What benefits can a Moscow young family count on?

In 2021, the Russian Government approved a resolution that helps simplify the housing issue. It contains several federal projects, including Housing and the Young Family program. In fact, the project is called “Providing Housing for Young Families,” but the press gave a more laconic name, which stuck. What is the basis of the program?

The essence of the project

Assistance to a young family under the program is subsidizing part of the cost of purchased housing. That is, the state allocates money free of charge to facilitate the purchase or construction of an apartment or house.

The project was regulated by the Decree, which we wrote about above. Despite the fact that the program is federal, local authorities can adjust the subsidy conditions and requirements for families.

How can a family receive a subsidy to pay for utilities?

A subsidy for housing and communal services is provided to all Russians who spend more than a certain norm on housing and communal services. According to the Decree of the Government of the Russian Federation dated December 14, 2005 N 761 “On the provision of subsidies for the payment of housing and utilities”, the size of the subsidy is established by the constituent entities of the country.

The share of allowable expenses for utilities is the percentage of its total income that a family should spend on utility bills. The average standard is 22%, but each region may have its own standards. In order to qualify for a subsidy, it is necessary to prove that utility bills exceed a specified percentage of the total income of all family members living and permanently registered in the apartment or house. Also, applicants should not have debts for housing and communal services.

In addition, according to the order of the President of Russia, large families can receive a discount of no less than 30% of the payment for the use of heating, water, sewerage, gas and electricity.

Who can receive assistance within the project?

Firstly, you immediately need to define the concept of “young”. The law has a specific age - 35 years. It is up to this age that spouses can apply. It is important that both husband and wife must be under 35. If one is 33 and the other is 37, then subsidies will not be paid.

Secondly, the marriage must be registered. It does not matter when the registration took place. It is acceptable to have a certificate dated one week before applying for subsidies. Single-parent families with children - father or mother with a child - can take part in the program.

Thirdly, the family must be solvent. This is easily explained: if spouses do not have money for housing, subsidies will not save them, because they do not even cover half the cost of real estate. It is not necessary that the family have the required amount. You can take out a mortgage, but your monthly income must be enough to pay it off.

What evidence of solvency can be provided. This may be a 2-NDFL certificate or an extract from a deposit account.

Another important requirement is that a young family must be in line to expand their housing meters (they don’t have enough square meters). To register the status of those in need, you need to contact the MFC or local administration. Who can apply? Families who do not own housing or it is too small. The concept of “small” is defined differently in each region. For example, in Moscow it is ten square meters for each family member, in Volgograd it is eleven.

Let's summarize the requirements:

  • the age of both spouses is no more than 35 years;
  • it is important that the marriage be registered;
  • solvency;
  • do not own housing or own a small apartment or house.

Who is eligible to receive a subsidy (conditions of participation)

Two-parent families with or without children, in which the age of each parent does not exceed 35 years (inclusive), can participate in the Moscow program If the couple does not have children, they must be married for at least 1 year. Single-parent families can also participate , where the age of the father/mother also does not exceed 35 years. The following conditions must be met:

  • Applicants must be registered as in need of improved housing conditions. Or stand in line to receive help from the city of Moscow in purchasing residential premises.
  • At least one of the spouses/parents must have Moscow registration .
  • All family members must be Russian citizens .
  • The family must have income to pay the mortgage or installment plan.

Having children in the family is really not necessary. But applicants with many children, as well as those who have disabled children, receive the right to partial compensation for the cost of housing they buy from the city, and to first places in line.

Some families participate in the city housing program not as young people, but on a different basis. If at a particular point in time it becomes more profitable for them to participate as young people (and they meet the conditions), the legislation provides for their transfer from one group to another. For example, from 1st or 2nd to 6th.

Subsidy amount

Housing is paid to young families in the amount of 30 or 35 percent of its cost. How to find out what specific percentage is due:

  • childless couples – 30%;
  • spouses with one child or more – 35%.

The indicated percentages are not calculated from the cost of the house or apartment, but from a separate value, which is called the estimated cost. It is defined like this:

After the family is checked for compliance with the requirements, a specialized document will be issued - a certificate. It indicates the exact amount of subsidies.

How much social benefits are provided?

Apartments for young families in Moscow are not provided free of charge . Applicants are offered to purchase residential premises at a reduced price using their own funds . For families of certain categories, it is possible to write off part of the redemption price of an apartment purchased from the city. The write-off amount is as follows:

  • 30% - for parents with three or more children or at least one disabled child (if these children exist before the conclusion of the program agreement).
  • 30% - in case of birth or adoption of a child into the family after the conclusion of the contract (but not more than what remains to be paid). The write-off is carried out in accordance with Resolution No. 461-PP dated July 6, 2004. It is provided for each child born (adopted) during the validity period of the contract.
  • Full write-off of the balance of debt at birth for applicants of twins, triplets or a disabled child. Not available for adopted children. Can only be allocated if the family has complied with the payment schedule.

If applicants received a 30% write-off as having many children, and then they have another child, they can use the birth/adoption benefit (another 30%). are allowed to use maternity capital in addition to their own funds .

