(Slide 2) State Information System for Housing and Communal Services (GIS Housing and Communal Services, system) is a unified federal centralized information system in the field of housing and communal services (dom.gosuslugi.ru).

GIS Housing and Communal Services was created by the Ministry of Telecom and Mass Communications of Russia jointly with the Ministry of Construction of Russia and FSUE Russian Post (Operator of GIS Housing and Communal Services) in accordance with the adopted Federal Laws of July 21, 2014 No. 209-FZ “On the State Information System of Housing and Communal Services.”

The goal of creating a GIS for housing and communal services is to ensure that instead of numerous sites with disparate information, a full-fledged unified information resource in the field of housing and communal services appears.

For citizens, the use of GIS housing and communal services is carried out exclusively on a voluntary basis; for participants in the housing and communal services market (management organizations, homeowners' associations, housing cooperatives, resource supply organizations) - posting information in the GIS housing and communal services is mandatory. For failure to post information or violation of the procedure, methods and (or) timing of posting information, or posting information not in full, posting false information in the GIS Housing and Communal Services, administrative liability is provided.

GIS housing and communal services in the Stavropol region

(Slide 3) In the Stavropol Territory, the state government agency of the Stavropol Territory “Regional Information and Analytical Center” is directly responsible for the implementation of the project.

Employees of the institution have organized consulting and technical support for the work of the GIS Housing and Communal Services, using remote access tools; employees of the institution provide assistance to information providers on registering in the system and posting information provided for by the Law on GIS Housing and Communal Services. For information providers who did not have computer equipment or access to the global telecommunications network “Internet,” the institution was equipped with workplaces that allowed them to register and post information in the GIS housing and communal services.

To date, more than 99 thousand organizations in the housing and communal services sector and government authorities have been registered in the GIS Housing and Communal Services, information about 19 million residential buildings has been posted, of which 560 thousand residential buildings in the Stavropol Territory are registered in the system:

  • executive authorities – 7;
  • local government bodies – 359;
  • management companies – 354;
  • Homeowners' associations, housing cooperatives and other cooperatives – 899;
  • resource supply organizations – 115.

Functionality of GIS Housing and Communal Services

(Slide 4 – 7) The system consists of an open part, where publicly available information is posted, and a closed part (personal accounts of citizens, authorities and management companies, cooperatives, homeowners’ associations and resource supply organizations).

In the open part of the system, it is possible to get acquainted with news in the housing and communal services sector, take part in the discussion of issues on the forum, view the register of organizations in the housing and communal services sector registered in the system, displaying their location and the houses they serve on the map, the register of housing facilities, the register of licenses of management organizations, register of inspections, as well as receive free round-the-clock access to all federal and regional regulatory legal acts.

The system receives information from government information resources; unified directories and classifiers are maintained, which allow organizations to place unified information in the system in a structured form.

Registration in your personal account and initial login

(Slide8) To access the functions of the system, you must register in the Unified Identification and Authentication System (USIA). Detailed information about registration in the Unified Identification and Authentication can be found on the GIS Housing and Communal Services website in the “Regulations and Instructions” section.

If you are registered on the State Services website, additional registration will not be required.

When logging into your personal account for the first time, the user will be required to check the information specified during the registration process in the ESIA, as well as accept the terms of the User Agreement.

On the main page in the citizen’s personal account there are:

  • information about the premises;
  • transmission of readings from metering devices;
  • payment for housing and utility services;
  • direction of appeals;
  • information about major repairs;
  • register of programs in the housing and communal services sector;
  • resource consumption statistics.

Information available in a citizen’s personal account

(Slide 9 - 10) In the navigation menu of your personal account in the “Premises (residential buildings)” section, all information is displayed by which the owner pays for housing and utility services:

  • personal accounts;
  • metering devices;
  • list of provided CUs.

Here you can enter the IPU readings, view the contact details of the management organization, and information about the premises occupied by the tenant.

