The essence of the “Young Family” mortgage program
“Young Family” is a special state support program approved by the current Decree of the Government of the Russian Federation for the period from 2015 to 2027 with the aim of providing living space for young families from the low-income category who are unable to purchase real estate for cash. The main goal is to subsidize part of the costs of purchasing an apartment or house.
Additional goals of the state program:
- Increasing volumes of housing construction in different regions of the Russian Federation.
- Reduced prices per m2.
- Increased chances of purchasing your own home for newlyweds.
To purchase your own home, a preferential mortgage is offered for a young family with part of the costs subsidized by the state. Families who meet certain criteria can take advantage of these offers.

The basis for receiving government assistance for the purchase of housing is the family’s need to improve housing conditions. If a husband or wife owns residential property, they will not be eligible for the federal program.
Conditions for participants:
- The family must document the need for improved living conditions.
- Spouses must be citizens of the Russian Federation.
- Age – not older than 35 years for the wife and husband at the time of applying for a mortgage loan.
- A second or subsequent child was born in the family from January 1, 2021 to December 31, 2022.
- Single-parent families where one of the spouses is raising a child who is also a citizen of the country are also eligible to participate in the program.
Mortgages for the purchase of real estate are issued to citizens who have a regular income sufficient to repay the debt under the mortgage agreement.
Changes in the federal program
At the end of 2012, the rules for providing state aid were changed in this project, according to which:
- Subsidies can be used to pay for construction contracts, shared construction or purchase and sale agreements;
- A ban was also introduced on payment using government subsidies for the purchase of housing on the secondary market and contributions under mortgage agreements.
Thus, the state is trying to move away from supporting the mortgage market and provide incentives for independent housing construction by young people.
The new order came into effect only in 2015, but it may be revised again, since these innovations have already received quite a wide response.
During 2012-2013 in the Stavropol region, more than 1,300 families . And, despite the constant search for the most effective mechanisms on the part of the federal government, and changes in the conditions of the project, there are more and more people wishing to participate in it every year.
The amount of payments from the state to a young family when participating in the “Young Family” program
In each region, the amount of government payments for the purchase of residential real estate for young families is determined individually by decision of the regional government.

How can you take advantage of the subsidy under the “Young Family” program?
To purchase housing under a subsidized state program, young families need to prepare a package of documents and go through a step-by-step registration process.
Step by step:
- A young family writes an application, expressing their desire to participate in the state program for the purchase of real estate, and submits it to the district administration. The application is considered within 10 days from the date of submission, after which the family receives a response - confirmation of the application or refusal, justified by specific reasons.
- If the result is positive, the family gets on the waiting list. The applicant needs to view the list of program participants and determine his number.
- The family begins the process of applying for a subsidy, receives a certificate of participation in the program and submits it to the bank, where a profitable mortgage will be issued under the “Young Family” program.
- A bank account is opened in the applicant's name. Within a few days, money subsidized by the state will be transferred to it. The remaining amount is allocated by the bank, according to the mortgage agreement, and transferred to the account of the real estate seller.
- A purchase and sale transaction is drawn up, after which the young family becomes the owner of their own home.
Regional program in Stavropol
The regional program Young Family in Stavropol and the Stavropol Territory has been operating since 2006 and was created in strict accordance with the federal target initiative. Due to its great popularity among the population, it is constantly extended . This project is financed both from the local budget and from extra-budgetary sources.
The Young Family project in the Stavropol Territory is a long-term project , and unlike other subjects of the federation, its conditions and requirements correspond to the federal analogue.
The first period of operation of this project lasted from 2006 to 2008, in 2008 it was extended for 2008-2010, then extended again for 2010-2012, and based on the resolution of the regional government it will continue to operate in 2013-2015. The goal of the latest program is to provide housing for 2,433 young families. Naturally, it will not be possible to help everyone from the regional budget at once, and according to the terms of the project, this is supposed to be done within 3 years .
How are budget funds distributed?
The first stage after submitting documents is consideration of the application. It lasts about two weeks: of this period, ten days are allotted for reviewing documents and confirming their authenticity, and during the remaining time, Committee employees are obliged to inform the applicant of their decision.
From the first days of August to September, waiting lists are formed. Each person who submits an application is assigned an individual number and sent a notification. After this procedure, the distribution of budget funds among those interested begins.
If you have chosen a program called “Young Family”, then you should not wait for money for housing until January of the year following the submission of your application. The money can go either to your debit current account or to the details specified in the loan agreement.
How to buy an apartment in the Sverdlovsk region
The program provides three ways to use the allocated funds:
- You receive a subsidy, sell your existing home and buy a new one.
- The second case is more complicated: you need to attract funds received from the bank. To do this, you sell your property immediately after receiving notification that you will be allocated a subsidy to expand your living space. Next, you need to find a more spacious apartment and contact the bank. At a financial institution, to receive a loan, you will need to present an agreement on the sale of your apartment (its cost will be counted as a down payment) and a document confirming the allocation of a subsidy to you. Until you receive money from the government, you will need to make regular payments towards the loan. When drawing up a loan agreement, please note to the bank specialist that at the beginning of next year you will receive a “Young Family” subsidy. In this case, they will draw up a schedule for you, taking into account the future transfer of subsidies. Any of the 12 banks participating in the program in the Sverdlovsk region will meet you halfway in this matter.
- If you do not have housing, then you need to contact the bank after transferring the subsidy. This will be your down payment.
Additionally, you can invest “Maternity capital” in real estate. If you also use this federal program, your loan payments will be reduced by a more significant amount. This is especially true for those who did not own real estate before participating in the project.

