residential and non-residential objects, a different set of documents is required. Thus, in different cases, completely different certificates from the BTI may be needed. It should also be noted that it is not always possible to get by with one document obtained from a given organization. Several examples of the use of such certificates in life are given in the following table.

Type of certificateLife situation
Explication and floor planRegistration of real estate transactions and approval of redevelopment of premises
Certificate of estimated valueSale, purchase, donation of real estate or inheritance on it
Certificate of ownership of residential real estateConducting court cases, for example, to determine the place of residence of a child in case of divorce of parents
Certificate of absence of real estate objectsParticipation in government programs to improve housing conditions;
Receiving subsidies from the state to improve living conditions

Important! To more accurately determine the list of documents required in certain situations, you should consult with a specialist.

Validity period and cost of certificates from the BTI

  1. Validity. For all certificates issued by the BTI, the validity period is different. It can vary depending on the species from 5 days to infinity. For example, a technical passport is an unlimited document.
  2. Cost of certificates. It can also be different - some certificates are even issued free of charge. Just like the validity period, it depends on the type of document provided. Other factors influencing the cost may be your region and the specific location in it or the organization providing you with the service. It should also be taken into account that for some documents the cost is established by the legislation of the Russian Federation. For example, such a document is a floor plan.

Important! The exact validity period and cost of a specific certificate can be found out when applying or by going to the appropriate section on the State Services website.

Answers to the most frequently asked questions

Question No. 1: Good afternoon! I have been the owner of a residential building since 2001. A month ago I applied to the BTI to provide me with a certificate of the availability of real estate in my property. However, I was refused. The question is: are the actions of the BTI employees legal and where can I go in this case for this certificate?

Answer: The actions of the BTI employees are lawful, since such a certificate can be obtained from the BTI only if the right to real estate was registered earlier than January 31, 1998. To obtain a certificate in your case, you can contact the MFC or the local authority of Rosreestr.

Question No. 2 : Can I get a certificate from the BTI without being the owner of the property?

Answer: You can obtain a certificate from the BTI about the absence of real estate, also if you are a tenant of social housing or a parent/guardian of a minor owner. You can also get a certificate from the BTI if the owner issues a special power of attorney for you.

Nuances of receiving

If a certificate of the presence or absence of property is required by the heir , to receive it he must provide a certificate of right to inheritance received from a notary and certified by him.

A certificate from the BTI on the presence or absence of property records all existing property and is not divided into separate documents for each real estate property .

In this case, the document indicates the address of the object, through what type of transaction it was acquired, the number and date of the contract, if any.

When sending an application by mail, the application must be certified by a notary. And in the text of the application itself, indicate the following phrase: “The applicant has been notified and fully agrees that in order to fulfill this application, photocopies of documents containing personal information will be attached to it.”
