What does temporary registration of a child for kindergarten provide?

Why is temporary registration necessary?

According to current legislation, every Russian who has moved from his permanent place of residence for a period of more than 90 days is required to obtain a temporary registration at his actual address of residence . And this applies to absolutely all Russian citizens, regardless of age and gender.

Temporary registration allows a person to get a job, receive free medical care at a local clinic, apply for loans, etc. It is an official paper with a stamp from the passport office, which contains the citizen’s passport data and the address of his new place of residence, even if not permanent.

Temporary registration for children must also be issued without fail, since it will not be possible to enroll them in a kindergarten or be assigned to a hospital without it. After all, every child may sooner or later need medical care, which will not be provided at the local clinic in the absence of temporary registration. Thus, we can conclude that registration is an integral part of every person’s life.

Why do you need to register children?

Registration of children involves the need for written confirmation of the family’s presence in a certain territory. Attempts to exercise your rights in the absence of a documentary basis encounter various obstacles. The reason is Moscow itself (a city of federal significance), where, due to high population density and a large number of migrants, the authorities are forced to make adjustments to state laws. Thus, the applied principles of “first priority” almost completely deprive parents of the chance to enroll their child in a kindergarten or school if it is impossible to provide a certificate of registration of the minor in the territory assigned to the institution.

Newborns

Registration of a newborn in Moscow is an important process that allows you to receive a compulsory medical insurance policy and the necessary medical care, subsidies and benefits (including maternity capital). Registration makes a newly born person a full member of society with all the accompanying civil rights. Without registration, it will be impossible to take a newborn child abroad, pay due attention to his health and development, and ensure further placement in kindergartens and schools.

Kindergarten

Registration of a child in Moscow is a prerequisite for enrollment in kindergartens in the capital. To the question of whether it is possible to enroll your child in kindergarten without registration, a clear negative answer is given by the current regulations and the established admission system. The small number of available places, the waiting list and quotas are all reasons why people will be accepted into the kindergarten only by registration.

In order not to be a hostage to the situation, not to hinder the development of your child, you should issue a certificate: this will solve the issue of preschool education.

School

No one has the right to refuse admission due to lack of registration, but the mentioned system of “queuing” and territorial assignment of institutions to districts makes the child’s registration a necessary factor for the school. Formally, to the question “Is registration necessary?” you can say “no,” but in reality in Moscow, a child’s enrollment in school occurs primarily by registration.

Clinic

To be assigned to a children's clinic, you must provide a medical insurance policy, the registration of which is impossible without information about registration at the place of residence. The absence of a certificate entails a refusal to provide routine medical care (examinations, vaccinations, etc.).

Why do you need temporary registration for kindergarten?

In most cases, kindergartens do not have additional free places. Parents who have registered with the Department of Education at their place of residence since the birth of the child often wait in line for a long time. Therefore, it is not possible for a family with small children without permanent and temporary registration in the area or region where the kindergarten is located to even get in line.

The head of a preschool educational institution has the right to refuse parents to accept documents if their child does not have registration at the place of residence, that is, if the territorial affiliation does not correspond.

When refusing, kindergarten management most often refers to Order No. 107 of the Ministry of Education and Science of the Russian Federation dated February 15, 2012. This document clearly states that the preschool educational institution is obliged, first of all, to enroll children who have any registration, which is geographically located in the area where the kindergarten is located.

However, this point applies only to municipal preschool institutions. If parents place their child in a private kindergarten, then it is not at all necessary to provide a registration for it. Such institutions, first of all, assess the abilities and level of development of the child, as well as the solvency of his parents. All other factors do not play a special role.

When is the best time to get in line?

Despite the fact that the Moscow Department of Education is involved in compiling lists of preschool children and allocating places in kindergartens all year round, there is an optimal period for enrolling in kindergarten.

If you want to get into your chosen preschool educational institution as quickly as possible, then try to fill out an application for kindergarten from March 1 to June 1. At this time, lists of graduating children are being formed in kindergartens and the number of vacant places is being determined.

Based on the information received from all Moscow kindergartens, the Department of Education is staffing kindergartens for the next year.

What does the current legislation say?

According to Order No. 293 of the Ministry of Education and Science of the Russian Federation, since August 2006 all state preschool educational institutions are required to enroll children who are registered at the location of the kindergarten. After this order was adopted, nearby houses began to be attached to each preschool institution.

You can find out the number of the kindergarten that is attached to your home at the local Department of Education.

The subtleties of enrolling a child in a preschool educational institution are spelled out in documents such as:

  • Order No. 293 of the Ministry of Education and Science of the Russian Federation dated April 8, 2014;
  • Federal Law No. 273 on Education.

From these regulations you can find out detailed rules for enrolling a child in kindergarten, as well as a list of documents required for this.

