What is a blacklist of unscrupulous tenants

Renting out housing is a fairly popular form of income. It may be carried out on the basis of the formal drawing up of a lease agreement, or it may not require any documentation for these purposes.

Every property owner wants to work exclusively with tenants who are responsible payers, quiet people and caring citizens who will not cause discomfort to neighbors and will also take care of the existing furnishings. To protect themselves from negligent tenants, landlords create special blacklists. They include people who regularly break the terms of their lease, so they are not attractive tenants.

Requirements for tenants of residential property

Residential owners want to rent out housing exclusively to people who meet certain requirements . These include:

  • No children. This requirement is imposed on tenants by numerous apartment owners, since it is children who in most cases spoil quality repairs, and can also cause certain problems for other residents of the house by shouting. Requirements can vary significantly, so some landlords are tolerant if children are over 5 years old, while others set a limit of 10 years.
  • No pets. This parameter in most cases causes negativity among apartment owners. Pets can shit in inappropriate places, damage furniture upholstery or tear up wallpaper, so it will be difficult to re-rent an apartment after such tenants.
  • Slavic appearance. Most Russian residential property owners prefer that only Russian people live in their apartments. Therefore, people with non-Slavic appearance are usually rejected. Often this summation is due to the fact that non-Russian people often invite a large number of their relatives to their apartments.
  • Availability of registration in a Russian city or village. Landlords do not want to get involved with foreigners or people who do not have registration at all.

Other significant requirements are regular payments of money for rent, cleanliness, good attitude towards existing repairs and interior items.

Typically, in the first few months, apartment owners carefully study the situation and conduct an inspection. If there are no complaints or problems with payments, then they are more relaxed about the tenants.

The above requirements in most cases apply to landlords who prefer to rent out their apartments for a long term. If they prefer to provide housing for a day, then there are no numerous requirements for citizens.

What kind of people will you be?

“The issue of nationality when renting apartments is still very acute, unfortunately. There are good people and employers everywhere, and this must be taken into account, but there is also a difference in mentality. Different views on life, relationships, money and customs. One of the main rules: the employer must be clear. If it is difficult and unclear for you to communicate with a person from another culture, this is normal. It’s impossible to know everything and everyone,” realtor Alexander Kharybin writes on his Facebook account. It seems “difficult and incomprehensible” for many homeowners in Moscow - the majority do not want to see in their apartments, first of all, people from the once friendly former Soviet republics.

In the CIAN database, out of approximately 10 thousand advertisements for apartments for rent in Moscow, more than 1.2 thousand contain popular words (“Slavs”, “not Caucasus”, “not Asia”, “Russians” and others) used to exclude “non-Russian” tenants . If you leave only “Slavs”, the database will show 1.17 thousand options. That is, every tenth landlord discriminates against tenants based on ethnicity.

Realtors conditionally divide visitors from neighboring countries into two categories: renters with or without Russian citizenship. Like, the second category is more dangerous: non-citizens can “get rowdy and leave.” “In addition, these people may be engaged in some illegal activities. Will there be any questions for the landlord? They may also be on the territory of the Russian Federation illegally, and this in itself is a problem. Plus, as a rule, they have unstable income, and this means problems with paying for accommodation,” says the explanation compiled by the agency (available to Lenta.ru).

45,7

thousand rubles

is the average rental rate for a two-room apartment in Moscow, a standard one-room apartment will cost 39.7 thousand, a three-room apartment will cost 55 thousand rubles per month (data from the World of Apartments portal)

“Non-Slavs” with citizenship or other documents that allow them to legally stay on the territory of Russia, according to the observations of experts, are also potentially dangerous - primarily because they can move numerous relatives into the apartment. There are common cases when housing is rented to a family of three, but in the end ten live.

According to Roman Babichev, head of the rental department at the Azbuka Zhilya agency, tenants from Central Asia are most often denied housing precisely because “an indefinite number of people can live there,” and the “Caucasus” is not liked because of the potential for conflict. “These categories still find housing, but it may not be of the same quality as they would like. But, for example, “Central Asia” films what is offered to them or where they get them,” the expert said.

Concept and rules for using a list

The formation of such lists is important and necessary for every person who prefers to provide their housing to strangers.

In this way, it is possible to protect yourself from careless citizens who constantly delay payment or commit other negative actions that lead to deterioration of finishing or other unpleasant consequences.

Some residents disturb the peace of their neighbors, damage the upholstery, flood other apartments, break locks, do not pay housing and communal services, or perform other actions that lead to bad consequences for the immediate owners.

Therefore, every landlord needs to carefully check future tenants , and before directly signing a lease agreement. Usually, even when submitting an advertisement on the basis of which existing housing is offered for rent, certain requirements for tenants are indicated, for example, the preferred nationality, age and marital status are specified.

