Temporary identity card when replacing a passport: issuance, deadline. How to obtain a temporary identity card for a citizen of the Russian Federation

A passport is, in fact, the main document that confirms the identity of a citizen. If it is lost or stolen, the question of restoration arises. A month after submitting the application and a complete package of papers, you will be issued a new passport. But what to do while the recovery process is underway? Is there an alternative identification document? Of course it exists! This is a temporary ID. It is issued at the time of registration of the passport.

Of course, you may not need this document. And it’s up to you to decide whether you need it or not. But there are situations when you simply cannot do without it. Especially if you lead an active lifestyle and your activities involve frequent business trips and moving around the country.

Temporary identity card when replacing a passport

After submitting a package of documents necessary to restore a passport, a person can ask to be issued a temporary identity card. How long will this procedure take? By law, it is issued immediately, and it should take up to ten minutes. In addition to the main package of documents submitted to restore your passport, you will need one more photograph - specifically for a temporary certificate.

What exactly is this document? What does he look like?

The citizen's temporary identity card has its own number and is registered in the journal. On its upper side it is indicated that this is a temporary document with a limited validity period.

The inner side contains information about the citizen, his date of birth, and registration address. The person’s personal signature is immediately affixed and a photo is pasted in.

The last page has columns indicating the reasons for issuing the document and the period during which it is valid. In addition, if necessary, notes about extending the validity period are made there.

Now in more detail about the procedure.

The most important document of a Russian citizen is a Russian passport.

The Russian passport is the main one in the Russian Federation. The Government of the Russian Federation, by its resolution No. 828 dated July 8, 1997, obliges all Russian citizens aged 14 years or more who reside in the country to have a Russian passport.

The document is a small book of 20 pages. The dark red cover is embossed with the coat of arms of the Russian Federation and the inscriptions:

  • above the coat of arms - “Russian Federation”;
  • under the coat of arms - “Passport”.

The document contains, in addition to the number, series, date of issue and name of the authority that issued it, the owner’s personal data: full name, gender, birth information and other data, including place of residence, military registration, etc.

A single sample document has been adopted for all subjects of the Federation; The republics are entitled to supplement it with an insert, which is agreed upon with the Ministry of Internal Affairs and the Heraldic Council of the Russian Federation and duplicates it in the national language. , and his and .

How to get a temporary ID card?

According to the law, a citizen has the right to receive a temporary certificate even when he has submitted documents for passport restoration at a location other than his place of registration. Such a document is also issued to those who have lost their passport or become a victim of theft.

You need to contact the FMS at your place of registration. You can use the Internet and avoid standing in lines. However, even if you used a service such as the Unified Portal of State Services when submitting an application for passport restoration, you will still have to receive a temporary identity card of a citizen of the Russian Federation from the Federal Migration Service, since such papers are issued in person. This will become possible when your application receives the accepted status on the website.

State duty

The amount of the state fee depends on the reason for replacing the document. If you plan to obtain a passport at the age of 14, 20 and 45, the state fee will be 300 rubles. If your passport is lost or damaged, it will be 1,500 rubles. In addition, 1,500 rubles must be paid when replacing a document due to a change of surname or a serious change in appearance.

The state duty is paid by all citizens of the Russian Federation, except for minor orphans.

You can pay the state fee at Sberbank (both in branches and at ATMs), the State Services Portal, at payment terminals or branches of other banks (additional commissions are possible there). When paying, it is important to indicate “Payment of state duty” in the purpose of payment.

Validity period of the certificate and other nuances

A temporary identity card is equal in level to a passport of a citizen of the Russian Federation. Having this document with you, you can freely move around the country, purchase tickets for various types of transport, and carry out other actions. But! The certificate does not confirm the fact of registration at the place of residence, and it is also impossible to register a residence permit using it.

In accordance with the law, a “temporary temporary residence” is issued for two months. However, the period of a temporary identity card can be extended at the request of a person. A note about this is entered in a special column on the last page.