The “Premises (residential building)” section contains basic information about the premises (residential building). The information message feed located under the “Premises (residential building)” block (contains information about the latest notifications received in the citizen’s Personal Account from the management company, HOA or RSO). The “Actions” section allows you to quickly switch to services for paying for housing and utility services, working with metering devices, etc.

Below on the main page of your personal account there is a block “Information on the house”, which allows you to go to view information about contracts on the house, the amount of payment for residential premises, etc. Statistics for the premises (residential building) are located at the bottom of the screen.

Connecting your personal account to your Personal Account

If there is no information about premises and personal accounts in your personal account, you must add personal accounts yourself; to do this, select the menu item “Connect your personal account to your personal account”

Next, click the “Connect personal account” button, indicating the address of the premises and personal account number

If there is no information about the personal account in the system, you must contact the organization that assigned the personal account with a request to post the relevant information or the Stavropol Territory Administration for Construction and Housing Supervision.

Payment for housing and communal services

(Slide 11) The system allows you to pay for housing and communal services, both through personal accounts linked to a citizen’s personal account, and through any other personal account.

In order to make a payment, you must select the appropriate menu item “Payment for housing and communal services”

When paying, an additional commission is charged in the amount of 1.1% of the payment amount, but not less than 39 rubles.

Payment without commission can be made using the “Virtual World” wallet:

The “Virtual World” wallet is a universal payment tool for secure payment of utility services online without commission. The “Virtual World” wallet is a virtual card that is issued remotely. There are no issuance or maintenance fees.

To open an electronic wallet, click on the hyperlink “Open the Virtual WORLD wallet.

After opening the electronic wallet, it can be topped up and used to pay for housing and communal services on the GIS Housing and Communal Services portal.

When replenishing an electronic wallet with an amount of up to 3,000 rubles, a commission of 20 rubles is charged. For replenishment amounts of 3,000 rubles or more, no replenishment fee is charged. Servicing the “Virtual WORLD” wallet, as well as payment for housing and communal services in the state information system for housing and communal services from an electronic wallet is free of charge.

Transfer of readings from individual metering devices

To transfer readings from individual metering devices for resource consumption, you must select the “Submit metering readings” section on the main page of your personal account

Direction of requests

If necessary, property owners have the opportunity to send an appeal to the information provider in electronic form; to do this, go to the “Appeal” section and click on the “Add appeal” button.

There is another way to send an appeal or complaint - from the main page of the GIS Housing and Communal Services personal account.

After you go to the contact form, you will need to fill out the required fields:

  • MKD address;
  • topic of appeal;
  • addressee of the appeal;
  • text of the appeal.

Please describe your problem in detail in the body of your request. It is also better to attach a screenshot to your request.

Once all fields are filled in, the request can be saved or sent. A saved request can be edited, sent or deleted, and a sent request can be recalled.

The answer to your request will come in the system, after which you can evaluate the addressee’s performance on your complaint.

Responsibility for not posting information

From January 1, 2021, for failure to place or place incomplete information in the GIS Housing and Communal Services or violation of the procedure, methods and (or) terms for posting information established by the legislation of the Russian Federation, the information provider (MC, HOA or RSO) may be fined in the amount of 3 to 5 thousand rubles, and in case of repeated violation from 5 to 10 thousand rubles.

In addition, failure to place information in the system by the management company is a violation of licensing requirements in accordance with clause 6 and clause 6.1 of Article 193 of the RF Housing Code, for which administrative penalties are also provided.

The personal account of the GIS Housing and Communal Services for a legal entity consists of several sections:

Section "Administration".

This section contains all the tools for the work of an organization administrator, i.e. menu items in the “Administration” section are available only to heads of organizations and other persons with the authority “Administrator of the GIS Housing and Public Utilities Organization” established in the Unified Identification and Logistics System. Here you can view and change organization data, payment details, add employees, grant them access rights or, on the contrary, limit them, connect information systems, grant access rights to IS operators, etc.

Section "Management Objects".