Previously (before 2009), the amount of write-off for the birth/adoption of a child was determined differently. The cost of 10 m², 14 m², 18 m² was written off when the first, second, third/next child appeared in the family, respectively, during the contract period. Now this rule does not apply.

The redemption price of 1 m² and the amount of interest for installments is determined according to the regulations of Moscow. The cost of redemption depends on the standard cost of housing in the city. The average market price of 1 m² of residential premises in Moscow in the 2nd quarter of 2021 is 90,400 rubles.

Also, the young family receives compensation for the funds they spend on renting (subletting) residential premises. If the family has a disabled child, or two or more children, compensation is calculated with a coefficient of 1.95.

How to use the subsidy?

You can spend the allocated money on purchasing finished housing on the secondary market. Some of the money will need to be contributed yourself, and some will need to be paid for with subsidies. With this scheme, the document required to receive assistance is a purchase and sale agreement. If an apartment is purchased in a house under construction - a shared construction agreement.

If you don’t have enough personal funds, you can contact the bank and get a mortgage under the “Young Family” program. The administration will need to provide a copy of the loan agreement. Banks accept subsidies as a down payment or as part of the principal amount. Not all financial institutions want to issue money on such terms. The fact is that subsidies may not always be paid promptly, which is not beneficial for banks. The following banks definitely agree to issue a mortgage to a young family:

  • Sberbank – amount from 300,000 rubles for a period of up to 30 years from 4.1% per annum;
  • VTB – amount up to 12 million rubles for a period of up to 30 years from 6.1% (for families with children);
  • Uralsib – amount from 300,000 rubles for a period of up to 30 years from 5.99% per annum;
  • Bank Otkritie – amount up to 12 million rubles for a period of up to 30 years from 4.7% (for families with children).

Families with children can take advantage of another profitable federal program - a mortgage with state support for families with children. Preferential mortgages for young families in this case are a low rate. The state subsidizes the interest rate so that for consumers it is no higher than 5-6% (the specific value depends on the bank).

Another way to alleviate the housing problem with the help of subsidies is to build a house. A contract may be provided to cover part of these costs.

Requirements for participants and housing

To get on the waiting list for an apartment, a young family must meet the following requirements.

  • Officially registered marital union (or single-parent family). Couples who choose to live without a stamp will not be able to participate in the program. The absence of children is not an obstacle to receiving state support, but the amount of the subsidy will be less and the waiting period for receiving it will be longer. At the same time, a man or woman without a spouse and children will not be able to become a participant in the program.
  • The age of husband and wife is up to 35 years. It is checked twice – when submitting an application for participation in the program and when creating a list for distribution of funds. Several years may pass between the submission of an application and the formation of the list. If either spouse is over 35 at the time of distribution, applicants will be excluded from the program. For this reason, it is necessary to apply for registration as quickly as possible.
  • The family has money for housing. It is assumed that the family will receive up to 35% of the cost of the apartment from the state, and will pay the rest either through their own savings or through a mortgage loan. To participate in the program, you must prove that the family has the funds to pay the mortgage or pay off the balance from personal funds. You can provide certificates of earnings, statements of savings from a bank account.
  • The family needs government support to improve their living conditions. If one of the spouses has their own home or they live with their parents and have a share in their apartment, then they are unlikely to be able to receive money from the state. To confirm your need, you must contact local administrative authorities and prepare the relevant documents - for example, certificates of residence in a dilapidated building or in an apartment that is too small in size.
  • Previously, spouses did not benefit from government support under this program. If they have already received a subsidy, then they should familiarize themselves with other government programs.

These are standard requirements for potential program participants. It is recommended to contact the administrative authorities of your locality to clarify the conditions, since they may differ depending on the region. You must contact the Housing Policy Committee, checking the contact details on the official website of the administration.

There are also certain requirements for housing:

  • the owners of the apartment are not close relatives of the young family;
  • the housing is located in the same region whose administration approved the payment.

So, if housing is purchased in Moscow, then at least one of the spouses must have Moscow registration.

Conditions of the Young Family program

The project is valid until 2025, therefore, during this period you can submit applications for participation. Since the process of approving an application and paying a subsidy is lengthy, it is better to start the application procedure as early as possible.

Another reason for early treatment is the age of family members. If at the time of application one of the spouses was 34, and when the turn came - 36, then the agreement is canceled.

Waiting a year or two for subsidies is a very realistic situation. At the same time, there is no visible queue among potential participants that could be tracked on the website. The procedure goes like this: first, applications go to the local administration, where lists are compiled by June 1. Data from the lists is then transferred to the federal level. There is a check: is the allocated annual budget enough for all the people. If yes, then the documents are signed and certificates are issued to the families.

Based on the fact that lists are submitted before June 1, it is better to contact the district administration with all documents at the beginning of the calendar year.

Under the terms of the program, real estate can only be purchased in the area where the application was submitted.

How to participate in the program?

After marriage, the family is not automatically included in the lists to receive government assistance. To do this you need to take the initiative. How to get on the waiting list for a young family in 2021?