The temporary identity card of the Russian Federation is valid only on the territory of Russia. This document will not be valid abroad, and you will not be able to leave the country using it. As soon as you receive your new passport, your ID must be returned. There is no penalty if it is lost.

Options for the list of papers for issuing a new passport

The set of papers required to obtain a new passport will depend on the reasons for obtaining a new identity card:

  1. In this case, there is no single list, but there is one important circumstance - none of them indicate the need to confirm your residence permit or temporary registration: A military ID is needed only if the recipient is liable for military service and at the same time a citizen of the Russian Federation.
  2. Documents on marriage and divorce - married, legally divorced.
  3. Children's birth certificates - only until the child reaches 14 years of age. If the children are older, this is not required, but if there are both children and adults, then only for the younger ones.
  4. A person who changed his last name, first name and/or patronymic at his own request must present a document certifying that the change of last name, first name or patronymic was recorded in the registry office (this is a certificate of name change).
  5. A passport of another state is needed only by a person who receives a Russian one after acquiring Russian citizenship.
  6. Russian citizens who apply for a new Russian passport need to hand over the old document, but if it is lost or stolen, then you can do without it. In this case, it is generally impossible to determine whether there is registration.

It turns out that the main condition for the timely issuance of an important document is a receipt for payment of the state duty, but its size also depends on the situation - if the document is stolen, damaged or lost, you will have to pay one and a half thousand rubles. As for changing gender, appearance or full name, everything here also depends on the situation - after all, this event can be timed to coincide with a planned change of photograph, which, by the way, is also a mandatory attribute of replacing an old one or issuing a new identity card.

Purchasing tickets using an ID

So, you already know what to do when your passport is lost. You order a new document, and during the period of its registration you receive a temporary certificate. People engaged in business and forced to move from one region of the Federation to another are wondering whether there will be problems with documents when purchasing tickets. For example, what should you do if you need to fly across Russia? Is it possible to purchase a ticket with a time-based certificate and then go through the check-in procedure for the flight?

Of course available. Moreover, the airline does not have the right to refuse you this, because the ticket is issued on the basis of a document confirming the identity of a citizen of the Russian Federation. You have one. This is your temporary ID. Of course, according to the Decree of the President of Russia, a passport is the main document confirming identity, but it is far from the only one.

Of course, carriers can set their own rules, but they cannot contradict the established rules for air transportation. In addition, there are clarifications from the Ministry of Transport from 2004 that a temporary certificate certifies the identity of a citizen. This means that no airline has the right, from a legal point of view, to refuse you.

All incidents that arise for citizens with a temporary certificate are mainly related to the fact that the details of the passport that is being reissued were not indicated on the form itself. This led to people receiving refusals from organizations to carry out certain actions. There have been quite a lot of similar complaints from citizens. This issue has been considered. To enter information about your passport, you had to enter some new column, since it was not provided. To do this, it would be necessary to change the standard form.

Troublesome. And a document issued for 2 months is not worth it. Therefore, the MFS decided to enter the details of the old passport into one of the columns of the temporary certificate. This made it possible not to change the approved form itself and at the same time get out of difficult situations.

What to do if you lost your passport in another city

According to the legislation of the Russian Federation, a citizen must carefully store his main document. If he loses it in another city, he needs to find the nearest department of the Ministry of Internal Affairs and contact its employees. The law stipulates that every citizen who has lost his passport must necessarily report the loss of his main document to the territorial body of the Ministry of Internal Affairs of the Russian Federation. Be prepared to pay a fine.

Note!

According to Art. 19.16 of the Code of Administrative Offenses of the Russian Federation, careless storage of the main document, resulting in the loss/loss of such a document, may entail the imposition of an administrative fine ranging from 100 to 300 rubles.

Is it possible to get a job without a passport, but with a temporary certificate?

