If a passport is lost, a citizen must immediately contact the Federal Migration Service of Russia and write an application for the issuance of a passport due to the loss.

One of the grounds for obtaining a new passport may be its unsuitability for further use. This happens if the passport was accidentally washed, damaged by fire, or pages were torn out of it, etc.

These “borderline situations” are examples of a passport that exists but is completely unusable. How to write a statement about the loss of a passport

You must submit an application to the police about the loss of a passport of a citizen of the Russian Federation, a sample of which will be provided by the authorities. Along with the application for the loss of the passport, it is necessary to submit an application for restoration of the document in Form 1-P. How to write a statement about losing your passport:

  1. The appeal must be addressed to the territorial police department.

The application must contain the applicant's last name, first name, address and contact number. Signature and date required. Where to go if lost

Where to apply for lost passport

Until 2021, the Federal Migration Service was responsible for issuing identity documents. These powers were then transferred to the Ministry of Internal Affairs, on the basis of which the Directorate for Migration Issues was formed.

Civil servants have made changes to the legislation: an application for the loss of a passport must be submitted to the territorial office of the Department for Migration Issues of the Ministry of Internal Affairs of Russia. There you can also issue a new document.

If your passport is stolen along with other things, you must contact the police at the scene of the crime. Then law enforcement agencies issue a certificate of lost passport. You can contact the Migration Department or the Multifunctional Center with it to issue new documents.

Consequences of losing your passport

Every Russian citizen who is 14 years old or older is required to obtain a basic identity card, and after that, protect the document from damage, theft and loss. In addition, you need to know where to file a claim about the loss of your passport, since passport data is easily and, most annoyingly, quickly captured by fraudsters.

Another reason why the ID must be carefully protected is significant fines.

For a deliberately damaged document or its loss (even accidental), at best, you will receive a warning; at worst, you will have to pay from 100 to 300 rubles (Administrative Code, Article 19.16).

If a person lives at the place of stay or residence without an identity card (or with an invalid one), this entails a fine of 2,000 to 3,000 rubles. In Moscow and St. Petersburg they pay even more: from 3,000 to 5,000 rubles (Administrative Code, Article 19.15).

What documents are attached?

To obtain a new passport in case of loss of the old one, the following documents must be attached to the loss application:

  • application in form P1;
  • photographs size 35*45;
  • receipt of paid duty.

In situations that require additional information, a marriage or divorce certificate, documents confirming the birth of children and a military ID for those liable for military service may be useful.

To avoid a fine for the loss of a passport, provided that this fact was not the fault of the citizen, documents confirming the absence of the citizen’s fault are attached to the application for loss of the passport. Recovery through State Services and MFC

Until last year, it was possible for citizens of the Russian Federation to restore a lost passport through the State Services portal, as well as Multifunctional centers, which are located in every city. However, since 2018, this function has been abolished; today you can only contact the Ministry of Internal Affairs.

What documents will be needed

If your passport is lost or stolen, you must submit an application indicating the place and time the document was lost.   • birth certificate;
  • marriage certificate;

  • receipt of payment of state duty.

Sample application

The application is written to the head of the territorial department of the Ministry of Internal Affairs of the Russian Federation. In it, the applicant reports the fact of what happened: the loss or theft of the passport.

The header indicates the full position and full name of the head of the unit, as well as the applicant’s own full name and contact information.

Below is the essence of the statement, which indicates the date, time and approximate (if there is no exact information) place of the loss. If he was kidnapped and the applicant knows the identity of the kidnapper or has information about witnesses to the crime, this is also indicated in the application.

It must also be noted that the applicant is liable for knowingly making a false report.

Dates of issue

  • 10 days from the date of acceptance of documents by the police at the place of residence.
  • 30 days - if the passport was issued by another territorial body of the Ministry of Internal Affairs of Russia.

Cost of state duty

The state duty will be 1,500 rubles. The receipt form can be filled out and printed on the website of the Main Department of Migration Affairs of the Ministry of Internal Affairs. The fee itself can be paid at any bank. You will need to take the payment receipt with you along with other documents.

Temporary ID

Every applicant who applies for passport restoration has the right to receive a temporary identity card. However, departments do not always issue it promptly.

To speed up this procedure, you must have some identification documents with you on the day of application. This could be a pension or driver’s license, or a foreign passport.

You need to be prepared for the fact that the police officer will have to justify the urgency of issuing a temporary certificate. And he himself can make several calls to make sure that the applicant is telling the truth: to work, to the Pension Fund of the Russian Federation or to a military unit.