Often, even people who meet all the requirements in terms of communication and appearance turn out to be in fact irresponsible payers or people who prefer to steal certain types of household appliances. Therefore, owners of rental housing create special blacklists.

It is advisable for owners to take the following steps when handing over any property:

  • the relationship must be secured by an official contract;
  • potential tenants are checked on the above black lists.

Finding this list is quite simple, since to do this you just need to enter the “black list” in the browser search on the Internet, after which any necessary city is registered. You can also often find such lists directly on websites where people rent out real estate.

Additionally, in each city there are different forums where apartment owners who rent out their homes to other people communicate, so they can provide information about certain citizens during communication.

Natasha, we have nowhere to live

Another unpopular category of tenants in Moscow are tenants with pets. In CIAN, less than a third of advertisements for apartments for rent have the label “pet friendly” (“child friendly” - approximately 70 percent of advertisements, both labels at the same time - also less than a third). Most often, difficulties arise for those who want to move in with a cat or dog. Birds or turtles evoke much less negative emotions among landlords. At the same time, employers, as a rule, are not ready to pay extra for a “zoo”. “In our practice, there have been no cases when a tenant was willing to pay more because of a cat or dog,” said the Real Estate Investment Agency.

According to the observations of realtors, usually an owner who is ready to accept animals initially sets the price higher for such tenants. Residents, in turn, do not hesitate to bring in pets without permission. Live “contraband” in the form of one cat rarely provokes serious conflicts between the parties, but if there are several cats, the owner will almost certainly become angry. They also react poorly to illegally introduced dogs - they can howl in the absence of their owners.

“In practice, we come across cases where some owners, when moving in tenants with animals, especially cats, may ask for a double deposit, and some clients themselves even willingly offer or agree to this option,” said Maria Zhukova, managing director of the network of real estate offices "MIEL."

Tenants with animals are not the most undesirable contingent, it all depends on the position of the owner, noted Yulia Dymova. For example, there are those who love cats and do not mind their presence at all, and there are owners with allergies who would be happy to let such tenants in, but this is fraught with health problems even with rare visits. “Of course, the presence of animals improves the negotiating capacity of all parties to the transaction,” the expert states.

Common problems

Various troubles can arise between property owners and tenants, which lead to bad consequences . These include:

  • rent payment is delayed;
  • there are gross violations in the process of using the property for its intended purpose;
  • existing property deteriorates;
  • at night the silence is disturbed, which leads to complaints from neighbors;
  • disregard for the rules of public order;
  • no rent for a long time;
  • non-payment of funds for housing and communal services.

If there are serious reasons, homeowners can pre-emptively evict residents who fail to meet basic occupancy requirements.

Initially, it is necessary to warn citizens that they may be evicted for existing violations. If this does not lead to the desired results, then a statement should be written stating that citizens should be forcibly evicted. If people refuse to sign this document, then it is advisable to record this with the help of witnesses. This statement can be used to go to court.

If temporary registration has been issued to citizens in advance, then they can live in the housing for the entire duration of its validity. They can only be evicted by a court decision. If there are children in the family, then it is necessary to provide citizens with time to find new housing.

If temporary registration has been issued for a child, then property owners will have to wait until he is temporarily registered in a new place.

If there is no official agreement between the owner of the property and the tenants, then the landlord can evict them at any time for various violations. But usually this ends in conflict situations.

We have to act radically, so the owners :

  • change locks;
  • carry citizens' belongings out the door;
  • attract a local police officer.

Therefore, a thorough preliminary check of tenants is considered the key to future peace of mind for apartment owners.

How to avoid problems and conflicts?

To prevent various negative consequences from strangers moving into an apartment, it is advisable to follow some rules :

  • the lease agreement is officially drawn up for a period not exceeding one year;
  • if the tenants are responsible citizens, then you can always extend the agreement with them;
  • the terms of the document include all the basic requirements for residents, and also indicate that if they are violated, this will certainly lead to penalties or eviction;
  • it is stated that it is the residents who must pay for housing and communal services, and a specific day is strictly established on which rent payments must be made;
  • an inventory of the property is carried out, since tenants must be responsible for it;
  • Before directly signing the contract, you should personally communicate with citizens to see their appearance, understand their communication style and clarify various nuances, which include the presence of pets or other features.

Thus, there is a blacklist of tenants who are not recommended to provide housing for rent in every city. It allows each property owner to find out in advance whether specific persons will violate the terms of the agreement, therefore various unpleasant and conflict situations are prevented. Additionally, you should build relationships with people correctly so that no problems arise.

An example of a conflict situation with unscrupulous tenants of residential real estate is presented in the following video:
