How is temporary registration different from registration?
In general, now in Russian legislation there are no concepts of “registration” or “temporary registration”.

Why can they refuse to register a foreign citizen?

Who needs temporary registration
It will have to be issued if you intend to live in another region for more than 90 Law of the Russian Federation of June 25, 1993 No. 5242‑1 days. Otherwise, you face a fine of the Code of Administrative Offenses of the Russian Federation, Article 19.15.2, of 2–3 thousand rubles, and in Moscow or St. Petersburg – 3–5 thousand. The owner of an apartment in which people live without temporary registration can also be punished with a similar amount. Registration procedure
You can obtain a registration certificate when visiting a branch of the Main Department of Migration Affairs of the Ministry of Internal Affairs or the Multifunctional Center. The paperwork procedure is the same in both cases. To obtain a new temporary or permanent residence permit, you must complete the following steps.
- Collect the necessary documents.
- Visit the selected institution and write a corresponding application.
- Hand over the prepared documents to the department employee and receive a certificate of their acceptance.

Where do I need to register?