To put a child on the waiting list for kindergarten, parents must submit an appropriate document confirming registration at the place of actual residence. This will allow the child to quickly get a place in a preschool educational institution that is as close to home as possible.

However, obtaining temporary registration can sometimes be very difficult, since parents have no one to turn to for help. In this case, you can obtain registration in the desired territory through intermediaries who, for a certain amount, will help solve the problem. But you should approach them, as a last resort, and with extreme caution, since instead of a document confirming temporary registration, you can receive a fake, which will not only prevent you from enrolling your child in kindergarten, but will also create a lot of additional problems.

What to do if they refuse?

Federal Law of 2012 No. 273 “On Education in the Russian Federation”. Paragraph 4 of this article indicates that admission of a child can be refused only due to the lack of free places in the kindergarten.

If there are places, but the child is refused due to lack of registration, parents have every right to file a complaint with the local education department directly to their inspector.

You need to know that every child has the right to education, regardless of place of residence. This should be remembered by all parents who enroll their child in kindergarten. If you correctly learn to apply the prescribed laws, then your child will be admitted to a child care institution without unnecessary paperwork.

What documents are required to obtain temporary registration at the place of actual residence?

To obtain a temporary registration for a child to enter kindergarten, parents need to contact the passport office, the MFC in person, or visit the government services portal online.

To obtain registration you will need to submit the following documents:

  1. Russian passport of the person submitting papers for registration;
  2. an application filled out according to the sample;
  3. the child’s foreign passport, if the child has citizenship of another country;
  4. a paper confirming the registration of the child’s birth, and a photocopy of it with a stamp from the registry office.

A temporary registration document is produced on average within 3 working days free of charge.

What is the status of the application after submission?

The main feature of registering for kindergarten via the Internet is that each stage is tracked and the user receives personal notifications about everything that happens with his application. Immediately after filling out the form, the application is assigned the status “ Under consideration ”.

After checking the declared information about the child and his representative, the application becomes a document with the status “ On completion ”, that is, it is already registered in the system and the parent has the opportunity to check the queue for kindergarten on mos.ru.

If the application is filled out incorrectly, the user will receive an error notification with an offer to repeat the procedure.

How to place a child in kindergarten without temporary registration?

It is not easy to identify a child in a preschool educational institution, especially if he does not have registration at the location of the kindergarten. However, there are still options. You can:

  • transfer a residential lease agreement to the kindergarten instead of registration;
  • wait until there are free places in the preschool educational institution and place the child there on a contractual basis for a fee or sponsorship;
  • check with the head of the desired kindergarten about the availability of places;
  • get a job in a military department for any position;
  • place your child in a private kindergarten.

One of the popular ways to place a child in kindergarten without a temporary registration is to provide sponsorship, which consists of purchasing any necessary things for the preschool educational institution. Therefore, if you have the means, you can almost always enroll your child in the kindergarten you want, regardless of whether you have a residence permit.

In addition, parents can put their child on the waiting list for kindergarten without registration, if at least one of them belongs to the category of beneficiaries, that is, is:

  1. a prosecutor, a judicial officer or a police officer;
  2. military;
  3. fire service or customs officer;
  4. disabled person of groups 1 and 2;
  5. single mother.

What is hidden under the concept of preschool education and how the institution works

The Constitution of the Russian Federation, namely its 43rd article, regulates preschool education and guarantees that absolutely any children can attend both state and municipal kindergartens.

A kindergarten is a general educational institution that provides preschool education aimed at the development of the child, his health and the development of existing abilities. Also in kindergartens there is a correction (if possible) of any abnormalities in the baby, as well as supervision of him. Children are enrolled in kindergarten for free. Only disabled children and orphans over whom guardianship has been established cannot pay for visiting an institution belonging to the state or considered municipal. As for commercial preschool institutions, they have the right to charge a fee for attendance, as well as establish their own benefits, which may be completely or partially exempt from payment.

IMPORTANT !!! The state does everything possible to financially support each family, therefore it provides parents with some compensation, which sometimes completely and sometimes partially covers the costs allocated for maintaining a child in kindergarten. The amount of such compensation depends on the region. For example, in Moscow, the state pays for kindergarten if a family has many children.

As for other cases, each family has the right to receive subsidies (financial assistance from the state):
  1. For one child in the family - 20% of the amount that goes to pay for the kindergarten.
  2. For two children – 50% of the amount.
  3. For three kids - 70% of the amount.

It is worth noting that at the time of issuing monetary compensation for the first, second and subsequent children, the number of children under 18 years of age and up to 23 years of age if they are studying full-time at any institution is taken into account.

ATTENTION !!! Either the father or mother or guardian has the right to receive compensation if he has legal authority to raise the child.

To receive a subsidy, the child’s representative must send a certain package of documents to the institution that the child attends.

How to place a child in a kindergarten with temporary registration?

