What support measures are provided for police officers? Are former police officers who are already retired entitled to anything? The housing issue always remains relevant for most families. The birth of babies, older children growing up, living together with parents and close relatives, changing areas of residence, and even moving to the countryside or to a cottage community. Receiving a social benefit, which can only be used to purchase housing or build a house, is a major step towards solving the housing problem. This article describes the basic requirements and subtleties of obtaining this certificate.
A one-time payment of funds from social services for police officers is targeted. Only those officially declared in need of improved living conditions will be able to receive funds (there are a number of requirements for this program).
The method of social support, which is implemented as a payment, is prescribed in the Federal Law. One-time social support is provided for the purchase or construction of a residential cottage to employees of the internal affairs bodies of the Russian Federation, to persons who serve in the military national guard of Russia and have certain police ranks. In addition, other categories of citizens who meet the requirements for such social support will be able to receive payments.
What do you need to receive?
The payment program has been implemented since 2012, payments are provided to applicants on a first-come, first-served basis. Not only a police officer, but also his close relatives can apply. To do this you need to do the following:
- A police officer must undergo an approval procedure with a special commission in advance in order to register.
- Confirm your placement on a voluntary basis.
- Confirm your work activity.
- Be the owner of real estate that cannot be considered a suitable premises for habitation (emergency, without communications, a walk-through room when living with strangers, a room in a communal apartment, etc.). Or prove that there is no property in possession, and in the previous several years the applicant did not intentionally worsen living conditions by alienating housing or bringing it into proper condition, as well as purposefully moving third parties into the apartment/house.
- Provide receipts for payment of utility bills.
- Attach your marriage certificate.
- Provide a certificate of family composition (about relatives who live together with the police officer, are considered members of his family and/or are dependent on him).
- Confirm the movement of finances on a personal account for sixty months to prove the exclusion of cases of deliberate deterioration of living conditions.
- List the existing living conditions.
You can participate in this program only once during your entire service period. Police officers dismissed due to length of service and those retired due to age category will also be able to get in line. Police officers who deliberately “spoil” their living conditions are forcibly excluded from the program.
In 2021, the Russian Ministry of Internal Affairs plans to pay unified social contributions in the amount of 4.66 billion rubles.
Former employees of law enforcement agencies who receive a 2nd pension (by age) with further indexation by 6.3% from January 2021 can count on an increase in payments.
Legal aspects of subsidized assistance for employees of the Ministry of Internal Affairs
The main regulatory document on subsidies for the purchase of residential real estate for employees of the Ministry of Internal Affairs is Law No. 247-FZ of July 19, 2011, as amended on March 1, 2021. This is a federal law on social assistance to employees of the Ministry of Internal Affairs.
The issue of providing monetary allocations to police officers is also regulated by Government Decree No. 1223 of the Russian Federation dated December 30, 2011, as amended on November 15, 2019. This document regulates the procedure for providing a lump sum payment to employees of the Ministry of Internal Affairs for the purchase of a house, apartment, or housing construction.
Another document that is taken into account when providing financial assistance for the purchase of real estate to police officers is the Housing program. It was developed in 2002, but the validity period is regularly extended.
Features of the housing certificate
The housing subsidy certificate has the following features:
- Named.
Such a certificate contains the personal data of a particular citizen, and only he can use it. If you have a family, the amount changes when calculating the size of the certificate. - The certificate cannot be gifted, exchanged or sold.
It is impossible to cash out or purchase, you can only buy or build living space. In the event of the premature death of the certificate owner, close relatives will be able to dispose of the amount. - The certificate is valid for 9 months.
The owner must open a bank account 3 months after receiving the subsidy and purchase housing within 6 months. If, after the specified period, it was not possible to sell the certificate, it is possible to replace it with a new one and repeat the document submission procedure. In this case, you will need to confirm that there are no charges to your personal account from the certificate. - You can receive a certificate for free
(police officers who have more than 10 years of service), the unspent amount (if it remains after purchasing housing) is returned to the state budget.

Certificates are issued in chronological order. The date of housing registration is important. The earlier an employee was put on the waiting list, the higher the chances of receiving a subsidy. However, the Ministry of Internal Affairs is constantly reducing funding. And if previously about 1,000 employees received certificates, now the number has been cut by half.