The temporary certificate is valid for 2 months or until the applicant receives a new passport.

Deadline for obtaining a new passport

The period for obtaining a new passport varies from 10 to 30 days. The rapid issuance of a passport is carried out by the territorial body of the Office for Migration Issues of the Ministry of Internal Affairs of the Russian Federation at the place of permanent registration of the citizen. Here a new certificate will be issued within 10 days.

When submitting documents to the Migration Department at the temporary registration address or to the multifunctional center, the issuance of a new passport will take a month.

In order for a citizen who has lost his passport to be able to purchase railway and air tickets, as well as carry out banking transactions that require identification confirmation, the Office of Internal Affairs can issue a temporary identity card.

What to do first

The procedure depends on the reasons for losing your passport:

  • If your passport has been stolen, you must immediately contact the police department. Here you will receive a notification coupon, and after that you should contact the migration service. You can also contact the appropriate department at your place of residence, the department that serves the territory where you permanently reside, that is, at your place of permanent registration. This option is the most convenient and provides faster receipt of a new passport.
  • If there is no reason to believe that your passport was stolen, you still shouldn’t hesitate. On the day you discover the loss of the document, contact the migration service to write a statement about the loss of your passport and declare it invalid. After this, scammers will no longer be able to use your passport to obtain a loan, a loan, a SIM card, etc.

You should not delay obtaining a passport, not only because of the possible actions of scammers, but also simply because, by law, every citizen is required to have a passport. The absence of a passport (or a document replacing it) is a violation of the law, do not forget this.

Temporary ID

Temporary identity cards are issued by UVM employees. Order of the Ministry of Internal Affairs of Russia dated November 13, 2017 N 851 “On approval of the Administrative Regulations...” establishes the form of this document in Appendix No. 2.

The temporary identity card has a limited validity period and is withdrawn after the citizen receives the main passport. The document measures 176 x 125 mm and is produced on punched card paper. Issued to a citizen on the day of application based on the submitted application.

Intermediation services in obtaining a passport

Currently, there are many commercial organizations that provide intermediary services in obtaining a passport, including in the event of its loss. People turn there if they don’t have the time or desire to do the paperwork themselves. Employees of these commercial organizations fill out the necessary forms, including an application for loss of a passport using the sample for the applicant. However, these services usually significantly increase the cost of obtaining a passport. In addition, the Ministry of Internal Affairs does not recommend contacting such companies. To avoid possible problems, it is better to go through the entire procedure yourself.

Nuances of the recovery procedure

The legislator has provided that the bodies that are authorized to issue a restored document can only require documents established by regulatory enactments. However, as practice shows, there are cases when authorized persons of these organizations require documents not established by law, which are, for example:

  • document confirming your place of registration. You do not have to provide such a document, since the FMS authorities have the right to request such information independently at their own request;
  • notification that your statement of missing passport has been registered at the Department of Internal Affairs.
  • document confirming Russian citizenship;

You should know that if a similar situation happened to you, the above documents are unreasonably required from you and this is the basis for refusal to accept documents from you for passport restoration, request a written refusal indicating the reason and appeal the illegal actions in court.

Payment of fines and state fees

According to Article 19.16 of the Code of Administrative Offenses of the Russian Federation, careless storage of a civil passport is punishable by a fine of up to 300 rubles. If you restore your document on time, you can avoid an additional fine for living without documents. You have 2 months to pay the fine; you can pay in any convenient way: at a bank, at the post office, on government portals, through an ATM or payment terminal.

The state fee for issuing a new passport is 1,500 rubles. Its size does not depend on the circumstances due to which the document needs to be updated - loss, theft or damage.

Nuances you need to know about

A new passport is always issued with different details. Therefore, you need to make sure to notify all known persons about changes in passport data. First of all, this applies to the place of work or study, housing office, utilities, etc.

If passport details were present in currently valid contracts (loan, lease, mobile communications contract, etc.), then it is advisable to conclude additional agreements to the signed transactions in order to avoid misunderstandings.

You should also notify the bank that issued the cards or opened current accounts about the change of passport.

It would be a good idea to provide copies of pages from the new document.

You should also remember that you cannot be without a passport for a long time. All documents must be submitted within a month from the date of loss, theft or damage. Otherwise, the violator may face administrative punishment. The amount of monetary recovery here varies from 2 to 5 thousand rubles.

In case of passport theft, there is no liability for its loss.

In addition, the mere fact of losing or damaging a passport is punishable. Here the punishment is much softer - from 200 to 300 rubles.
