Application for registration: what is this document and where to submit it?
An application for permanent registration in Form No. 6 is one of the main documents when obtaining permanent registration.
If you submit documents through the State Services portal, you will be asked to fill it out electronically. If the submission takes place at the passport office or MFC (multifunctional center), then you will fill it out by hand.
It is advisable to do this at home in advance so as not to fill it out hastily with many errors already in the civil service. Take this issue seriously, because if there is the slightest blemish in the document, it will have to be completely rewritten.
The owner's application for registration at the place of residence can only be submitted in person . Your relative or friend will not be able to do this even with a notarized power of attorney.
The exception is minor children - the filling out and submission procedure is carried out for them by a parent or guardian.

Which authorities should I contact?
The application is processed by the GUVM department (formerly the FMS).
There, the passport is issued in person and documents are verified. Any other methods are only variants of the main one using intermediaries. Important! Lack of registration is not a basis for refusing to accept an application.
You need to go directly to the department of the Ministry of Internal Affairs if the document has been lost. In this case, it will be immediately entered into the database and, if necessary, a temporary identity card will be issued.
A timely application to the passport department can protect you from serious troubles such as applying for consumer loans or registering several fictitious companies on your passport.
In less problematic cases, the request can be sent through the MFC or the State Services website. The advantages of the centers are that there are no queues and no connection to the place of registration; the state portal allows you to apply for a replacement directly from home, leaving one visit to the passport office to verify documents and issue a new passport.

There is no law regulating registration by power of attorney .
However, there is no prohibition on such an action. Therefore, the decision to register a citizen by proxy is made by a FMS employee. He may refuse , demanding personal presence.

The document is filled out with a black or blue pen , and the handwriting should be as legible as possible (it is better to write in block letters).
The person registering must attach the following documents to the application:
- a valid passport of a citizen of the Russian Federation and copies of all pages with notes (if a child is registered, then the birth certificate);

What to indicate on the form:
- You must indicate which institution you are submitting documents to.
- Full name and other details of the applicant.

The legislation does not provide for the payment of state fees for registration services. This procedure is performed absolutely free of charge. As for the period during which registration is carried out, it depends on certain circumstances:
- if a person personally brings an application to a registration organization, its employees must issue a registration within six working days;
- in the case when the application is sent over the Internet, using the State Services portal, the registration procedure is significantly simplified. It may only take a few days. Often, registration is ready the very next day after receiving the documents.
- if the applicant has submitted documents that do not contain a basis for registration, the case will be considered within eight working days.
Refusals of registration are not provided for by law. Of course, there may be some delay in this process for various reasons. For example, if a person sent an application using the State Services portal, he will need to appear on a certain day. The registering organization sends a challenge. After this, the citizen has three days to appear in person at the institution and provide the original documents. However, situations when registration is refused still arise. This may happen for some reasons:
- Lack of valid proof of identity. The passport may have quite serious mechanical damage, there are blots and corrections in the records, there is no photo that is pasted in after reaching a certain age.
- If the data entered in the form is not what it actually is, the application will be considered incorrectly filled out. Accordingly, in this case it will be impossible to carry out the registration procedure. However, the applicant will simply be advised to write this application again.
In general, registering at your place of residence is quite simple. Migration services and other relevant authorities organized their work in such a way as to quickly serve everyone. As a rule, there are no queues here, therefore, upon arriving at the organization in person, a specialist will receive you quickly enough. The operating rules of such bodies oblige employees to do everything possible so as not to delay a visitor for more than fifteen minutes.

- small font and illegible handwriting that was used when filling out the application;
- data was entered using a felt-tip pen or pencil;
- There should be no grammatical errors in geographical names of objects. Otherwise, these objects will have different names and, therefore, will not correspond to reality;
- incorrect use of the format of dates that are entered in the document;

Filling out the forms begins with indicating the authority where you are applying to obtain registration .
After the words “To the registration authority”, carefully enter “FMS of Russia” , and then indicate the region/region/republic and city/village/village. There is no need to specify the region for Moscow and St. Petersburg.

Reverse side of the form
The reverse side of the form is mainly filled out by an authorized officer. The only exception is column No. 12. It is filled in if there has been a change in personal data: last name, first name, patronymic, gender, place and date of birth. Only those data that are subject to change are entered in this column. That is, if the surname changed upon marriage, then only the old surname is indicated in the column, the remaining parts remain blank. In addition, the same column indicates the document number according to which the changes occurred. In most cases, this is a document issued by the civil registry office. Common mistakes
If you wrote in illegible small handwriting using a felt-tip pen or a simple pencil, then your application for registration at your place of residence will not be accepted .
Errors in proper names, geographical names or names of organizations are a serious violation It is better to copy this data directly from your passport.
Pay attention to the date format, as they appear differently on different lines. Also, most people forget about the abbreviation “r.r” in their date of birth.
All words entered by the applicant must agree in gender, number and case with the data on the form.

When you fill out a document for a minor child , indicating him as the applicant, you will see special fields in the document where the data of the parent or guardian is entered.
In the “Legal representative” field, indicate the degree of relationship (mother, father, guardian, trustee), your full name. and passport details.

Who can submit

Instructions for filling out an application for permanent registration
The registration of migration of citizens across the territory of Russia is carried out using special forms , on the basis of which citizens are registered and removed from the register.
The forms that are required for registration of citizens at the place of residence are contained in the Administrative Regulations for the provision of the Ministry of Internal Affairs of the state service for registration of citizens of the Russian Federation at the place of stay and at the place of residence within the Russian Federation (approved by Order of the Ministry of Internal Affairs of Russia dated December 31, 2017 No. 984).
The registration procedure is regulated by the Rules for registration and deregistration of citizens of the Russian Federation at the place of stay and place of residence (approved by Decree of the Government of the Russian Federation dated July 17, 1995 No. 713).
The standard form contains several fields that the applicant fills out. At the bottom of the form there must be a signature and seal of the employee of the relevant authority responsible for registration of registration.

- personal data of the applicant;

- old residential address;
