Why is a temporary identity card issued and how to get it in Russia?

What is a temporary identity card for a citizen of the Russian Federation and the reasons for obtaining it?

Starting from the age of 14, a general passport becomes the main identification document for every Russian citizen. Its presentation is mandatory when carrying out significant legal transactions or purchasing tickets on long-distance routes. However, a citizen may not always have access to this document. For example, when it is lost, has received significant damage and/or is in the process of being replaced.

In cases where the authorized bodies issue a new passport, the applicant may be provided with a temporary document for mandatory identification for the entire period, at his request - clause II of the RF PP No. 828 (dated 07/08/1998). It is a short-term alternative to a primary passport. Designed to perform its basic functions, but cannot be a 100% substitute in all situations.

The following documents can also be used as temporary substitutes:

  • international passport;
  • seaman's passport;
  • driver license;
  • in rare cases - a birth certificate;
  • military ID;
  • other professional certificates and certificates.

A temporary identity card of a citizen of the Russian Federation (abbreviated as VUL) is presented upon request in any institutions, including government agencies, and if necessary, present a passport. However, this document has a number of limitations:

  1. The certificate is valid for a short period of time.
  2. Its validity extends only to Russian territory; the document is not valid abroad.
  3. The certificate cannot confirm the fact of registration at the place of residence and other data entered only in a general passport (for example, the presence of children, civil status, etc.).
  4. The VUL cannot be used to prepare other important documents.

Note! When the deadline for obtaining a simple general passport approaches, you will need to submit a temporary one.

The certificate is drawn up on a standard form of the established form measuring 176x125. On the outside, the name of the document is indicated and a reference to its time limitation is given. On the inside there is a serial number and information about the owner (full name, date and place of birth, address where the citizen lives).

A photographic image is also placed here, and the recipient puts his personal signature. The bottom page gives the name of the authority that issued the certificate, the reason why it was issued (for example, loss of a passport), and the time frame during which the document is valid. How to remove temporary certified status from a land plot

All information about the territory contained in the cadastre is temporary until the date of registration of the right to dispose of the site. Until the ownership of a plot of land is registered, the status of such a plot will be temporarily certified. Remember that if there is no registration of the owner’s right to a plot of land after its formation, the territory may be deregistered from the state register after 2 years. Even if more time has actually passed than two years.

You need to be especially careful about areas that were registered before March 1, 2008, since such a territory does not automatically receive the status of a temporary certified plot of land.

In order to remove the temporary certified status from a plot, it is necessary to register the owner’s rights to the plot, carry out a land surveying procedure and determine the legal boundaries of the territory. It is possible that you simply do nothing for 2 years and the status of a temporary certified plot of land will automatically turn into canceled status.

  • From the date of registration of the lease right to a given plot of land in the event that the owner and owner of the land plot is not initially determined, which means that the owner is the state and authorized structures.

When the specified actions are carried out, the status of the site will be changed to “accounted for”. Please note that when drawing up a lease agreement for a period of less than a year or for an unlimited period, this type of agreement is not subject to registration in accordance with current regulations.

Procedure for obtaining a certificate

The procedure for obtaining a temporary identity card does not pose any major difficulties. To pass it, you will need to contact any nearest branch of the Main Department of Migration Affairs of the Ministry of Internal Affairs. This procedure applies even if the citizen does not apply at the place of registration. They still have to provide him with a temporary certificate.

Receipt through the Main Department of Internal Affairs of the Ministry of Internal Affairs

The procedure is simple:

  1. The interested party collects the necessary package of documents.
  2. Contact the nearest branch of the Main Department of Migration Affairs of the Ministry of Internal Affairs.
  3. Verbally expresses to the unit employee his desire to receive a certificate.
  4. Hands over documents.
  5. On the same day, after a short period of time, he receives a temporary certificate.

If a citizen changes his general passport through the MFC branch (My Documents), he has the right to contact its employees in order to issue a VUL. No one has the right to refuse him.

Receipt through State Services

It will not be possible to order a certificate through the State Services portal. To do this, you will first need to apply for a replacement primary passport. Then, after its approval, come to the Main Directorate for Migration Affairs of the Ministry of Internal Affairs and immediately draw up a VUL on the spot.

Purchase and sale of land with temporary certified status

It is actually possible to carry out a transaction to purchase a plot of land with temporary certified status. But know that without registration of the right to dispose of such a plot, this territory is not the subject and object of civil law. Registration of the rights of the new owner will not be possible until the rights of the original owner to the land are registered.

Please note that after a period of 2 years, such a plot of land will be canceled in the accounting register, which means that the validity of the sale or lease agreement will be obvious.

  1. Provided for 10 days upon application to the territorial office of the Main Department of Migration Affairs of the Ministry of Internal Affairs at the place of main registration.
  2. Issued for 2 months if a general passport is issued at the place of stay.