Which banks are using to implement the program?
In the Sverdlovsk region, the following financial institutions take an active part in the implementation of the state initiative:
- "SKB-bank";
- “SB “Gubernsky”;
- "Ural Transport Bank";
- "Uralprivatbank".
These banks are the most popular among residents of the Sverdlovsk region, as they offer the best interest rates. The portfolio of banking products is approved by 12 financial institutions. You can find their list for 2021 at the Housing Committee.
Subsidy amount
As part of the long-term project “Housing” in the Stavropol region, during 2013-2015 it is planned to provide targeted subsidies in the amount of 14,321 million rubles . According to the terms of the Young Family program adopted in Stavropol, these funds should be used to purchase affordable housing for young people.
Most of the funds will be paid to participants in this project in the form of subsidies, and the remainder will be sent to banks to compensate for interest rates on mortgages.
Assistance from the local budget in shares of the cost of purchased housing is provided to families in the amount of:
- 30% — in which there are no children;
- 35% - in which there are children.
Subsidies are allocated only for the purchase of affordable, economy-class housing that does not exceed the area of housing standards approved by the government. That is, regional, as well as state, assistance will be provided if the area of the purchased house or apartment does not exceed the following values for the family:
- of two people - 42 m2:
- of three or more people - 18 m2 per person.
To determine the amount of assistance, the standard cost of construction of one square meter of housing is used. The cost of construction in the region is currently 24,500 rubles. By multiplying the area of the apartment by the cost of development, you can easily find out the size of a possible regional subsidy, highlighting the share of the cost that the regional budget is ready to cover.
For reference
The area of affordable housing for three people, for the purchase of which payments are allocated, can be 54 m2, respectively, the amount of regional support in this case will be 463,000 rubles, and this is a significant contribution to the purchase of the first apartment from the authorities.

They pay from 12,392 rubles monthly - this is the minimum amount, it is equal to the minimum wage. If the minimum wage in the region is higher than the standard, the benefit will also be higher.
If the parent worked, the benefit is calculated not according to the minimum wage, but according to the average official earnings, but there are restrictions: the amount cannot be more than 322,191 rubles for the entire period.
The benefit is paid for 140 days if there is one child and the birth was without complications, 194 days if there are two or more children, 156 days if the birth had complications.
Benefit for the birth of a child. You can receive 18,004 rubles one-time for each child. The benefit is received at the place of work or study, and if both parents do not work, from the social security authorities at the place of registration. The benefit may be higher if there are allowances in the region, for example northern ones.
The documents you will need are an application, a parent’s passport, a child’s birth certificate from the registry office and a certificate stating that the second parent did not receive benefits - this is taken at work or at the place of study.
Child care allowance. The amount of the benefit depends on whether the parent worked before the birth of the child. If not, they pay the minimum amount - 6,752 rubles per month. If the parent worked, the benefit is calculated according to the average official earnings, but it will not exceed 27,984 rubles. The benefit is paid until the child turns one and a half years old. You can calculate your maternity benefit, taking into account your salary, on the Social Insurance Fund website:
An example of calculating child care benefits for a child up to one and a half years old for a working parent with a salary of 70,000 rubles
If you count according to the minimum amounts, for one child from birth to one and a half years you can get:
675.25 + (12,392 × 4.6 months) + 18,004 + (6752 × 18 months) = 197,218.45 rubles.
On average, it turns out to be 10,956 rubles per month.
Tax deduction for each child
Every month, the employer pays a tax on an employee’s salary - 13%, this tax is called personal income tax, a tax on personal income. When an employee has a child, he receives a tax deduction of 1,400 rubles every month until the child reaches adulthood. This money is not immediately given to the parent; the deduction works like this:
- The parent receives a salary of 60,000 rubles before tax. The employer pays 13% tax on this salary - 7,800 rubles per month, and the parent receives 52,200 rubles.
- The parent applies a deduction of 1,400 rubles, and the employer no longer pays tax on 60,000 rubles, but on 58,600 rubles, resulting in 7,618 rubles. The difference between taxes without a deduction and with a deduction goes to the parent. In our example, this is 182 rubles.
Both parents have the right to a tax deduction - each receives 1,400 rubles of deduction per month, together it comes out to 2,800 rubles per month. The maximum deduction amount is 350,000 rubles for the entire period.
Tax deductions for children - Article 218 of the Tax Code
If a mother or father is raising a child alone, they can receive a double deduction - 2,800 rubles per month. The more children in the family, the higher the deduction:
Amount of children | Deduction amount | Deduction in money |
One | 1400 rubles | 182 rubles |
Two | 2800 rubles | 364 rubles |
Three | 5800 rubles | 754 rubles |
Four | 8800 rubles | 1144 rubles |
So a family with one child will receive 4,368 rubles per year, and with two - 8,736 rubles.
Maternal capital
Maternity capital is a certificate that can be spent on a mortgage, buying a home, building a house, children’s education or mother’s pension.
Starting from 2021, maternity capital is issued according to new rules. If previously only families with two or more children received it, now capital is given out for the first child:
About maternity capital - on the Pension Fund website

- 616,617 rubles - for the second child, if he was born from January 1, 2021 and the family has not previously received maternity capital for the first child.
Simply put, now a family receives maternity capital of 466,617 rubles for the first child, and 150,000 rubles for the second and subsequent children.
The amount of maternity capital - Article 6, Federal Law 256
Starting from 2021, the family does not need to go anywhere to issue a certificate for maternity capital: after registering the birth of a child, the Pension Fund issues a certificate automatically, and its electronic version can be obtained in your personal account at State Services.
