How much do Russian residents pay for utilities: comparison table

It would seem that we live in the same country. And all Russians should have the same living conditions, plus or minus. But in practice it turns out differently for some reason.

We will not say anything about the spread of wages - it all depends on the number of large enterprises in the region and the shortage of workers: residents of either the center or the industrial north of the country benefit. Product prices in the regions are adjusted not only to logistical difficulties, but also to average salaries. But here's a communal apartment! The utility service does not depend on all this.

Tariffs are different everywhere

What does it depend on then?
Each region is free to set tariffs for utility services independently, but within the framework specified by law. For example, the Federal Tariff Service sets the maximum permissible tariff growth index for the year. And the cost of one cubic meter or kilowatt of the required resource depends on both climatic conditions and the wear and tear of the system. For example, delivering water through rotten pipes will bring a lot of losses to the water utility, and a lot of effort and money will be spent on frequent patching of holes and cracks. We decided to compare how big the difference is in utility bills in different parts of our vast country. To make it easier to compare the indicators, we compared them with average salaries in the region. For analysis, we selected 12 cities with a population of over 500 thousand people. Our two capitals were not ignored, and both the south of the country and the north (and also the east and west) were compared.

It is worth mentioning here that the prices indicated are on average, since within the same city there can (and usually operate) several providers of utility services, and each has its own tariffs.

In addition, some difficulties arose with the prices of hot water

: in some regions, the water tariff is set per cubic meter, and in others - per gigacalorie (unit of energy required to heat a cubic meter of water), so the price per cubic meter varies depending on the number of floors of the house, the thickness and material of the walls.

The same thing is happening with heating

- although they are always calculated by gigacalories, the number of gigacalories needed varies depending on the climate (in cold latitudes it will take more energy to heat one cubic meter of cold water than in warm latitudes), and in general in the north the heating season lasts longer than in south, and the cost of utilities ends up being higher.

How much does it cost to pay utilities in a 2-room apartment in 2021?

For residents of apartment buildings, when calculating the payment, the area of ​​not only their own living space is taken into account, but also common spaces, inter-apartment stairwells, the staircases themselves and basements, which are also heated during the heating season.

The following data is used to calculate the accrual:

  • gigacalorie consumption standard;
  • total area (area of ​​the apartment + area of ​​common premises, divided by the number of apartments in the building);
  • duration of the heating season (for example, 7/12);
  • heating company tariff.

The tariffs adopted by the company supplying heat energy are applied when paying for resources for the needs of the population by the management company, regardless of whether the company is an individual entrepreneur or represents another legal form. At the same time, tariffs for residential and non-residential premises are the same.

The calculation is made on the basis of the standard, if the house does not have communal and apartment meters, or on the basis of actual consumption, if there are meters in the house.

To understand how utility bills are calculated, you should find out for what and from what calculation the payment is made . The first is the types of services, they are:

  1. communal;
  2. housing.

The first consists of supplied resources, which is almost 70% of the total amount. Consumption per unit is paid at tariffs approved by local authorities. This happens once a year. It doesn’t matter who the payer is: the owner or the tenant. Payments are calculated according to established rules.

If the owner has installed meters in the apartment, the readings taken from them are used in the calculation. But if they are not there, the calculation is made according to the standards.

For gas, water and sewerage, electricity, payment is carried out according to the meters. And the heating fee will be based on the square footage of the housing.

If we talk about housing services, then this is the maintenance of houses with a large number of apartments. This includes premises that are not the property of citizens: elevators, garbage chutes, staircases, etc. All apartment owners bear equal responsibility for these territories. Services are paid based on the area of ​​the apartment.

Thus, both types are included in one payment that apartment owners receive monthly.

Each homeowner is responsible for ensuring that payments to all service providers are received on time. There are 3 ways to force registered citizens to pay for services:

  • Personal accounts section. This option is appropriate if we are talking about relatives.
  • Threaten with expulsion.
  • Write a claim to a judicial authority.

The last 2 methods are appropriate for tenants. The owner of the property can unilaterally terminate the contract at any time due to debt on utility bills.

IMPORTANT! By going to court, tenants will be required to pay their utility debt. But the homeowner must provide evidence of lack of payment.