First, you need to prepare the necessary documents:

  • written application (a sample can be obtained from the MFC);
  • original or copy of passports of all family members (children – birth certificates);
  • a certificate confirming that the family is registered as in need of changes in living conditions;
  • certificate of salary of spouses;
  • SNILS of husband and wife;
  • marriage certificate.

If you already have a registered mortgage, you can immediately attach a loan agreement and a certificate from the Unified State Register of Real Estate. It is better to check the list of documents with local authorities.

Secondly, you need to submit all the papers and wait for verification to see if all the requirements for participation have been met. If the document check does not reveal any errors or inconsistencies, the family will be included in the program. However, this does not mean that the money will be paid soon. The process from start to finish can take a long time.

The third stage is inclusion in the lists for financing. This document primarily includes beneficiaries - large or single-parent families. Spouses will be notified that they are on the list because they will need to submit an application for a certificate of participation in the program. If such a paper is issued, now it will be possible to expect a subsidy soon.

An important point: the certificate is valid for only 7 months. During this period, you need to collect all the necessary papers and select a property. If you don’t have time, the opportunity for government support will expire.

The fourth stage is transfer of the certificate to the bank. After receiving the document, the financial institution must open an account to which the money will be transferred. You need to contact the bank within a month after the date of signing the paper. Along with the certificate, you must also submit documents confirming the intended use of the funds. For example, a purchase and sale agreement or an extract from the Unified State Register.

The final stage. The bank will check the papers and give a response to the administration. If everything is in order, the subsidy will be transferred to an open account, and then to the developer or property seller.

Regional features of the program to help young families

Although the project was approved at the federal level, local authorities were given the right to adjust the program at the regional level.

How does the project differ in different Russian cities?

  • budget for the entire region;
  • requirements for participation;
  • cost per square meter to calculate the amount of subsidies;
  • preferential conditions for priority inclusion in the list.

In Kazan, for example, the standard cost per square meter for calculating a subsidy is 53,024 thousand rubles. And in Krasnodar – 46,811 rubles.

The standards for registering those in need of expansion also differ in the regions.

Housing programs for young families in Moscow

In the Russian Federation there is a national program “Affordable housing for young families” (Resolution No. 889 of August 25, 2015). The certificate is valid for up to 7 months: during this period, the spouses need to find housing and prepare documents for its purchase.

The procedure consists of the following steps:

  • a family purchases an apartment and plans to pay the seller or development company;
  • then she submits documents to the bank that confirm her right to receive a government subsidy;
  • the bank sends a request to the administration, receives confirmation and makes the payment;
  • funds are credited to the account of the seller or developer company.

When contacting the bank, spouses must provide certain documents that confirm the fact that the funds will be spent on housing. These may include a mortgage agreement, an account servicing agreement, an extract from the Unified State Register of Real Estate, a purchase and sale agreement for an apartment, a certificate of debt and interest on the mortgage.

Practice shows that every year in small regions hundreds of young families are on the waiting list, but funds are allocated to only 10-20 families per year. The waiting period depends on the current number of program participants and funding. Usually it ranges from 2 to 6 years or more. For this reason, it is important to apply for the program as early as possible.

This state of affairs causes discontent among residents of the regions. Thus, in June 2021, single pickets were held in Yaroslavl in the city center, organized by participants in the “Young Family” state program. According to them, only large families can count on help, and families with one or two children are not moving forward in the queue. There has been no reaction from the authorities yet.

What documents are needed

When contacting the local administration, spouses must provide the following documents:

  • statement;
  • photocopies of passports;
  • photocopies of children's birth certificates;
  • photocopy of marriage certificate, if available;
  • documents proving the applicants’ need for government support;
  • certificates of income, availability of savings and savings;
  • SNILS.

If the family has already taken out a mortgage and is paying off the loan, then it must additionally provide:

  • an extract from the Unified State Register of Real Estate, a contract;
  • photocopy of the mortgage agreement;
  • a certificate stating how much remains to be paid on the loan.

The application must indicate the following information:

  • name of the local government body;
  • request of applicants to include them in the list of program participants indicating their full name and date of birth, passport details and residential addresses;
  • a list of applicants’ children indicating their full name, date of birth, details of birth certificates or passports - depending on the age of the minors;
  • Full name, signatures and date of each adult family member, which confirms familiarization with the features of the program;
  • list of attached documents.

The administration will review the submitted documents and decide whether to include applicants in the program. If the decision is positive, perhaps after some time the family will receive government funds. A negative decision can be challenged in court.

Next, the administration of the locality draws up a list of participants to receive funding. The generated list is sent to the regional administration, which forwards it to the federal level. The authorized bodies will calculate the funds that a particular region will receive. Applications for funding are sent before June 1 of the current year. If a family is late in submitting an application before this date, then they will definitely not be given money next year.

Subsidy amount

If a family is childless, then it can count on 30% of the estimated cost of housing, and if the spouses have at least one child - on 35%. When purchasing an apartment in a building under construction, you can receive up to 50% of the estimated value of the property.