To place a child in a child care center under temporary registration, parents will first need to draw up the appropriate document. Its production time does not take more than 3 days. However, in some cases additional time may be needed. Here everything depends on the readiness of the package of documents and the consent of the owner of the property in which registration will be carried out.

The applicant, that is, the owner of the apartment, needs to know that the maximum duration of temporary registration can be 5 years, and the minimum - 6 months. After checking the application and submitted papers, passport office employees register the citizen at the specified address and issue appropriate certificates, which must be retained throughout the entire period of temporary registration.

After receiving a certificate confirming registration, parents need to contact the preschool educational institution with a complete package of documents and write an application for enrollment of the child. However, this can only be done when it is his turn.

If the child is already attending a kindergarten and his temporary registration period has expired, then the parents should prepare a new document and give a photocopy of it to the kindergarten management.

How and where to register to get a place in kindergarten?

The child is registered in the same living space that is owned by the parents. If it is not possible to obtain permanent registration and the legal representatives do not have their own housing, then temporary registration is issued. Then the child is registered in the living space of third parties.

During this procedure, the owner of the property, the parents or the legal representative of the child must be present (read about where minors can be registered and how to register a child, and from this article you will find out whether it is possible to register a child without the consent of the parents and the owner of the property).

To obtain a child registration certificate, the following documents are required:

  • Child's birth certificate.
  • Passport of father and mother.
  • Application in form 6.
  • Documents for living space that is owned.
  • Departure sheet, child's arrival sheet.
  • If you have any benefits, you must submit the necessary documents.

You can find out where to get a certificate of registration of a child in Form 8, and who issues it, here.

Federal Law 124 provides for certain categories of citizens who have the right to enroll children in kindergartens out of turn:

  1. single mothers;
  2. large families;
  3. children from disadvantaged families;
  4. orphans;
  5. children who are disabled or have disabled parents.

Those children whose parents are customs officers, police officers, fire department employees, or police officers have the right to priority enrollment.

Reference! The category of children of military personnel is put on a waiting list to receive a place in kindergarten at their actual place of residence, regardless of the city and region in which they live.

The collected package of documents is submitted to the migration service or to the nearest MFC. In addition, registration is possible by appointment through the State Services website. Up to 14 years of age, registration is completed by the child’s parents or his legal representatives.

Can parents have problems with the law if they do not have temporary registration?

If you move with your children to another region and live on its territory for more than 90 days, then you need to obtain a registration: temporary or permanent. Its absence may cause problems with the law. This means that if citizens are found illegally living in residential premises without registration, authorized persons will have the right to issue a fine not only to them, but also to the owner of the property.

Visitors in 2021 may be punished for this in the amount of 2-5 thousand rubles, and apartment owners - in the amount of 2-7 thousand rubles. Therefore, in order not to take risks, it is best to look for a way to temporarily register yourself and your children in the territory of your stay, which will help not only eliminate serious consequences for the family, but also place your children in a kindergarten or school.

RIGHT TO PRE-SCHOOL EDUCATION

Registration for a kindergarten is a way out of the situation

The logical conclusion suggests itself - you can increase your chances of being admitted to a kindergarten through temporary or permanent registration. This can be done if you receive an application (permission to register it on your square meters) from one of the residents of the area in which the preschool educational institution is located. Explain the situation, remove concerns that the child and his parents have their own housing in another area.

Usually people understand this problem and agree. Moreover, you need to register temporarily - for six months, a year. This period in the certificate will be enough to admit the child to kindergarten.

When the registration period ends, no one will kick him out. There will be no need for temporary registration in a given area or city.

It is important to know! This applies only to the placement of children in a preschool educational institution, and not to other cases in which registration is required: renting housing, working, staying in the city for more than 90 days.

[ad-3]

How can you enroll in a kindergarten not at your place of registration?

If registration fails, there are no hopeless situations. Firstly, you can still apply for admission to the preschool educational institution. The general recommendation, which applies to everyone, is to apply in advance. Parents often do this immediately after the birth of the child.

Secondly, you need to go around all the preschool institutions that exist in this and the neighboring area (or in this city). There may be a kindergarten in which there is a shortage from year to year. The reasons are different - the lack of a full range of services, not such repairs as in most preschool educational institutions, the specifics of the staff, inconvenient location, etc. They will take the child without registering the parents; they are happy to fill the groups, because there is a risk of staff reduction or closure of the institution.

Thirdly, look for private kindergartens. People are willingly accepted into such a kindergarten without registration. It turns out to be expensive, but the cost is covered by educating and raising a child, preparing him for school, and caring for him.

To summarize, it should be noted that registering a child for kindergarten may be optional in special cases.
But the risk of encountering a bureaucratic obstacle is high. Not all managers show callousness when pointing to a point of law or order. There are those who understand the situation and meet halfway. But it’s not worth the risk, since they are still accepted into kindergarten by registration. [ad-4]