To do this, you must pay at your own expense. This will make it clear that the owner is forced to pay the debt himself. There are several ways to collect utility debt:

  1. sanctions;
  2. lawsuit;
  3. disconnection of services;
  4. eviction.

It is worth knowing that if a person pays at least one payment within six months, no one will be able to evict him in the next six months. But this applies only to tenants. As for the owners, if the amount of delay is greater than the established value, the court may decide to confiscate some of the property from the debtor.

It often happens that a person is only formally registered in an apartment, but lives in another place. Payment will still be full and it does not matter whether the person currently lives here.

But you can always prove the fact that a person regularly pays bills at another address of his residence. This is not an easy method; you will need to provide receipts proving the fact of payment. This is done once every six months and for each service provider separately.

If utilities are not paid on time, the homeowner may receive an increase in charges due to penalties. It consists of indicators:

  • total number of overdue days;
  • of the total amount of debt;
  • 1/300 of the refinancing rate.

The day following the billing period is considered late. The refinancing rate may change; it depends on the financial situation both in our country and on the world market. To calculate penalties, you need to know the total amount of debt, the number of overdue days and the refinancing rate.

The total amount of debt is multiplied by the number of days overdue and the refinancing rate, and then divided by 300 . The result obtained will be the amount of the penalty.

It is necessary to understand that the responsibility for regular payment of bills rests with the owners of the living space. In some cases, obligations under the contract are assigned to the tenants.

A clean yard, an empty trash container, a working elevator, a working intercom, trouble-free fire protection - for these and other familiar and therefore invisible benefits, apartment owners have to part with a certain amount every month. Other services included in the receipts:

  • home management;
  • repair of common property;
  • cleaning the garbage chute;
  • operation of common house metering devices;
  • ensuring the safety of engineering systems;
  • contributions for major repairs;
  • cleaning common areas;
  • water and electricity.

All of the above is just a minimum package of services applicable to old houses. The amount of payments in new buildings can vary significantly, not for the better for the owner.

Large well-kept courtyards, spacious lawns, bright flower beds, playgrounds with modern sports equipment, security and concierge, automatic access system to the territory, 24-hour video surveillance. For these and other indicators of a high level of amenities and safety in new buildings, you have to pay extra. Can residents of comfort and business segment complexes avoid excessive expenses? They can, if the management of the management company or HOA manages the house competently and efficiently - find reliable service providers and negotiate favorable prices with them.

In 2021, housing and communal services tariffs will be indexed twice: on January 1 they will be increased by 1.7%, on July 1 - by another 2.4%. This innovation is due to an increase in VAT to 20% and the associated increase in inflation. And although residents of St. Petersburg have long been accustomed to two-stage indexation, the increase in amounts in receipts, to put it mildly, is not encouraging. What the law says

On the territory of the Russian Federation, the obligation of property owners to pay for utilities is regulated at the legislative level.

Rent is a certain amount transferred to citizens of the Russian Federation by organizations operating in the housing and communal services sector for services rendered, among which the following are worth highlighting:

  • maintaining the building in a condition suitable for habitation;
  • carrying out repair work;
  • provision of other public services.

Such contributions are made for:

  • renting premises from the municipal housing stock;

In 2013, the Government adopted a special decision, according to which the installation of individual metering devices in apartments and private houses became the responsibility of residential premises owners. At the same time, to this day, many consumers have not decided to install such equipment, and therefore for them the cost of utilities is approximately 50% more than for those who have been using meters for a long time and have been known to use them.

Many categories of citizens can install individual metering devices on preferential terms. This problem became especially relevant after new legislative norms were introduced in 2015, according to which for those citizens who do not use meters, the cost of utility services increased by approximately 50%. After this, the average cost of rent for water in 2021 was increased almost five times.

If a person cannot install a meter in his home due to some technical features of the premises he occupies, then he should not worry about the possible application of increased tariffs in relation to him.

Utilities in any case must be paid within the terms specified in the completed payment documentation.

Standardly, in accordance with current legislation, utility bills are paid before the 10th day of the month following the billing month, but the general meeting of residents or the management company, by agreement with the residents, can independently change them to any others, considering them more convenient. If a person does not pay utility bills on time, various penalties may be applied to him.

Among other things, we should not forget that citizens have the right to apply for a recalculation of the amount of utility bills if, over the course of a month, they have been provided with services of inadequate quality or if the required resources have been supplied with long interruptions.
