Labor law consultation

The standards for the cleaned area were established by old Soviet documents, for example, Letter of the USSR Ministry of Education dated 08/19/1987 N 63-M “On the procedure for determining the cleaned area in secondary schools and establishing guard positions.” Much has changed since then, but the norms still remain the same. Thus, in educational institutions, 1 office cleaner rate is set per 500 sq. m. In this case, we are talking about cleaning the floor; cleaning walls and windows is not included in this standard and is paid additionally. Approved by the Decree of the USSR State Committee on Labor and Social Issues and the Secretariat of the All-Union Central Council of Trade Unions dated September 18, 1985 N 321/19-28 and now the STANDARD SERVICE STANDARDS FOR CLEANERS OF PRODUCTION PREMISES OF INDUSTRIAL ENTERPRISES are in force - a voluminous document from which one can also draw a conclusion about the area being cleaned premises for 1 unit - about 500 sq.m. Today, there are also intersectoral standards for cleaning industrial premises and labor standards for the maintenance of administrative, educational and public buildings, recommended by the Ministry of Labor (Protocol No. 5 of May 27, 1999). According to these standards, the area of ​​production premises removed by an employee per shift in industries producing lightweight, small-sized industrial waste can be 910-2285 sq.m. Cleaning of premises in industries where there is metal waste in the form of shavings, scraps, etc., these standards can be 890-2425 sq.m. As for the cleaning of administrative and household premises, inter-industry standards stipulate that the cleaned area of ​​such premises should be set within the range of 320-1120 sq.m. A specific standard of maintenance when cleaning premises within these limits is provided depending on the work specified in the characteristics. Questions about labor standards and payment for work performed can be established by the employer in local regulations. When calculating the number of positions for office cleaners, 0.25, 0.5, 0.75 position units can be entered into the staffing table, depending on the area of ​​the premises being cleaned.

Clearing debris

To clear the area of ​​debris, the following types of work are carried out:

  • the paths are swept;
  • lawns are thinned;
  • collect all visible garbage manually or using special equipment;
  • empty containers and trash cans;
  • clean water drainage systems.

We propose to study what principles of landscaping the courtyard area are outlined by the Ministry of Construction of the Russian Federation. First of all, the department notes that all Russian yards are united by a number of problems:

  • there are no clear boundaries between the city-wide territory and the yard,
  • there are not enough parking spaces,

Mechanized cleaning involves the use of specialized equipment. It is necessary to facilitate the work of putting things in order .

  4. Garbage removal – at least 2000 rubles per trip.

Agreement

Cleaning of the territory is carried out only after drawing up a contract. It should contain the following items:

  • list of works and their cost;
  • deadlines;
  • liability for non-compliance with the rules of the contract;
  • the period during which the agreement will be valid.

The agreement is certified by the seals and signatures of the parties.

Pay level

Employers set wages or payment for janitor services for the scope of work established by the contract and performance of official duties in accordance with standards independently to the best of their financial capabilities.

But it should not be less than the established minimum level if the daily cleaning rate requires a full working day.

The salary of a janitor depends primarily on the region of Russia in which he works, as well as the area and location of the territory being cleaned. This must be taken into account, as the difference can be noticeable.

The average salary of a janitor in the Russian Federation is 15,878 rubles per month, including small settlements. If we measure this value by the capitals of the constituent entities, its approximate size will be equal to 18,678 rubles per month. In the North, wages are predominantly higher, while in the South of Russia this figure is lower than the average. The East has similar indicators to the North (pay is 20% higher on average).
