The regional program “Young Family” in Irkutsk and the Irkutsk region began to operate simultaneously with the federal project “Housing”.

The general provisions of the program are similar to the federal analogue, but only if other subjects of the federation are constantly extending the validity of similar regulations or adopting new ones, keeping ordinary people in constant suspense, then the authorities of Irkutsk are armed with a strategic multi-year plan.

Subsidy amount
The main and most significant type of assistance under this program is a subsidy, which is issued to families participating in the project. According to the terms of the program operating in Irkutsk, these payments should be used to purchase affordable housing .

- 35% - to a family with children.
It should be borne in mind that assistance is provided only for the purchase of budget housing . The parameters of the premises in terms of area should not exceed the average security value established by law. In accordance with them, the area of an apartment or house, regardless of the number of rooms, should not exceed the following values:
- 42 square meters - for a family of two people.
- 18 square meters for each person - if the family consists of three or more people.
If the area of the home is larger than the specified dimensions, then providing regional support is not worth it.
In addition, to prevent situations where the cost of housing received by a family is artificially inflated, the cost of real estate and, accordingly, the part of it that will be subsidized, is calculated using the average cost of new housing in the region, the value of which is established quarterly by the Federal Agency. At the end of 2013 it was 33,800 rubles.
Knowing all the features of determining the size of the subsidy that the budget can allocate, you can completely calmly calculate its value in each specific case.
For example, when purchasing affordable housing for a family of three, provided that its area within the standard of provision is 54 square meters, the amount of assistance is calculated as follows: 54 m2 x 33,800 rubles.

Queue to participate
Only young families that meet the following criteria can count on support from the state and the region:
- The age of the spouses or the eldest in a single-parent family should be no more than 35 years ;

- Official monthly income allows you to repay your mortgage;

- Passports of all adults in the family (copies);
- Birth certificates of all minors in the family (copies);

Subsidy funds are not issued in cash , but are transferred in pursuance of a purchase and sale agreement, contract, or to repay part of a mortgage loan.

Procedure for obtaining a certificate
Applicants who meet the criteria will only have to collect the necessary documentation and write an application. In turn, authorized persons will have to check the applicants' compliance with the program requirements and make a decision. To avoid mistakes, it is recommended to follow the algorithm of actions exactly:
- Prepare a package of documents.
- Contact the district administration. The result of the application will be known within 2 weeks.
- Wait your turn. Large families with 3 or more dependents have preferential rights. Next come participants who submitted a request in previous years. If there is room left on the list, new candidates are added. There is time until the end of summer to compile a complete list. Then the document is agreed upon with local authorities. Subsidies are issued during the fall.
- Receive notification of inclusion in the list. From the date of delivery of the message, the family is given only 30 days to submit documents to the local authority. After making sure that everything is fine, authorized persons will provide applicants with a certificate entitling them to receive a subsidy.
- Submit documents to the financial institution. The family has 1 month to choose and visit the bank.

Then all that remains is to provide a package of documents to bank employees in order to open an account in the name of the owner of the state subsidy.
- Get a response from local authorities. The financial institution will send a request for funds. You will have to wait no more than 11 days for the result.

Amount of payment and purposes of use
Participants in the Young Family program are provided with a subsidy as a percentage of the average cost of housing.
For a childless couple who have registered their relationship with the registry office, 35% of the property price is available. Additionally, they give another 5% at the birth of a child while waiting in line. Parents are entitled to 40%.
The average payment is 400 thousand - 1 million rubles. The amount depends on the price per m2 relevant for the year the subsidy was issued.
The certificate is used for budget housing. There are no exceptions for families who have the financial ability to purchase more respectable real estate. The number of squares must meet the program requirements:
- For 2 people (spouses or parent and child) – 21 m2 each.
- For 3 or more family members (spouses with children, 1 parent and several dependents) - 18 m2 each.
You shouldn't count on a large area. The bank simply will not transfer the funds to the seller. To avoid fraud, the allocated amount is calculated based on the average price per square meter.
The Federal Agency is responsible for setting the cost per square meter. For comparison, in 2013, 1 m2 cost almost 34 thousand. In 2017, the amount was 35 thousand rubles.
The following examples will help you calculate the approximate size of the payment:
- Spouses without children applied to participate in the project. According to the rules, they are entitled to 42 squares. The size of the 35% subsidy will be as follows: 42 m2 * 35 thousand * 0.35 = 514 thousand 500 rubles.
- 54 m2*35 thousand*0.4=756 thousand rubles.
According to the terms of the “Young Family” project, the certificate can only be used to improve living conditions. The bank will handle the financial component. The owner of the subsidy is responsible for resolving the issue of purchasing or constructing real estate:
- Make a down payment on your mortgage. Existing loans can be repaid using the assistance provided if the financial obligations were taken out between 2006 and 2011.
- Buy an apartment in a new building. The secondary market is not covered by the program. The seller is the company that built the house.
- Participate in shared construction. Other funds must be contributed from the family budget. Taking out a loan against the remaining amount is unacceptable.
- Make the final payment for the property with the participation of the housing cooperative.
- Build a house in your registration area. The program participant will not be able to choose a developer. The remaining amount will have to be transferred from personal savings.
Help is provided only once in a lifetime. If the participant has already received a similar subsidy, then there is no point in contacting the district administration again. An exception is the allocation of maternity capital to a candidate for 2 and subsequent children. If the parent meets the criteria, then he has the right to participate in the project.
Criteria for accepting an application
