At what age should I enroll my child in school?
The Law “On Education in the Russian Federation” No. 273-FZ dated December 29, 2012, in Article 67 states that children begin to study at the age of 6.5 years, but not later than they turn 8 years old. All educational institutions are subject to the instructions of this law, therefore:
- schools in St. Petersburg accept children aged 6.5 to 8 years;
- If parents want to send their child to study earlier or later than the specified dates, they write an application addressed to the director, who makes a decision: to accept the child or refuse admission.
How to choose a school
You will have to choose a year or two before the start of registration of first-graders for the next school year. In educational organizations, preparatory courses (“preparatory courses”) are held for future young students. Such courses last one or two academic years until the cherished first of September, when children go to first grade for the first time.
Before choosing, it is worth finding out which school the house at the address in St. Petersburg is attached to in 2021. Since 2012, the federal law “On Education” has enshrined the territorial principle of admitting children. Each educational organization is assigned a specific territory. The children and their parents living there will have documents accepted earlier than those who do not have a registration.
What actions will help you make the right choice:
- Check the class size (shortage or oversupply of students).
- Compare the quality of education according to the number of Olympiad winners, according to the results of the Unified State Examination and the Unified State Examination - this is open data, it is available on the website of the educational organization.
- Assess the condition of the school (external and internal appearance, repairs, availability of good facilities).
- Look at the training schedule (how many shifts children study).
- Are there extended day groups and how do they work?
- Gather feedback from parents and students.
Reception by registration
If you are satisfied with your registration school, you are lucky. According to the law, the territory assigned to schools in St. Petersburg in 2021 automatically obliges them to accept for education those children who live on it. Applications from parents of children who want to enroll in an educational institution other than their place of residence will begin to be accepted only from July 1.
Admission not by registration
More hassle and worry for those who choose a school other than their registration.
The school to which the child is geographically assigned is sometimes not satisfactory for a number of reasons:
- poor educational performance (low scores of students in the Unified State Exam, Unified State Exam, poor results in Olympiads);
- bad reviews from parents about teachers and the psychological comfort of learning;
- understaffed teaching staff;
- It is inconvenient or unsafe for the child to get to school on his own.
There are only two working options for how to get to a school without registration in 2020 in St. Petersburg. Submit an application to the selected educational organization from July 1. A child will be accepted for training only if there are free places. In practice, by this time, free places remain only in old areas or in weak schools; the first classes of top gymnasiums and lyceums are fully staffed by this time.
Advantages of going to the school assigned to your area.
Why is it worth choosing the school that is attached to your site? There are many reasons:
- Only at this school does your child have the right to priority admission. He will be accepted out of turn. Whereas children whose addresses are assigned to other schools will be accepted only if there are free places left.
- This will make the journey to school as short and safe as possible.
- It is more convenient for parents to come to meetings, accompany their children to school and meet them after school.
Stages of admission to 1st grade
The stages of admitting children to first grade in St. Petersburg were approved by the Education Committee by Order No. 2139-r dated July 22, 2019.
In what periods are future first-graders enrolled:
- from 12/15/2019 to 09/05/2020 they accept papers from beneficiaries;
- From January 20, 2020, enrollment in schools began for children living in the territory assigned to the school microsite. Register until June 30, 2020;
- from 01.07.2020 they will begin to register children not according to registration. Students will be accepted for training only if there are available places.
There are three reliable ways to find out which school a house is attached to in St. Petersburg in 2021.
Method one:
- Go to the website of the educational organization.
- Go to the “Admission of students to 1st grade” tab.
- Find a list of houses assigned to the school microsite. The Department of Education requires schools to display this information on their websites.
Method two:
Step 1. Go to the official website of the administration of St. Petersburg https://www.gov.spb.ru/gov/terr/.
Step 2. Select your district from the list (let's look at Kalininsky as an example).
Step 3: Scroll down the page. On the right side of the page, select the “Education” section. Click on it.
Step 4. The page that opens contains the necessary information. Click on the inscription “Assignment of microdistricts to educational institutions subordinate to the administration of the Kalininsky district...”.
Step 5. This active link will open a copy of the order of the Kalininsky district administration, the appendix of which indicates all educational institutions and the microdistricts to which they are assigned (streets and house numbers are listed).
Method three:
- Go to the portal “Schools of St. Petersburg” at https://shkola-spb.ru/info/school-address/.
- Find your district in the sign, open a document with information on assigning micro-sites to educational institutions in this district (these are photocopies of the same orders that are posted on the official pages of St. Petersburg districts, only with faster access).

In accordance with paragraph 1 of Article 14 of the Law of St. Petersburg dated June 26, 2013 No. 461-83 “On Education in St. Petersburg”, in order to carry out the primary registration of children and ensure territorial accessibility for citizens of state educational organizations implementing educational programs of primary general education
- Assign microdistricts (house addresses) to state budgetary educational institutions of the Frunzensky district of St. Petersburg (hereinafter referred to as GBOU) according to the appendix.
- Ensure that residents of the Frunzensky district of St. Petersburg are informed about the assigned microdistricts (house addresses) to the state budgetary educational institution of the district using various media.
- To the heads of GBOU:
3.1. Organize work to register children living in the territory of the assigned microdistrict and subject to education. 3.2. Every year, before February 10, plan a network of GBOU classes based on statistical data on the number of children living in the territory of a designated microdistrict. 3.3. Carry out the formation of a contingent of students taking into account assigned microdistricts (house addresses).
- Decree of the administration of the Frunzensky district of St. Petersburg dated January 30, 2013 No. 141-r “On assigning microdistricts (house addresses) to state educational institutions of the Frunzensky district of St. Petersburg” shall be declared invalid.”

Now first-graders are not enrolled in school upon a personal visit to the director’s reception office - the rules for admission to school in 2020-2021 in St. Petersburg provide for two ways to submit an electronic application:
- through the State Services portal;
- through MFC specialists.
MFC
At the MFC, an electronic application is filled out by a specialist from the multifunctional center.
What documents should a parent take with them:
- passport;
- original birth certificate or document confirming the applicant’s relationship with the child.
An MFC employee will fill out the application and give the parent a receipt indicating how to find out about the status of the application and the result of the application.
Public services
Only parents who have a verified account will be able to submit an application through the portal.
The parent fills out the electronic application form on the portal. Information about the progress of processing the application comes to the parent’s personal account and to his email.
Application deadlines
From December 15 to January 19, the MFC will begin accepting applications from preferential categories of citizens:
- children of a police officer
- children of firefighters
- children of a correctional system employee
- children of a drug control officer
- children of military personnel
- siblings of children studying at a given school and children of staff at a particular school
From January 20 to June 30, parents of future first-graders living in the area in which the selected school is located will be able to submit an application. Priority will be given to children living closer to this school. The list of schools assigned to specific addresses can be viewed on the Portal of state and municipal services of St. Petersburg in the “News” section dated 10/02/2015.
From July 1, admission of all applicants to available places will begin, regardless of the child’s area of residence.
Today in St. Petersburg, MFCs operate in all districts with 1010 windows for accepting documents (a list of all MFCs is available at the link). By the end of the year, 3 more MFCs will be opened - in the Vyborg district at 18 Priozerskoye Shosse, in the Nevsky district at 138 Obukhovskaya Oborona Ave., and in the Kalininsky district at 61 Polyustrovsky Ave.
What documents will be needed
When submitting an application through the MFC or the State Services portal, you will only need the parent’s passport and the child’s birth certificate. If the application to study in the first grade at the school is accepted, it is important for parents to bring the original documents to the director’s reception within the specified period.
The rules for admitting children to study are prescribed in Order No. 32 of the Ministry of Education and Science of the Russian Federation “On approval of the Procedure for admitting citizens to study in educational programs of primary general, basic general and secondary general education” dated January 22, 2014. This document contains a list of mandatory documents that parents provide to an educational institution upon enrollment.
List of documents for enrollment:
- passport of the parent (legal representative);
- original birth certificate of the child;
- original certificate of registration of the child at the place of residence (form No. or at the place of stay (form No. 3);
- documents confirming the benefit (if any).
When enrolling at stage 2 (from January 20, 2020 to June 30, 2020), it is important for parents to provide confirmation that the child is registered at the micro-site of the educational organization (show the original form No. 8 or form No. 3). Remember, if at the second stage you sign up not according to your registration, your documents will simply not be accepted.
How long to wait for an admission decision
The waiting period for a decision depends on the stage at which the parents submitted the application. When parents receive a notification to bring documents to the educational organization for enrollment:
- when enrolling at the 1st stage (from December 15, 2019 to January 19, 2020), documents are submitted no earlier than 10 days before the start of the general acceptance of documents and no later than 30 days from the date the parent submits the application;
- when enrolling at stage 2 (from 01/20/2020 to 06/30/2020) of children living in the assigned territory, documents are submitted no earlier than 30 days from the start date of admission and no later than 45 days from the date of submission of the application;
- when enrolling at stage 3 (from 07/01/2020), documents are submitted no earlier than 10 days before the start of admission and no later than 30 days from the date of application.

Admission to the first grades of educational organizations in St. Petersburg includes the following procedures:
- Filling out the electronic application form;
- Submission of original documents to the educational organization;
- Making a decision to enroll a child in first grade or to refuse enrollment.

Attention! Pre-filling out the electronic application form is not mandatory and does not serve as a basis for enrolling a child in an educational organization. Once applications begin, a pre-filled application must be submitted.
