Why is temporary registration necessary?

According to current legislation, every Russian who has moved from his permanent place of residence for a period of more than 90 days is required to obtain a temporary registration at his actual address of residence . Reasons for refusal to register a child for enrollment in kindergarten

An application to enroll a child in a kindergarten is rejected and is not registered in the electronic register in the following cases:

Parents of children who are foreign citizens or stateless persons:

together with a duly certified translation into Russian.