If for some reason a general civil passport is not issued during the specified period, an extension of the VUL is allowed. To do this, you will need to contact the authority that provided the primary certificate with an oral request. An employee of the MFC or the Main Department of Migration Affairs of the Ministry of Internal Affairs will verify all the necessary documents and make a special note about the extension on the existing certificate.

Important! If the main passport is ready, upon receipt of it you will need to submit the VUL. You don’t have to worry about having to pay for its loss or damage. There are no penalties for this act.

When applying for a new passport, a citizen must pay a state fee. Depending on the situation, its cost varies from 300 rubles. up to 1500 rub. There is no need to pay separately for the registration of the certificate. It is provided free of charge. All expenses are associated only with the production of photographs. Even if a citizen applies to the authorized body for a VUL after he has submitted an application for a replacement passport, he will not need to pay anything.

Types of land registration

  • Listed - such plots of land have already been included in the cadastral register, but have not yet received the official corresponding status;

Features of using a temporary certificate

VUL can in many ways replace a general passport, but in some cases there is a need to wait for the main passport to be issued. Let's consider in what situations a citizen will be able to use a temporary certificate, and when it will not be accepted for consideration.

Air travel

For a long time, purchasing tickets for long-distance transport with VUL became a real problem. Some companies, especially those involved in the air transportation industry, refused to sell travel documents based on identification. While other organizations carried out free sales. This is because there was no single standard regulating this process.

But in 2007, the Ministry of Transport issued Order No. 82, according to which a citizen can buy tickets for internal lines using any document with which he can prove his identity. At the same time, the passenger must take into account that if a ticket is purchased, for example, using a certificate, then it is necessary to board the plane using the certificate. Provided that during the period of time between purchasing a ticket and the flight, a citizen received a new passport, he needs to contact the seller to make a special note in his travel documents. Otherwise, such a person will not be allowed on board.

Travel abroad

To go abroad, a temporary certificate will not be enough. True, in such a situation you can safely use your passport. Even countries that accept Russians with a general passport allow this option for crossing the border.

Banks

To conduct banking transactions, an individual does not have to present a general passport. For this purpose, any identification document and VUL will be suitable, including Letter of the Ministry of Taxes and Duties No. SA-6-05/ (dated 04/01/2002). In some cases, for example, to apply for a loan, banks require permanent registration, but this can also be confirmed with separate certificates.

Labor Relations

To get a job, a citizen can present any document with which he confirms his identity - Art. 65 Labor Code of the Russian Federation. In the future, the employer has the right to request a general passport from the employee to prepare various documentation, but to draw up an employment contract, the information entered in the VUL will be sufficient.

If an interested person is denied employment due to the lack of a civil passport, he has the right to file a complaint with the labor inspectorate, the prosecutor's office, or directly to the court.

Marriage registration

The absence of a general passport can cause significant difficulties when applying to the registry office. When registering a marriage, employees of this organization are required to enter passport data into the certificate. Therefore, it is advisable to postpone the wedding ceremony or divorce procedure until a new passport is issued.

General grounds for removing temporary certified status from a land plot

The reasons and sufficient grounds for state registration of land rights are:

  • State and local regulations issued and entered into force in the place of their publication and competence;
  • Transactions with real estate, which are formalized by concluding contracts of various types;
  • Documents and acts of privatization that indicate the completion of the privatization procedure in relation to land plots;
  • Documents confirming inheritance rights;
  • Court decisions;
  • Acts on real estate, drawn up in certain places in accordance with the powers of special bodies, confirming the existence of ownership rights of owners;
  • Acts of transferring ownership of land from one owner to another;
  • Any new document giving legal effect to the existence, application, and termination of title to real estate.

Any document from the list above is sufficient to confirm ownership.

Citizens often have problems registering at their place of residence or stay. Is it possible to register using a temporary ID instead of a passport?

Here, as with marriage registration, you need to take into account that there is no opportunity to make a note about registration on the certificate - the 2P form does not provide space for such entries. In addition, the Administrative Regulations for the provision of public services for registration (approved by Order of the Federal Migration Service No. 288 of September 11, 2012) in its paragraph 15 provide for a list of identification documents for registration. There is no temporary certificate listed there. Therefore, it is impossible to formally register using such a document.

✔ You need to obtain a foreign passport.

You need to apply for a foreign passport - but you only have a temporary certificate in your hands. What to do in this case?

Unfortunately, the answer here is simple: you need to wait for your passport to be issued. You cannot issue a passport using a temporary certificate. The administrative regulations concerning passports valid outside the Russian Federation (approved by order of the Federal Migration Service No. 320 of October 15, 2012) provide an exhaustive list of documents - and in clause 28.1.1 only passports, domestic or foreign, are considered as identification documents. There is no certificate provided there.

Passport restoration

Any citizen may encounter certain difficulties when renewing their own passport. But you can avoid paperwork if you familiarize yourself with some of the nuances in advance.