What to do if a person wants to get a job, but his passport is being processed? After all, the recovery process can take two months. Does an employer have the right to refuse employment due to the presence of only a temporary certificate?

All labor relations are prescribed in the Labor Code of the Russian Federation. Its article 65 states that when applying for employment, a person must show a passport or other identity document. Consequently, there are no difficulties in this matter, and a citizen has the right to get a job with a certificate. Get a new passport - present it to the HR department. In cases where the employer refuses to hire you, you should request a written refusal from him, which will subsequently be reviewed by the labor inspectorate.

Is marriage registration possible?

I would like to note that the registry office will refuse to register your marriage using a temporary identity card. And it will be legal. You will ask why? It's simple. The Family Code states that marriage is registered on the basis of a passport or other identity document. But, on the other hand, when registering a union, they put a corresponding stamp in the passport.

Where should I put it on my temporary ID? Such an action is simply not intended. The passport may have a stamp indicating divorce or marriage. Without it, you will not be able to confirm or deny information. And the registry office employee is obliged to check whether you are married even when submitting the application. This means that the only option is to wait for the passport to be issued.

So it turns out that, whatever one may say, a temporary identity card has certain limitations, although at some point in time it certifies who you are.

Instead of an epilogue

Let's summarize. What is a temporary identity card? When replacing a passport, another document is issued - for the period of its registration - that confirms the identity of a citizen of the Russian Federation. It is valid only in Russia. A “temporary card”, of course, does not replace a passport, and if it has actually been lost, it needs to be restored as quickly as possible.

At the same time, the holder of a temporary certificate has almost the same rights as the holder of a passport. However, there are a number of limitations that you should keep in mind to avoid any unpleasant surprises. If you have a temporary certificate, you will be able to travel around the Russian Federation, manage your deposits, etc.

But you won’t be able to use it:

  1. Travel abroad. And even to those countries that do not require a passport.
  2. Use the services of airlines on international flights, even if it is a flight within the Russian Federation.
  3. Get married.
  4. Register using this ID, since it does not confirm the fact of registration.
  5. It is also not possible to issue a foreign passport using a temporary certificate.

And do not forget that obtaining a temporary certificate is your initiative. It is not a mandatory document and will not be issued automatically. To do this, you must submit an application. The whole procedure will take no more than ten minutes. And any demands of FMS employees to present other papers or their refusal to issue a certificate are unlawful. If you encounter such difficulties, you should contact the department head directly.

There is nowhere to register: how possible is a full life in this case?

To understand why registration in a passport is needed, it will be enough just to name a few reasons why a person’s life without registration can turn into complete hell, and solving simple everyday problems into pressing and intractable problems.

Restrictions on obtaining credits and loans

In order to be able to obtain a loan or credit from a bank, permanent registration is required. Many banks may additionally require borrowers to have permanent residence in the region where the bank itself is located.

Registration at the place of residence (temporary) will allow you to take out a loan, provided that your passport contains a stamp indicating permanent registration in another region. If this is not the case, then at best the loan will be issued for a period that will not exceed the duration of the temporary registration.

In this case, there is a way out for Sberbank clients who participate in salary projects and pensioners who receive payments on cards. Such categories can receive a consumer loan without a time limit.

It should be noted that credit restrictions are not the worst thing that can happen if you don’t have a registration date in your passport.

Lack of access to social programs, services and paperwork

Particularly serious consequences in the absence of registration in the passport will be felt when it is necessary to apply for social benefits or obtain the necessary document. Practice shows that without registration in the passport it will be impossible to:

  • apply for medical services (we are not talking about emergency medical care), register for medical services at a local clinic, obtain a health insurance policy;
  • design ;
  • register with the tax office;
  • get a well-paid job;
  • obtain a driver's license;
  • register the car;
  • apply for a pension;
  • receive social benefits;
  • register your child for kindergarten or school.

In addition, we should not forget that a meeting with law enforcement officials may result in a fine for living without registration.