This section contains all the information that concerns management objects. Here you can place management agreements (or the charter of the partnership; without the charter, further posting of information about the house is impossible), information about personal accounts, metering devices, the amount of fees, utility consumption standards, tariffs, and intra-house networks. Termination of powers

Authority terminates when:

  • expiration of their validity period;
  • posting information about their recall in the system;
  • posting in the system information about the renunciation of authority by the person to whom it was granted;
  • termination of the authority of a user who has provided such functionality to perform actions in the system on his behalf to another person;
  • absence or termination of grounds for granting powers, or placement of relevant information (decisions of judicial authorities) in the system;
  • identifying the fact that a user of the system has provided false information in an application for registration or grant of authority.

In what cases can access be denied?

As already mentioned, in order to obtain the right of access, it is important to have a confirmed user account of the system in the ESIA for an individual and individual entrepreneur or authorized representatives for state authorities, local government, state extra-budgetary funds and other other legal entities. Otherwise, the user will be denied access to perform any actions in the Housing and Communal Services GIS.

How to obtain a coronavirus vaccination certificate through government services

To receive an electronic certificate of vaccination against coronavirus through government services, you must have a verified account on the government services website. After the second vaccination, the doctor should be instructed to transfer vaccination data to the public service portal.

HOW TO FIND AND DOWNLOAD A DOCUMENT

1) Login to the personal account of the STATE SERVICE.

2) Checking the letter or notice of VACCINATION.

3) Independent search for a certificate. Through the search we look for “Vaccination against COVID-19”, then “Diary of self-observation and certificate of vaccination COVID-19”.

4) Downloads the certificate in PDF format.

5) If there is no certificate, click on the “complain” button. We fill out the application and wait for a response.

A COVID-19 vaccination certificate is available to users after completing the second stage of vaccination. This service contains information about the vaccination process. At the request of users, it is possible to transmit information about their own well-being to the register of vaccinated people of the Russian Ministry of Health.

If you have been vaccinated or have had COVID-19, but the information does not appear, please report an error. A survivor certificate is issued only to those who have been officially diagnosed with COVID-19 in a medical institution (ICD-10 codes U07.1 and U07.2)

What is a QR code

A QR code is a special type of barcode. It allows you to quickly recognize information using your mobile phone camera. A QR code is assigned to certificates of vaccination and history of COVID-19, as well as the results of a PCR test. It contains the document ID and a link to its review page.

The QR code is valid for different times, depending on what it confirms

• vaccination - 1 year

• past illness - six months

• PCR test results – 72 hours

Using a QR code, you can confirm your right to visit cafes, restaurants and other catering organizations, as well as public events during the period of restrictions caused by COVID-19. To check, you need to present the QR code on your smartphone or printed out along with your identity document. After scanning the QR code, a page with the verification result will be displayed

A vaccination certificate with a QR code appears after receiving the final dose of the vaccine. A certificate with a QR code about the previous illness - if the diagnosis of COVID-19 is documented. A QR code is assigned to a PCR test only if the test is taken in a laboratory that transmits the results to the State Services

Granting authority to others

System users can grant permissions to other persons to transmit and receive information . At the same time, the authority to perform the same actions can be granted to only one person. To transfer similar powers to another person, you must first revoke them from the previous user.

Powers are considered granted from the moment the person to whom they are delegated posts information about his consent in the system. The user who has received these powers cannot delegate them to another person.

Why doesn't the certificate appear?

It takes time to transfer data from a medical organization to the register of those vaccinated against COVID-19 and to State Services. Usually this takes no more than a day. If the certificate still does not appear, check the account status - it should be confirmed. This can be done in your personal account

If everything is in order with your account and all checks have been completed, report the error to the medical organization where you received the vaccine. Your details may not have been entered into the register of vaccinated people or entered incorrectly

The letters were sent a few days after a meeting on GIS housing and communal services with the Deputy Chairman of the Government of the Russian Federation Dmitry Kozak.
