The calculated value determined by qualified specialists, called the estimated value of the apartment, can be of two types - cadastral and inventory. These two concepts are completely different amounts, the calculation of which takes into account many factors.

What is BTI

To issue this certificate, the owner of the residential premises or his representative must prepare the necessary package of papers listed below:
- application of the established form (forms are issued by government agency employees);
- title documents for housing;
- passport;
- a receipt with the paid fee for the provision of services;
- registration certificate for the premises (required when applying to the Cadastral Chamber, must contain an explanation and floor plan, issued by the BTI).
Instead of a technical passport, it is possible to provide a floor plan and explication as separate documents; these papers are issued to the BTI within 10 days upon submission of the appropriate application, title documents, a form with a paid fee (the size differs depending on the region) and an identity card.
Regardless of the chosen method of application, to obtain a certificate of the cost of an apartment, a citizen must provide a complete package of documentation to a civil service employee and receive from him a receipt indicating the date when the document will be ready.
Processing takes about 10 working days. To pick up the certificate on the specified day, the citizen needs to present the employee with his identification card and a receipt (power of attorney, if necessary).

Where and how to get a certificate of the inventory value of housing?
A certificate of inventory value is issued upon personal application from the owner of the residential premises or his legal representative in one of the following ways:
- through the MFC;
- through the BTI department;
- using the public services web portal (https://www.gosuslugi.ru/pgu/service/7700000010000291306_.html#!_description).
To obtain this certificate, the applicant must prepare the documentation package indicated below and submit it to the civil service department:
- a form with the fee paid (the amount differs depending on the region and the prices of a particular office, on average - 540 rubles);
- documents of title on the basis of which the citizen received the right to own an apartment (for example, a deed of gift);
- applicant's passport;
- letter of guarantee (for legal entities);
- power of attorney addressed to the representative (if necessary);
- application according to a standard sample (the form is also issued by a civil service employee).
If the apartment does not require an inventory (usually this procedure is carried out once every 5 years), it will take no more than 10 business days to prepare the certificate from the moment the request is submitted to the government service.

Documents required to obtain a certificate from the BTI
Filling out an application with the BTI also involves collecting the necessary documents, a non-exclusive list of which is presented below:
- applicant's passport;
- if a guardian or parent of a minor applies, a birth certificate;
- if married - marriage certificate;
- power of attorney from the owner, if the applicant is another authorized representative;
- if available, a certificate of ownership;
- request from a notary – when entering into an inheritance;
- receipt of payment for the service providing the required certificate.
When submitting an application through the MFC or directly to the BTI, you must submit the originals of all documents, copies of which will be taken by the employee serving you. If documents are sent by mail, then the application must contain photocopies of all documents and the original payment receipt. In the case of using the State Services portal, copies of all documents, including payment documents, are attached in electronic form and, preferably, in color images.
Important! If at least one of the required documents is missing, the certificate will be refused.
Grounds for refusal to provide a certificate
The reason for refusal to accept papers or non-issuance of a certificate may be the provision of an incomplete package of documents, their incorrect execution (with marks on the papers or incorrect information), non-payment of state fees, or an application from a person who does not have the right to receive this document.

A month ago I applied to the BTI to provide me with a certificate of the availability of real estate in my property. However, I was refused. The question is: are the actions of the BTI employees legal and where can I go in this case for this certificate?
Answer: The actions of the BTI employees are lawful, since such a certificate can be obtained from the BTI only if the right to real estate was registered earlier than January 31, 1998. To obtain a certificate in your case, you can contact the MFC or the local authority of Rosreestr.
Question No. 2 : Can I get a certificate from the BTI without being the owner of the property?
Answer: You can obtain a certificate from the BTI about the absence of real estate, also if you are a tenant of social housing or a parent/guardian of a minor owner. You can also get a certificate from the BTI if the owner issues a special power of attorney for you.
